The component parts of this commission contain draft detail and recommendations for discussion as part of the PLAN Selby Summer 2015 engagement with stakeholders. Following this engagement the finalised recommendations and conclusions will inform, but not predetermine, decision- making regarding Site Allocations for inclusion within the emerging publication draft of PLAN Selby. The Preferred Options Draft of PLAN Selby will be consulted on in early 2016. Specifically in relation to the Green Belt Study, Selby District Council must, in accordance with the National Planning Policy Framework and the Planning Practice Guidance, demonstrate that ‘exceptional circumstances’ exist for altering the Green Belt boundaries (paragraph 83). Only when ‘exceptional circumstances’ exist should the Authority consider Green Belt boundaries by having regard to their intended permanence in the long term and ensuring that boundaries are capable of enduring beyond the Plan Period. The wider commission therefore comprises a number of individual Method Statements and an assessment of the Strategic Countryside Gaps within Selby, which will support Selby District Council in the production of PLAN Selby: A Study to Consider the Role and Extent of Strategic Countryside Gaps within the District; Method Statement for the Definition of Development Limits; Method Statement for the approach to Defining Safeguarded Land; and, Method Statement for the Status of the Villages within the Green Belt. 1.2 Summary of Approach This report specifically provides the Stage 1 element of the Green Belt Study. Stage 2 and Stage 3 of the Study will be undertaken if required following PLAN Selby Summer 2015 Engagement and prior to the Preferred Options Draft of PLAN Selby in early 2016. The three stage approach is set out below: Stage 1 Assessment: This stage includes a study of the history of the Green Belt in Selby, a planning policy review and the definition of a methodology for Green Belt Study. At this stage, SDC wish to seek views on potential mechanisms for progression of General Areas to Stage 2. Stage 2 Assessment: Stage 2 determines the major development constraints within these General Areas and assesses the extent to which each area is suitable and therefore ‘more preferential’ for development [to be undertaken prior to Preferred Options Draft of PLAN Selby following comments received during the PLAN Selby Summer 2015 engagement]. Stage 3 Assessment: Stage 3 undertakes a finer-grain assessment of relevant areas identified at Stage 2 against the purposes of the Green Belt to determine whether a permanent Green Belt boundary can be created. These areas will only be released from the Green Belt subject to further work from Selby District Council and following the demonstration of exceptional circumstances [to be undertaken prior to Preferred Options Draft of PLAN Selby following comments received during the PLAN Selby Summer 2015 engagement]. The three-stage methodology seeks to identify land which is considered suitable for a ‘Potential Area for Green Belt release’ based on the extent to which the Green Belt fulfils the five purposes of the Green Belt and the proposed strength of the Resultant Green Belt Boundary. ‘Potential Areas for Green Belt Release’ will then be assessed against other non-Green Belt sites within future Selby DC site allocations assessments. Any proposed release of Green Belt land must demonstrate that ‘Exceptional Circumstances’ exist. The proposed Methodology for the Green Belt Study is included in Section 5, whilst the Stage 1 elements of this study are included in Section 6. Start point for the Review: Context and Background Documents Review Review the National and Local Policy Context and background evidence base documents to determine the parameters for the Study. Define a Start Point for the Review based on the background evidence base documents and guidance. Define General Areas for Assessment. Stage 1 Strategic Green Belt Assessment Define the Local Interpretation of the Green Belt Purposes and agree these with Selby District Council and Review Panel Members. Undertake an objective assessment of General Areas against the Local Interpretation of the Green Belt Purposes. Stage 2 and Stage 3 will be completed prior to the Publication Draft of PLAN Selby in early 2016. Stage 2 Detailed Site Evaluation Define the mechanism by which areas progress to Stage 2, based on the consultation responses received at the PLAN Selby Summer 2015 Engagement. Assess which of the weakest performing Green Belt Areas could achieve the most sustainable patterns of development. For the purposes of the PLAN Selby Stakeholder Engagement: Summer 2015, it is proposed that the most sustainable patterns of development comprise Green Belt land which is contiguous with or in close proximity to a Local Service Centre, Designated Service Village or ‘inset’ Secondary Villages as defined within the Selby District Council adopted Core Strategy (2013) followed by an assessment of accessibility.

Continue along the lane passing cottages on your left and then Becca Bank Villas. 200 yards further on, turn left into a wood along a ‘permissive footpath’. Carry along this distinctive path as it winds its way through the wood eventually arriving below Becca Bank Crag on your right. See NOTE 2 Continue following the path, through the wood to eventually emerge on to the lane that you left a while back. At this point, turn left continuing to walk along the road for about ½ a mile where Becca Hall eventually comes into view. See NOTE3. Before you reach the hall, turn left at a post which says ‘no public right of way’ and within 100 yards on reaching a footpath sign by a wood, turn left through a gate to follow the sign to Parlington. We have structured our responses as follows: 1) Feedback on the consultation process and timing. 2) Relevant local context – a summary of key issues pertaining to Escrick Parish. 3) Comments on specific sites in / around Escrick Parish. 4) Responses to selected questions from the consultation. 1. Consultation process and timing We wish to raise concerns with the consultation process and timescales. The consultation period has fallen during a period of national lock-down where public meetings are not possible, and many of the normal activities that would stimulate interest through ‘word of mouth’ are suspended. We found that awareness of the consultation was low. Even where there was awareness of consultation, the understanding of the topics it dealt with and potential impacts of its conclusions were not well understood. We were told by SDC that every household would receive a letter advising of the consultation, but at the time of writing we are only aware of one Escrick resident receiving one, which was not received until early March and had no clear deadline on it. Having checked with Stillingfleet residents, they report the same. Other publicity has focused around online and other media, which will clearly have a demographic bias in their audience. By the time many residents found out about the consultation, the two public online events had already passed. Many residents reported difficulty navigating the consultation portal.

No Test of soundness addressed: Positively prepared Effective Justified Consistent with NPPF Changes required to make sound: The development is much too big for the current environment and not in keeping with the controlled expansion of villages and towns. This is not a village, but a new town! The site should be considered as an area of natural beauty and developed as a country park widening the usuage for the whole city of leeds. Issues Issue: Other - Local Character Local Character of the two small villages of Aberford and Barwick in Elmet with their unique identities and traditions are in danger of being destroyed by being amalgamated into one giant development in the future. Issue: Site boundary The site boundary encompasses most of the Parlington Civil Parish. It is massively too big dwarfing the two local villages or Aberford and Barwick In Elmet. The result of which may lead to one large conurbation in the future. Issue: Highways and transport the highway infrastructure in the area is totally inadequate to accommodate an additional 5,000 or more cars (or even 10,000 cars) and their average daily vehicle movements (25,000). The existing traffic volumes from Barwick, Aberford and the neighbouring villages already swamp the narrow and weight- limited bridges. The low and narrow rail bridge at Barwick Road, Garforth and the inadequate Town End junction in Garforth, where accidents and congestions occur frequently.

S Holloway1, N S Jones1, D P Creedy2 and K Garner2 1British Geological Survey, Keyworth, Nottingham, NG12 5GG 2Wardell Armstrong, Lancaster Building High Street, Newcastle-under-Lyme, Staffordshire SP1 1PQ ABSTRACT Coal mining in the Yorkshire-Nottinghamshire Coalfield has been one of the region's most important industries over the last 150 years. The number of working mines peaked at over 400 in the late 19th and early part of the 20th Century. However, many have closed over the last few years and now there are only 10 large working mines still open. Three of these, Ricall/Whitemoor, Stillingfleet and Wistow, in the Selby complex, are due to close in April 2004. Although there are significant untouched coal resources east of the current deep mines, the prospects for opening new mines in the Yorkshire-Nottinghamshire coalfield appear very poor. Consequently, there has been a revival of interest in the potential for releasing some of the energy value of the remaining coal resources via alternative technologies such as coalbed methane production and underground coal gasification. Methane is already being drained from the few remaining deep mines and, in some cases, utilised as fuel for boilers or for electricity generation. The production of methane from abandoned mines is also taking place, but recent low electricity and gas prices have adversely affected its economics. There has not been any exploratory drilling for coalbed methane in the Yorkshire-Nottinghamshire coalfield, perhaps because the average seam methane content is somewhat lower than in some of the major coalfields on the west side of the country.
