The Lake and 10/14/2019 6:10 PM foreshore has almost never been in such a state (except perhaps 30 or so years ago when the housing was dramatically expanded and no sewer system provided ). Simple point water samples, disregard of foreshore degradation, use of quasi science to justify neglect, management which allowed massive build-up of sand behind to beach entrance, inappropriate application of the ICOLL framework 19 I am concerned that the excessive build at Wallinga Park has or will pollute Wallinga Lake. 10/12/2019 3:44 PM

Better access to viewing platforms in our district is a problem due to poor maintenance of current facilities. Housing Development that has the potential to destroy Badgee Lagoon a concern as this area already under threat from current development. Increased presence of authorities during peak seasons and seasonal migration of fish to monitor overfishing; increase Ranger presence in areas where ongoing poisoning and tree removal known. I would like to see no deterioration in our coastline and estuaries in 10 years.

Using large rocks (riprap) in front of all hard surfaces to break the deflected wave energy which erodes the nearby soft structures (the dune). Those hard surfaces include groyne for pier and boat ramp, ramps, platforms, storm water outlets. d) Remove dinghy storage from the foreshore dune. 22 While the survey covers many potential environmental issues it does not even come close in 11/1/2019 5:58 PM discussing the many social and economic issues that will potentially impact the Shoalhaven Coast. As a key stakeholder (I own a beachfront property on Collingwood Beach) I believe the following issues require further discussion and inclusion in the scoping exercise. My comments refer specifically to Collingwood Beach but most likely would have wider application in the Shoalhaven. 1. With the dire forecasts being acknowledged and accepted by Shoalhaven Council regarding climate change and sea level rises, the CMP plan should clearly articulate a strategic statement which commits to defending our coastline as opposed to retreating or relocating. All affected property owner need to be clearly informed of this strategic statement and the specific implications of it. 2. In conjunction with the above strategic direction which commits to defending our coast line, the current system of inundation lines that run through the coastal properties requires reassessment. If there is an intention to defend our coastline the requirement of inundation lines becomes unnecessary. Currently these lines have a significant impact on the property owner’s ability to develop the property or in many cases it significantly complicates the property owner’s ability to insure, finance or sell the property. This ambiguity needs to be resolved in the current CMP. 3. Property owners directly affected by the strategic directions of the CMP should be included an any cost benefit analysis when deciding on any soft or hard engineering solutions to defend our coastline. In particular consideration of the Royal Haskoning Erosion Remediation Report of 2014 for any action plans for the defence of Collingwood Beach. 4. Better solutions are necessary for the discharge of stormwater onto Collingwood Beach. The solutions must be able to respond to significant storm condition and enable the adequate discharge of stormwater into the Bay without the significant loss of dune sand that currently occurs. This sand is necessary to protect the beach from large storm surges from the sea but the dune is currently weakened by ineffective stormwater discharge. 5. Minimal discussion in the survey of appropriate dune vegetation in residential areas that border coastal beaches. In particular, unnecessary and inappropriate vegetation has been planted which significantly restricts the view of the beach/sea from the cycleway and beachfront properties at Collingwood Beach. The development of an appropriate coastal dune management manual that determines what vegetation is necessary to ensure the integrity of the dunes and the collection of sand, but also considers the amenity of the area and the preferences of the local residents, surrounding community and the tourists that live in the area. This needs to be clearly documented to remove any personal biases of those individuals responsible for the area. It needs to be based on scientific principles and less on personal preferences.

40 I hope the study team consider people first and not the environment first. This has become 10/24/2019 2:14 PM completely unbalanced. People who live in these communities ore in general very aware of the environment and the respect the beauty of the area. We appreciate the habitat, the bird life, the marine life but humans need to be a much higher priority in the consideration and plan of what is good for where we live. Keep our Lakes healthy and clean. Allow fresh flushing of beautiful seawater every tide cycle.the authorities are losing the balance of what is good for human inhabitants and what is good for the environment and nature. The current situation is totally out of balance. Hundreds of trees are dead and dying and as they filter the atmosphere for all of us reducing constantly high water levels of the lake will overcome the trees dying from salt drowning. There are a myriad of benefits for all parties. All I hear is what we can’t do not what we can do. Let’s work together and bring our beautiful area back to what it was years ago.

41 I agree with the SHET that flexibility is needed with the triggers when assessing flood threat, so 10/24/2019 8:42 AM that the management can happen before the event. 43 We have a mooring in Sussex Inlet and getting anything done is difficult because neither 10/23/2019 11:24 AM council nor maritime seem ready to take responsibility. We also requested that a log be removed from the back of the mooring because it was becoming dangerous to step onto to access our boat. It was removed but nothing was put in it's place to prevent erosion so we have lost a good foot or so of foreshore since it was removed. This resulted in a tree having to be removed because it was in danger of falling on our boat because of the erosion (incidentally when they arrived to remove it they were about to remove the wrong tree, it was lucky I passed by and told what tree was to be removed!).

We understand that there has been some suggestion that the bar at Sussex Inlet should be dredged to provide easier boat access, we strongly object to the proposal as such changes may allow sharks to enter the Inlet that for until now is a safe waterway for boating and swimming , changes to the hydrology of the waterway may cause an unexpected result, the canals on the Gold Coast are decidedly dangerous with the entry of Bull Sharks etc., we would not want a similar situation to develop at Sussex Inlet. For an example of changes to the waterway hydrology please find aerial photos of the Sussex Inlet estuary East of the township showing the result of earlier dredging, the relocation of riverbed material has caused higher water velocity on the Eastern side of the waterway and is still causing severe erosion. 60 Bank erosion on the Huskisson walkway adjacent to Sharknet beach is of concern.The other 10/13/2019 12:29 PM issue is the increased invetstion of rabbits and their impact on property and being in competition with native wildlife, natural vegetation destruction and residential property impact. 61 Bosom Beach wasn't included in the Coastal Zone Managment Plan 2012-2018 and is now an 10/12/2019 10:02 AM area of environmental concern. Much of the sand has eroded and the dunes behind are probably half the height they were previously, this leaves bush land and roadway behind exposed. Further loss of large trees on the shoreline/ dunes near the Rockpool after the June 2016 storm has occurred, worrying residents that the dunes DIRECTLY in front of residents homes are in danger. Re-generation area has occurred through Bush Care's efforts, but tourists have been walking through the area due to lack of signage and most plants have failed to thrive.

81 Priority actions in the Callala Bay area (as detailed in submission by Callala Bay Community 10/4/2019 2:30 PM Association) should include: a. Stopping park erosion at Watt and Sheaffe Streets. We have been losing dune vegetation and big park trees, losing recreational area and beach access. We need a protective barrier against high tides, storm wave impact, waves deflected off the pier/ramp structure, as well as sideways wave wash which removes sand. This repair and protection needs to extend from the existing ramp-pier groyne (Watts St) and extending past Sheaffe St to the south side of Boorawine Ck. b. Stopping beach erosion, by reducing wave impact, by nourishing the beach, by restoring a more suitable slope, with a buried foundation to support the re-vegetated dune. c. Saving the end of Sheaffe St by proper street storm water control (not just diversion onto the park sand due !), and by continuing the dune’s new protective barrier. d. Using large rocks (riprap) to break the waves which erode the nearby soft structures (the dune). e. Removing dinghy storage from the foreshore dune. It takes public space; it blocks growth of vegetation which binds the sand; it dries the sand or soil, making the foreshore easier to erode (and some of these boats are abandoned scrap). f. Improving beach access for pedestrians including people with disabilities, for emergency vehicles, (and limited / controlled use for salvage equipment). g. Closely recording and monitoring further beach dune and Callala Point headland erosion for the next 5 years, by survey and photographs, to help plan longer term practical defensive treatments, in cooperation with the local community association.

(2) what could residents, individually or collectively as a small local area or community, do to protect private properties - with Council (or Council consultants) instruction /guidance (on site or workshopped)? and (3) what residents cannot and must not do to protect their properties? The responses would, of course, need to be structured within the context of the different coastal property risks - eg: beach erosion, estuary flood, headland slope slippage....
