Ilston Council Minutes of Meeting held on 30th March 2016

At a meeting of the Ilston Community Council held at Penmaen and Nicholaston Parish Hall on Wednesday, 30th March 2016:

Present: Councillors J. Howells, Dr. J. Kingham, Mrs. A. Elliott, V. M. Jones, Mrs. F. Owen-John and N. Hollett. In the Chair: Councillor J. Howells. In attendance: County Councillor Richard Lewis.

1. Apologies for Absence. Apologies for absence were received from Councillors Mrs. J. A. Griffiths, Mrs. C. Grove, R. Church, Mrs. J. Llewellyn and D. Llewellyn.

2. Minutes. The minutes of the meeting held on 24th February 2016 (attached) were confirmed as a true record and signed by the Chairman.

3. Matters Arising. On 4. Welsh Government & AONB. Watching brief to be kept. On 6(a) Bench, bottom of Sandy Lane. Matter ongoing with Councillor R. Church. On 8(2) Accidents, Penmaen Hill. Matter ongoing with Councillor R. Church to follow up with the Police. On 7(a) Area Review, Building and Property Services. Matter ongoing with Chairman.. On 7(b) Letter Byron Davies MP, Sunday Trading Rules. Matter ongoing with Councillor R. Church. On (3)8. Daffodil Planting. Councillor Hollett reported daffodils planted successfully on The Green, Penmaen. On 4(a) Lifeguards, . Noted Life Guards on beach over Easter and school holidays. On 8(2)b Nomination for Vice Chairman. Noted Councillor A. Elliott giving consideration to the matter. On 7(b) Letter Byron Davies MP dated 18/2/16. Campaign to Save the Cockle, petition to Welsh Government. Chairman reported certain amount done on line. On 7(d) C & C of letter - Public Footpath 35 ( Ilston). Noted response to Legal Services shown as “Appendix A” to this minute. Council thanked Councillors Mrs. F. Owen-John and R. Church for work carried out.

4. Reports from Members. Chairman reported he had attended meetings of the Rural Development Partnership on 8th and 23rd March 2016.

5. Planning Applications. The weekly lists were received. (a) App. No. 2016/0447 (b) App. No. 2016/0452 Location: Land adjacent Robins Nest, Perriswood. Proposal: (a) Detached dwelling (outline) (b) Retention of existing caravan for tourism purposes. Applicant: Mrs. Jayne Bressington. After discussion agreed to support objections put forward in letters by John Tucker, South Crest, Perriswood and Mr. & Mrs Ridge, The Orchard, Perriswood. With regard to the caravan, the Council supports the decision of both the Planning Department and the Inspectorate that it is unlawful. As for the dwelling, it is against Planning Guidelines and the site has no legal access. Council objects to both. Councillor Mrs. F. Owen-John to reply accordingly with the grateful thanks of the Council.

6. Rural Development Partnership. No report on this occasion. 7. Correspondence. Received and noted:- a) Letter dated 14/3/16 – Precept Payment Dates 2016/17. Noted dates as: 29/04/16 31/8/16 30/12/16 Proportion: £1,034.67 £1,034.67 £1,034.66 b) Welsh Government letter 2/3/16 – Local Government Ethical Framework, amendments to Model Code of Conduct and to Standards Committee Regulations. c) Barclays Bank letter 17/2/16 – changes to Savings Accounts. d) Tower Mint brochure – HM Queen Elizabeth II 90th Birthday – Commemorative Medal for schools and councils (sample medal). e) Letter dated 15th March 2016, Rev. Nigel Doyle, , Review of Gower Churches 2015 Report. f) Clerks & Councils Direct, March 2016 issue (together with various brochures). g) Play For issue 46, Spring 2016. h) Kidney Wales Foundation letter 11/3/16 – Walk For Life.- - Sunday, 24/4/16. 8. Any Other Business 1. Highway problems. (a) Potholes – Furzehill Lane, Brynafel to Ilston House. (b) Lunnon Hill up from Shepherds – broken tarmac either side. (c) Penmaen Hill, north side double bend towards , rock protruding on road. (d) (A4118) outside Frogpool Farm, Nicholaston – potholes. (e) By lay-by, Nicholaston Church north side of road – potholes. (f) Main North Gower road, just west of Tyrmynydd Road junction – potholes. (g) Collapsed drain outside Hazel Court, Nicholaston. All matters to be taken up with the Highways Department. 2. Date of next meeting. Noted date of next meeting as Wednesday, 27th April 2016 at 7.30 p.m. There being no further business, the meeting closed at 8.54 p.m. 2
