Closed session – Report delivered from the sub-committee regarding discussions held with the Village Hall sub- committee concerning proposals for the renewal of the Village Hall lease.

722 Declarations of Interest Cllr. Hubbard and Cllr. Bowley, declared an interest in the Village Hall. Minute No.711. Cllr. Taylor declared an interest in the Lydden Village Community Group.

723 Minutes of the last meeting All Cllrs. had read and agreed that the Minutes were a true and accurate record of the meeting. Acceptance of Minutes proposed by Cllr. Holt seconded by Cllr. Woodward

RESOLVED: That the Minutes of the Meeting held on 10th July 2018 be accepted and signed by the Chairman.

724 Public Participation Village Fete article written by Cllr. Lymer – raised by a resident. Chairman reminded the residents that this event had nothing to do with the Parish Council and any complaints regarding the County Councillor needed to be raised with County Council or residents could discuss issues directly with the County Councillor following this meeting.

Jim King spoke regarding the maintenance of the Churchyard and various sections in the village – please let him know if you are intending to take on any work that he currently actions but please be prepared to keep things going or keep him informed of any changes.

Stonehall/ Hill junction – hedges need to be trimmed. This would be undertaken as part of the routine maintenance. (See Minute 731g)

Emails from residents concerning removal of planting on Stonehall – Jay Chamberlain has offered to purchase replacement plants. It has been established that these were not removed by KCC.

Email from resident concerning use of quad-bike on recreation field – reported to PSCO and Cllr. Bowley investigated.

28th September – Lydden Vllage Community Group in conjunction with the Coffee Morning Group are organizing a coffee morning in aid of MacMillan Cancer Research – Clerk will add poster to the parish website.

725 Feedback/Matters arising from Council Representatives and Matters arising from previously circulated material. Planning application for the War Memorial has been placed in the Express.

726 Village Hall Bookings are going well. Monthly lunches for the elderly – dates and transport arrangements have yet to be decided. Christmas Fayre has been fully booked – 15th December The Village Hall lease was raised and discussed. The sub-committees from both the PC and the Village Hall would meet again following discussions with their respective bodies. Cllr. Bowley proposed installing some ‘brushes’ in the gutters of the Village Hall which will keep them clear of leaves and allow the water to drain into the sewer. Cllr. Bowley will investigate the various purchasing options.

728 County Council Representative • Public consultation on non- household waste recycling centre to deliver Kent's Waste Disposal Strategy for 2017-2035. There is an 8 week consultation period starting from the 6th September and ending on the 1st November 2018.go to :- www.kent.gov.uk.wasteconsultation • KCC continues to carry on its pothole blitz before the weather deteriorates. • Agriculture, horticulture consultation to seek views on future of rôle of agriculture, horticulture development board, which was created 10 years ago and funded by levy payers. • UK fruit and vegetables growers will be able to recruit non- EU migrants as seasonal workers post Brexit, under new pilot scheme by DEFRA. • The Boundary Review has just been announced apart from my ward becoming larger thus increasing my workload, but the parish is unaltered. • The war memorial stone has now been delivered and put in place. The next stage is to have the plaque cast with the names of those who were killed in the two wars during the first half of the twentieth century. The cost of the stone, to include the cutting and delivery, amounted to £2500. However, following much negotiations I managed to obtain the stone, have it cut to shape and delivered totally gratis saving the parish council and local community a considerable amount of money. • Leading up to preparations for post Brexit, my rôle as County Councillor has taken on additional liaison work often over in France with our counterparts from the Conseil Généralle du Nord to cover a) the transition to low carbon economy. b) Cross border business strategies in Northern France/Belgium re the control of pollution c) Liaison work with the Councils for Calais and Boulogne. d) Education.

730 Planning/ Tree Preservation/ License Matters DOV/18/00339-Proposal: Erection of a first floor and single storey side extension and insertion of rooflight to side roof- slope Location: 37 Stonehall Road, Lydden, CT15 7JU – Application refused.

DOV/18/00835 - Proposal: Erection of a War memorial Location: Land opposite 85 (adjacent to pond), Canterbury Road, Lydden, CT15 7EX

731 Roads & Footpaths/Parish Matters. a) War Memorial – The stone is now in place. It is looking very impressive. The brass plate will now be engraved ready for the commemoration. (See Minute No. 728) b) The post holding the new village sign needs treating before the winter to prevent deterioration. c) Rural Transport – Details have been posted on the parish website and there is a seminar on Thursday 13th September about the new Community Transport service available in Dover. Clerk/Cllrs. have been invited to attend. d) Cllr Hubbard raised the problem of the fence running up the side of the Churchyard. Opposite side of the road from the Church. This needs to be replaced. Mr. Dougal and Cllr. Hubbard agreed to look at this – estimate received from Mr. Dougal for the fencing - £335.70 e) Network Rail - Service Request Notification 180709-000179 – Clerk has forwarded response from Network Rail. f) Painting of poles/posts around the Village Pond/soakaway. Clerk has obtained quote from Dover Outreach Centre to undertake this work. Labour costs will be approximately £1,400 (PC to supply materials). The Lydden Village Community Group has applied for a grant from B&Q and Wilkinsons for the painting materials in order to undertake this task with a team of volunteers. They will prepare a risk assessment before commencing any work and will inform the PC when they intend to begin. g) Cllr. Seath proposed a community hedge cutting day – he will organise the machinery and Cllrs.& residents agreed to help with the clearing.

RESOLVED: To accept the estimate for the new fencing around the churchyard and for Jim King to continue to cut the grass on the churchyard.

732 Action Plan Action Plan 2016-19 has been updated.  Birdboxes -Cllr. Holt showed the new nesting boxes that had been purchased.  Village pond/soakaway- see Minute 731 (f)  Jubilee Footpath sign – Cllr. Holt has contacted Black Forge with some design proposals.
