As a former chairperson of the NLG's Anti-Racism Committee, past President of the NLG-NYC Chapter, and past member of the NEC, I am writing in favor of the Resolution Supporting the Abolition of Policing. In 2015, the NLG adopted a resolution declaring itself to be an organization committed to the abolition of jails, prisons, and all forms of detention. The Resolution Supporting the Abolition of Policing further deepens the Guild's commitment to tear down the apparatus of oppression and state violence that is the backbone of policing in the United States. Since the fall of 2017, I have lived in Portland, Oregon, where the reality of the limits and counterproductivity of "reformist reforms" of the Portland Police Bureau ("PPB") has become more and more exposed with every night of violent suppression of Black Lives Matter demonstrators. An overwhelming white police force (that includes officers with ties to fascist and white supremacist organizations) has engaged in over 125 nights of unrestrained brutality against protestors, medics, journalists, and Legal Observers. The same police officers do all that they can to protect Proud Boys and Patriot Prayer supporters who waive guns at and physically attack anti-fascist counter-demonstrators. Our Mayor refused for months to ban the PPB's use of CS tear gas, which the police have used indiscriminately and which has saturated neighborhoods in gas. State legislation was passed restricting the use of tear gas to situations when police had officially declared a "riot" - unsurprisingly, the PPB has found almost any excuse to declare the existence of a riot and to gas demonstrators since the law went into effect. -

They seem to feel that they have the right to stop and frisk someone because his skin is black and he is in the black part of town. — Attorney commenting in City Club of Portland’s Report on Law Enforcement, 1981 DURING THE 1960s, institutionalized discrimination, unemployment, and police brutality fueled inter-racial tensions in cities across America, including Portland, Oregon. Riots became more frequent, often resulting in death and destruction. Pres. Lyndon Johnson’s National Advisory Com- mission on Civil Disorders issued in early 198 what became known as the “Kerner Report,” which declared that the nation was “moving toward two societies, one black, one white — separate and unequal.”2 Later that year, the City Club of Portland published a document titled Report on Problems of Racial Justice in Portland, its own version of the national study. The report documented evidence of racial discrimination in numerous institutions, including the police bureau. The section “Police Policies, Attitudes, and Practices” began with the following statement: The Mayor and the Chief of Police have indicated that in their opinions the Kerner Report is not applicable to Portland. Satisfactory police-citizen relations are not likely to be achieved as a reality in Portland in the absence of a fundamental change in the philosophy of the officials who formulate policy for the police bureau. -

Portland Police Bureau PPB CASE 11-40358 Portland Police Bureau 1111 SW 2nd Ave. Portland OR 97204 Case Overview PPB Case #11-40358 On Thursday May 17, 2011, at 4:59 p.m., officers responded to a residence in the 1900 block of Southeast 134th Drive to conduct a welfare check of a 69-year-old woman. This call was in response to Multnomah County Adult Protective Services (APS) receiving a call from the woman’s doctor who told APS that the woman called asking what to do after her son hit her in the head. APS told officers that the son has a history of assaulting his mother. Officers arrived at the residence and talked to the victim, who had blood on her head, neck and shirt. She told officers that her 42-year-old son hit her in the head, put a knife to her throat and threw her down onto the ground. The victim told officers that her son told her, “I can kill you now,” as he held a knife to her throat. Officers learned that the suspect was not at the residence any longer but later in the evening, at 10:43 p.m., they received information that the suspect returned to the residence and that the victim was on her way home from the hospital. Officers learned from the victim that the suspect was in his bedroom and he kept a sword in his bedroom. Officers opened the door to the house with the victim’s consent and called several times for the suspect to come outside. -

The Oregonian With re-election bid gone, what can Charlie Hales accomplish? By Andrew Theen October 28, 2015 Charlie Hales is a free agent. Instead of running for re-election, Hales said Monday that he's ready to tackle affordable housing, homelessness, gang violence and the city's blueprint for the next 20 years of growth. He didn't provide many details Monday, and he and his spokesman declined to provide more information Tuesday. But current and former City Hall staffers agreed that Hales now has more room to get things done, and can look to his last two predecessors, Sam Adams and Tom Potter, for models of successes and failures. "You can really break through some of the walls that people put up because people say, 'It's just politics as usual,'" said Austin Raglione, Potter's former chief of staff. Susan Anderson, director of the Bureau of Planning & Sustainability who's been in city government for two decades, said Hales still has credibility and can now be bolder. "You can take some chances," she said. Commissioner Nick Fish said Hales could look to Adams, who followed his July 2011 decision to not run with a "burst of productive energy." In his last year in office, Adams proposed a budget that included a more than $7 million bailout for Portland public schools. He also conceived of the Arts Tax, expelled Occupy Portland demonstrators from downtown parks, and created a new urban renewal district, though Hales disbanded it. On the other hand, Adams wasn't able to push through a renovation of Veterans Memorial Coliseum, though, or a plan to build a $62 million Sustainability Center. -

The Oregonian Portland City Council Likely to Restrict Use of Plastic Straws By Gordon Friedman November 10, 2018 The Portland City Council is scheduled to vote Wednesday on an ordinance that would make plastic straws and utensils available by request only citywide. Officials at Portland's Bureau of Planning and Sustainability came up with the proposal after the City Council directed them to in June, citing environmental damage caused by single-used plastics. To do that the bureau conducted a survey and convened a focus group with restauranteurs, business owners, a medical facility, people with disabilities and environmental advocates. The group recommended against an outright ban to single-use plastics because some people with disabilities rely on them to drink. It settled instead on the by-request policy to be considered Wednesday. If adopted, the new rules would take effect July 1, 2019. Portland has a long history of limiting the use of polluting products. It has restricted use of Styrofoam containers since 1990 and added a plastic bag ban in 2011. The Portland Tribune City Council Considers Plastic Straw Ban on Wednesday November 11, 2018 Portland may need to 'stop sucking' if a proposal to limit use of plastic straws is passed. The worldwide environmental campaign to ban single-use plastic straws arrives at the Portland City Council on Wednesday. City leaders will consider a new ordinance placing restrictions on those straws, as well as condiments packaged in plastic. Portland, city commissioners are slated to vote on a proposal advance by Mayor Ted Wheeler that would make plastic straws available only upon request by customers. -

The Oregonian Portland Auditor Wins Uncontested Re-Election Bid By Gordon Friedman May 15, 2018 Mary Hull Caballero, Portland's elected auditor, won re-election in an uncontested race Tuesday. Hull Caballero, 56, said in a statement Tuesday that she aims to use her next four years in office to work toward a "better, more responsive city government for the people who pay for it and are served by it." Hull Caballero said she also looks to "once and for all address the city's budget-setting process," by which the councilors, whose bureaus are subject to Hull Caballero's audits, control the auditor's budget -- a position she called "untenable." "The budget is the last bit of business left undone from my fight for increased independence from the bureaus we audit and investigate," Hull Caballero said. An Albany native and Lewis & Clark College graduate, Hull Caballero worked for more than a decade as a journalist before becoming an auditor for the Oregon Department of Transportation and later the regional government, Metro. She was first elected as Portland auditor in 2014, also in an uncontested race.
