School Vision

It is our vision to enable each and every student to acquire a whole-person education whereby she grows and excels all through her pursuit of knowledge, skills and values. We pledge to nurture our students as future leaders who are competent to face challenges and committed to the betterment of their local, national and global communities.

School Mission

OUR SCHOOL

History

In 1890, the Hong Kong Government set up the Central School for Girls. When Mr. E.R. Belilios, a Jewish philanthropist, donated $25,000 for a new building for the Central School for Girls in 1893, a 3-storey building was erected in and named after Mr. Belilios. In April 1965, the school was relocated to its present premises in Tin Hau Temple Road. To mark the occasion, a new school motto – “Climb High, See Wide”, a school song and a new school badge were created.

School Management Committee (SMC)

Since the implementation of school-based management in 1989, the school has been given more autonomy in personnel, financial and other day-to-day administrative matters. Under the leadership of Mrs. LI CHOW Yeuk-lan Conny, PEO(KGE) Acting and Mrs. CHAN SIU Suk-fan, PAS(KGE), the SMC met three times during the school year. Members took an active part at the meetings, demonstrating excellent collaboration and partnership among all stakeholders.

School Development Committee (SDC)

The committee was set up to formulate school policies, strengthen communication, address staff concerns, motivate teachers professionally and facilitate their participation through decision-making. Chaired by Ms HO Yuk-yee (Principal), the team included Ms HO Shin-yee (Assistant Principal), Mrs. YIU LEE Siu-yuk Hilda (Assistant Principal), Mr. LAU Chung-tat, Ms LEUNG Lai-yin, Mr. SHUEN Ting-fai, Ms TANG Shuk-man, Ms TO Man-ying Tammy, Ms WONG Man-wai, Ms WONG Wai-ling and Mr. WU King-lok. Regular meetings were conducted in an open and harmonious atmosphere. Matters discussed included school self-evaluation, school development, academic promotion, student affairs and staff concerns. The SDC has proved to be an effective channel of communication between the management and staff. Shared decision-making has fostered a greater sense of ownership and team spirit.

School Facilities

In the past few years, renovation projects have been under way in order to enhance the school environment and meet the needs of the Senior Secondary Curriculum. The reconstruction of classrooms, the upgrade of laboratory and special rooms, the resurfacing of playgrounds and the provision of additional storage space all bear witness to our conviction to create a quality environment for learning and teaching.

Continuing Professional Development (CPD)

The average Continuing Professional Development (CPD) hour per teacher this year was 52.7 hours. Staff attended training courses, workshops, conferences and symposiums organized by the EDB and other tertiary institutions. They were also actively involved in other modes of professional development such as mentoring, collaborative lesson preparation, peer lesson observation, sharing and reflection sessions in departmental meetings and appraisal interviews.

On the First Staff Development Day, we visited our sister school Guangzhou Foreign Language School in Nansha, China and toured round the school campus to see the wide range of facilities in the morning. In the afternoon, some teachers joined four forums which allowed an exchange of ideas regarding school management, students activities, IT education and arts education between teachers from the two schools. The other teachers attended three lesson observation sessions of junior- and senior-form English. The visit provided us with new insights into teaching and learning.

On the Second Staff Development Day, we had a Joint Government Secondary Schools Staff Development Day, which was the Teacher Symposium 2018. In the morning, our teachers attended a seminar on “Cohesion-Excellence-Professionalism” with the first talk on ‘Social change: challenges facing education’ and the second talk on ‘Vision of education’. In the afternoon, we first attended a professional sharing on management change by CEOs. Then we attended a professional sharing on moral and civic education by awardees of the Chief Executive's Award for Teaching Excellence. Our NET Teacher attended a workshop on ‘Drama in Education’.

On the Third Staff Development Day, our colleagues stayed at school in the morning to attend a talk on “STEM Education – Girls Go Tech” by Dr. HO Yuk-fan, Esther, the Principal of Carmel Alison Lam Foundation Secondary School. Then the teachers-in-charge reported on the evaluation of the Major Concerns. Immediately after that, teachers were divided into 6 groups to discuss the Annual School Plan 2018-2019. In the afternoon, we attended a talk called “Mastering the Opportunity” on teenagers’ mental health by Dr. TING Sik-chuen.

OUR LEARNING AND TEACHING

Learning and Teaching

At BPS, students are nurtured to be life-long learners who continuously collaborate to strive for excellence in their pursuit of knowledge. Their exemplary academic performance is made possible with the hard work of a team of dedicated and professional staff who unceasingly learn to excel and teach to inspire. Aware of the huge impact of teachers on young people and how values and attitudes could be inculcated through classroom interactions, our teachers collaborate to deliver the quality education we pledge to offer through the following strategies:  To promote the spirit of the school motto – Climb High, See Wide;  To create opportunities for life-wide learning whereby students acquire knowledge and skills through experiences and observations;  To develop students as self-motivated and life-long learners;  To encourage students to share knowledge through peer learning;  To foster a reflective culture among students; and  To train students to be critical thinkers with enhanced problem-solving skills.

Modern Languages

Our school has offered modern language courses with the School of Modern Languages and Cultures of the since 2008 in order to offer a diversified curriculum to nurture our students’ interest in foreign languages and understanding of foreign cultures to become global citizens. To encourage students, especially S1–S2 and non-Chinese students, to learn a foreign language in the hope of preparing them for taking the Cambridge A-Level exam as an elective in the HKDSE exams for their admission to university, our school offers French and Japanese courses at different levels.

English Speaking League

In 2010-2011 a programme called the English Speaking League was introduced to the school. Thanks to the Chairperson of the BOGF, Mrs. Nellie Fong, very successful and renowned native speakers of English agreed to be captains for this programme. These prominent members of society conducted conversation classes with small groups of students after school. They included Sir David Akers-Jones, KBE, CMG, GBM, JP, former Chief Secretary of Hong Kong; Mr. Stephen Selby, JP, Adjunct Professor at the Hong Kong Polytechnic University; Mr. James Blake, OBE, JP, former Chief Officer of the KCR; Mr. Mark Shuper, Co-founder and Executive Director of Sprouts Foundation; Mr. Chris Hall, retired Senior Tax Specialist; Mr. Gavin Ure, former Administrative Officer, Hong Kong Government and Adjunct Associate Professor at the Hong Kong Polytechnic University; Mr. Gordon Jones, former Head of the Companies Registry of Hong Kong; Mrs. Rachel Cartland, former Associate Director of Social Welfare, Hong Kong Government; and Mrs. Helen Seaton. 160 students from S1 to S6 participated in this programme. The yearly programme culminated in a certificate presentation ceremony where all of the students and their captains shared their experiences and mingled over a cup of tea and refreshments.

Support for Student Development

A whole-school approach was adopted to facilitate students’ whole-person development. Pastoral services encompassing careers and life planning guidance, cross-curricular programmes, discipline, ECA, community services, environmental education, counselling, and moral, civic and national education echoed the school’s genuine commitment to fostering students’ development. Three periods of Life-wide Learning on Day 7 afternoon in alternate cycle were structured in the timetable to facilitate the implementation of a rich variety of student-centred activities. Also, Life Education was conducted in junior forms to inculcate correct values and reinforce proper behaviour among students. To help students with financial difficulties, the funding from the School-based After-school Learning and Support Programme and the Hong Kong Jockey Club Life-wide Learning Fund was fully utilized to ensure that every student could have the opportunity to broaden their horizons, explore new frontiers and develop global perspectives which were essential for young people in the ever-changing world. Our school was most fortunate to have parents and alumnae with shared vision and commitment. Their support is indispensable in the school’s endeavour to provide quality education. The Parents-Teachers’ Association (PTA) made generous donations of prizes and scholarships, subsidized ECAs, upgraded school facilities as well as providing immediate relief to students with unexpected financial difficulties. The Belilios Old Girls’ Foundation (BOGF) made admirable donations in support of music education, offered numerous scholarships and provided strong support to conduct an innovative English enhancement programme called the English Speaking League; whereas the Belilios Old Girls’ Association (BOGA) offered eLearning Awards and created valuable learning opportunities and life-planning experiences through the S4 to S6 Career and Education Expo and the S5 BOGA Mentorship Programme.

Measures to Cater for Learning Diversity

The diversity of students’ learning abilities is addressed through different ways, including:  Provision of a broad and balanced curriculum with a wide range of subject choices;  Curriculum planning, tailoring and adaptation to cater for diverse abilities;  Adoption of collaborative learning strategies to promote peer learning and support;  Adaptations of assessment to recognize different abilities;  Enhancement and enrichment programmes for the gifted and the less-abled students;  Deployment of various grants to employ extra teachers and supporting staff; and  Ethos building to recognize diversity and individual differences.

SUPPORT FOR STUDENT DEVELOPMENT

Life-wide Learning (2017-2018)

With the support of teachers, parents and alumnae, the Life-wide Learning (LWL) Committee organized a wide range of activities to develop students’ life-long learning capabilities that are essential in our ever-changing society. In the 2017-2018 school year, all S1 to S6 students participated in 57 LWL activities held in ten afternoons. These LWL afternoons (on Day 7 from 1:30 to 3:30 pm) were incorporated into the school calendar and timetable in each level to facilitate the implementation of the LWL curriculum both inside and outside the school.

MAJOR AREAS OF CONCERN

Major Concern 1: To elevate learning and teaching capacity for academic pursuit

In Major Concern 1, the following measures were implemented to elevate learning and teaching capacity to facilitate our students’ academic pursuit. Our first objective was to enhance students' learning capacity by creating a positive learning environment. To raise students’ learning capacity, mass training programmes were organized in October to equip S1 to S3 students with active learning skills. The programmes were Active Revision Skills for S1, Active Quest for Social Knowledge for S2 and Active Quest for Proof (Science) for S3. Besides, a brand new award scheme, Active Learner Award Scheme, was launched to encourage students to adopt an active approach to learning. The scheme was a big success as the students liked the scheme and showed their enthusiasm for getting nominations from their teachers. Our second objective was to enrich students' learning experience. Throughout the year, 12 learning activities were held jointly by different subject departments or KLAs. The activities, for example, a field trip for S2 students co-organised by the English Language and Tourism & Hospitality Studies Departments and the Song Writing Project co-organised by the Moral, Civic and National Education Team and the departments of Putonghua, Chinese Language, Chinese Literature and Music, were all completed successfully according to their implementation plans. The response from the students was very positive as they found the activities fun and had a good chance to apply what they had learnt in lessons. The pilot subject departments and other subject departments, e.g. Chemistry, Biology and P.E., showed their initiative to conduct e-learning activities outside classroom for each level. The activities, for instance, e-learning platform and flipped classroom, were held throughout the year and most students found learning via Google classroom interesting and related to their daily life. Besides, study tours to Beijing, Shenyang, Shanghai, Kaiping and Yengjiang were held to diversify students’ learning experience. To benefit more students, a series of exchange programmes with local schools (e.g. Queen Elizabeth School, Diocesan Girls’ School, Tsuen Wan Government Secondary School and Shaukeiwan Government Secondary School) and a Singaporean school (St. Margaret Girls’ School) were successfully run. According to a survey conducted by the Study Tours and Exchange Team and Moral, Civic and National Education Team, 100% of the participants agreed that the interflow programmes helped to broaden their horizons. Post-activity sharing sessions were held among students to celebrate their learning achievements. S5 and S6 students also participated in joint-school Chinese and English speaking practices, with Ho Tung Girls’ School, Queen Elizabeth School, St. Paul’s Co-educational School, Diocesan Girls’ School, Clementi Secondary School, Shatin Government Secondary School and Shaukeiwan Government Secondary School. They expressed that the practices did help them to prepare better for the HKDSE exams. To achieve our third objective to foster the spirit of enquiry and exploration among students by promoting STEM education, the STEM Team organized and coordinated school-based and external STEM-related activities or competitions for students from different levels. They included Girls Go Tech, Smart City Programme, Enriched IT Activity Programme, a visit to ATEC and the making of fan-powered cars. To prepare for the curriculum development in the coming year, S1 students were taught Micro:bit Programming in order to prepare them for Advanced Micro:bit Programming and STEM Project with Micro:bit in the academic year 2018-2019. To promote effective pedagogy, the Major Concern 1 Team organized two IT workshops for all teachers on useful IT tools for classroom teaching in January and June. Our teachers were also keen on enhancing their professional knowledge. All our teachers attended at least one seminar or workshop on e-learning, enquiry-based learning or STEM, etc. Besides, at least three sharing sessions

17 Belilios Public School School Annual Report 2017-2018 were arranged in all subject departments consisting of two or more panel members. Experience- sharing sessions on effective pedagogy among teachers were also conducted at the staff meetings held in this academic year. Last but not least, to optimize teachers' professional sharing culture, the departments of Liberal Studies, Economics, Geography, History and Chinese History formed respective internal learning circles to conduct collaborative lesson preparations, peer lesson observations & evaluations and design quality assignments. In view of the implementation of the learning circle activities among some designated departments and the practice of professional sharing at panel meetings or staff meetings, it was noticeable that the culture of professional sharing among teaching staff was cultivated. To sum up, the year plan of the Major Concern 1 to enhance our students’ academic pursuit was well concluded with our students’ intrinsic motivation to learn actively and our teachers’ dedicated effort to elevate teaching.

Major Concern 2: To develop students’ positive self-image through self- understanding and to construct a culture of appreciation and gratitude

To cultivate student’s positivity and gratitude was a crucial part of their life-long education in addition to their academic pursuit. This was the first year of the annual school plan and the following four strategies were adopted to nurture students’ positive thinking and sense of gratitude. First and foremost, it was essential to develop students’ positive self-image through enhancing their self-understanding and self-appreciation. The S1 to S3 Life Education curriculum, S1 Big Sister Scheme, Life Planning programmes and Life-wide Learning activities were implemented with an emphasis on fostering students’ positive self-concept successfully. According to the Life Education Students’ Feedback Form, S1 to S3 students agreed that they could understand and appreciate their positive emotions, and used them to get along better with their friends and families in their daily lives. The Counselling Team Evaluation Report also showed that S1 and S2 students found the S1 Big Sister Scheme and S2 Mentorship Programme helpful to appreciate their strengths in their studies and non-academic qualities respectively. More importantly, the APASO survey found that our students felt more positive in general, compared to the scores last year. Our students had a higher sense of achievement (2.75) than other HK students on average (2.49). Secondly, it was vital to build a positive culture on the school campus by promoting students’ healthy mindset through formal curriculum, mass programmes and parent workshop. All subject departments, functional teams and ECA clubs designed at least 1 programme each to inculcate positive values in students and provided opportunities for students to show appreciation and gratitude to teachers, parents and staff members. Overall speaking, 88% of students found the programmes organized by the school useful to develop their healthy mindset. All subject teachers and teachers- in-charge of functional teams and ECA clubs agreed that the activities they organised could inculcate positive or healthy mindset. To name but a few, the well-received activities included the archery course for physical well-being, the gratitude slogan competition co-organised by the MCNE and Discipline Team, and Christian Fellowship’s hand-made jam to show gratitude to teachers, parents and janitors. In addition, more than 90% of students and parents found the Joyful@School Campaign co-organized by the Counselling Team and TWGHs CROSS Centre effective to develop their healthy mindset and lifestyle. It was encouraging that the School Management Committee (SMC) members expressed their appreciation of the school’s focus on developing our students’ positivity as well. Thirdly, it was important to create a positive classroom climate by recognizing students’ positive attitude through positive reinforcement, appreciation and inter-class activities. A talk on ‘Class management – Strategies for enhancing students’ positive thinking’ by Mr LEE Wai-hung, the Assistant Principal of Fukien Secondary School (), was held before the school year started to support all teachers on the good practice of class management and positive education. Overall speaking, the Survey on Positive Classroom Culture showed that 90% of students agreed that the inter-class activities enhance their sense of belonging to their class and strengthen class unity. 84% of students thought that ‘A date with class teacher’ programme could strengthen the relationship between teachers and students. In addition, 93% of students agreed that the games played by teachers and students together at the Sports Day and Swimming Gala could strengthen their relationship. As for the school-based Gratitude Journal, more than half (53%) of students agreed that it could develop their habit of expressing gratitude. Last but not least, students’ positivity could be nurtured by encouraging their appreciation of different cultures through the cross-curricular exchange programmes with the sister school in Nansha, China, the various student exchange programmes with other secondary schools, and the study tours to other countries like Singapore. Through the mutual visits between our English Debating Team & Music Society and their counterparts from the sister school in Nansha, China, our students had an

19 Belilios Public School School Annual Report 2017-2018 eye-opening experience of the high English standard of mainland Chinese students and their enthusiasm for music education there. In addition, the various exchange programmes with DGS, QES, SKWGSS and TWGSS enabled them to learn more about different teaching and learning styles at other renowned secondary schools. They also became appreciative of the good quality of teaching & learning as well as the strong sisterhood at BPS from the perspective of the exchange students from other schools. S2 students also enjoyed the visit to Kaiping, China, to learn more about the heritage conservation there. They also appreciated the contributions of the overseas Chinese to their hometown.

REPORT ON USE OF SPECIAL GRANTS

(1) Capacity Enhancement Grant (CEG) and Additional Time-Limited Funding of CEG The grant was used for the employment of supporting staff to relieve the workload of teachers.

Details Period Evaluation 1. To share the teaching load of Sep 17 – Aug 18 One temporary teacher was employed teachers to share the teaching of teachers. 2. To enhance (S1-S3) students' Sep 17 – Aug 18 One part-time Chinese Language interests in Chinese Language and to tutor was hired for remedial lessons. teach relevant knowledge and learning techniques (S1-S3) 3. To enhance the learning ability of Sep 17 – May 18 An experienced part-time English low achievers in English (S1-S3) teacher was hired to conduct remedial lessons for S1-S3 levels (one group per level). There were 12 lessons in each term (1½ hours per lesson). 4. To enhance the potential of the Sep 17 – Jun 18 One part-time Mathematics teacher academically low achievers in was employed for one year to conduct learning Mathematics (S1-S3) remedial lessons for students at S1-S3 levels for 20 weeks, 5. To enhance the potential of Oct 17 – Jun 18 Service was bought to conduct mathematical high-achievers in training courses on Intermediate learning Mathematics at S1-S3 Mathematics Olympiad for S1, S2 for 2 terms (30 hours) and S3 for 1 term (15 hours).

(2) Teacher Relief Grant (TRG)

Post Period Evaluation Supply Teachers Sep 17 – Aug 18 Supply teachers were employed to substitute for teachers who took sick leave for 3 or more days to ensure that student learning was not affected.

(3) Funding for School-based After-school Learning and Support Programme The fund was used for supporting the disadvantaged students to participate in after-school activities with a view to facilitating their whole person development and personal growth.

(6) Diversity Learning Grant – Other Programmes The grant was used for supporting the elite students in senior forms to participate in gifted development programmes to facilitate their whole-person development.

(7) Diversity Learning Grant – Applied Learning The grant was used for supporting students in senior forms to participate in applied learning programmes.

(8) Career and Life Planning Grant (CLPG) The grant was used for the employment of supporting staff to relieve the workload of CLP teachers in the preparation for career & life planning programmes.

(9) Transitional Career and Life Planning Grant The grant was used for supporting CLP-related activities for students and for the employment of supporting staff to relieve the workload of CLP teachers.

(10) After-School Support for Non-Chinese Speaking Students The grant was used for supporting the non-Chinese speaking students to participate in programmes which helped to enhance their Chinese language proficiency.

(11) Beat Drugs Fund The grant was used for supporting students’ activities in promoting anti-drug education.

(12) One-off Grant for Strengthening School Administration Management The grant was used for the development of mobile apps systems and the installation of centralized management, online booking and recording systems to relieve the administrative workload of staff.

(13) One-off Information Technology Grant for E-learning in School The grant was used for the development of platforms for supporting e-learning in school.

(14) Information Technology Staffing Support Grant The grant was used for the employment of supporting staff to help to promote e-learning at school.

(15) One-off Grant for Sister School Programme The grant was used for facilitating the academic and cultural exchange between the schools in Hong Kong and Mainland China.

(16) One-off Grant for Promotion of Chinese History and Culture The grant was used for the supporting students’ activities in promoting Chinese history and culture.

(17) One-off Grant for Promotion of Science, Technology, Engineering and Mathematics Education The grant was used for supporting STEM Education and STEM-related learning activities.
