WHEREAS the Township of Johnson received a Section 357 application from the owner for Roll # 5716-0000-06140-00 for the tax years 2017, 2018 and 2019 due to the unknown date of the demolition on the property

WHEREAS the Municipal Act, Section 357(1) states that Upon application to the treasurer of a local municipality made in accordance with this section, the local municipality may cancel, reduce or refund all or part of taxes levied on land in the year in respect of which the application is made if, d) during the year or during the preceding year after the return of the assessment roll, a building on the land

WHEREAS the time limit has expired for applications regarding the years 2017 and 2018

THEREFORE BE IT RESOLVED THAT the Council of the Township of Johnson approve of the Section 357 application for Roll #5716-0000-06140-00 for the tax year 2019 only.

10.2 Approve Council 2020 Project List (Resolution) (February COW)

WHEREAS the lack of a planning process is not conducive to good governance or providing effective and efficient services to ratepayers

WHEREAS the Council of the Township of Johnson has directed staff to start working on a Strategic Business Plan for the years 2020 to 2024

WHEREAS Council has discussed initial projects that are to be included in the Strategic Business Plan for 2020

WHEREAS the Sault PUC is contracted to manage the Desbarats drinking water system WHEREAS the Sault PUC reported to Committee of the Whole on both the annual Drinking Water & Summary Reports, including the DWQMS.

THEREFORE BE IT RESOLVED THAT the Council of the Township of Johnson does hereby accept the annual Drinking Water & Summary Reports, including the DWQMS Report to Owner, from the Sault PUC

6. Budget – 2020

Report from Finance Committee Chair

Finance Committee elected Chair, Chris Patrie provided a report from the previous week’s Finance meeting at which the committee passed a resolution to support the budget for 2020.

CAO Report – 2020 Budget Overview ADSAB 2020 Budget Package

The CAO provided an overview and answered questions regarding the budget package provided to Board members.

ADSAB Apportionment 2020 (Draft)

The CAO answered questions with regard to the apportionment.

By Resolution the Board accepted the CAO Report – 2020 Budget Overview as presented.

By Resolution the Board approved the 2020 Budget as presented with a Gross Expenditure of $41,922,987 and a Municipal Share of $11,798,698.

7. Other Business

7.1 Children’s Services – Update

The Ministry has confirmed a reduction to the budget.

Echo Bay Early Learning will open Monday, March 2, 2020 and Phase 2 planning has begun.

The Child Care Tax Credit announcement is out. The Ministry will launch a campaign to raise awareness.

Questions from the Board were answered by the Manager of Children’s’ Services and Early Learning.

7.2 Housing Services – Update

The Director of Housing Services informed the Board the guidelines for Ontario Housing Benefit (COHB) have been received. A summary and information package will be created and available in April, 2020. This Federal/Provincial government funding will be available to those with low income who meet the requirements. ADSAB’s role will be to support the application process and determine eligibility based on set criteria. Applicants will be required to find their own accommodations and consent to being removed from ADSAB’s housing waitlist.

The Director provided an update on the new build at Richards Landing. Twelve tenants have been approved and accepted units for April 1, 2020. Twenty-three remain on the waitlist.

Spanish tenants were sent an information letter February 7, 2020 confirming their tenancy status. Five units are now vacant.

Questions were answered by the Director and the CAO.

7.3 Social Assistance (Ontario Works) – Update

MCCSS – Memo – Employment Services Transformation: Announcement of Service System Managers

MLTSD – Memo – Employment Services Transformation Announcement

The Manager of Client Services updated the Board on the first three system managers selected for the prototype employment services model. The balance of the province will move to the new system over the next several years. There are no changes for the North at this time.

Questions from the Board were answered by the Manager.

7.4 Paramedic Services – Update

The Chief of Paramedic Services informed the Board that Peer Support training is complete, and ADSAB expects to see some positive benefits.

CARRIED 2020/04 – On motion by Anne Cranston, and seconded by Paton Lodge- Lindsay, it was resolved that the Board approves the purchase of Nintendo Switch in the amount of $451.95. CARRIED

2020/12- On motion by Anne Cranston and seconded by Beth West, it was resolved that the BMPA Board approves the agenda of Monday April 20th, 2020.

TELECONFERENCE- Motions passed 2020/10- On motion by Beth West and seconded by Anne Cranston, it was resolved by the board approves the library CEO to remain working up to 24 hrs/ week on site and that the part time staff remain home for the next 2 pay periods with pay. Status of staffing will be re- evaluated within 3 weeks or as Covid 19 restrictions change. CARRIED 2020/11- On motion by Beth West and seconded by Paton Lodge- Lindsay, it was resolved that the Board approves the temporary lay-off of all part-time staff effective start of next pay period and CEO effective May 3rd, 2020. 2020/19 - On motion by Beth West and seconded by Paton Lodge Lindsay, it was resolved that the Board rescinds Resolution 2020/11 dated April 17th, 2020.

CARRIED 2020/20 – On motion by Paton Lodge Lindsay and seconded by Anne Cranston, it was resolved that the Board approves the temporary lay-off of part-time staff effective April 19th, 2020 due to the covid- 19 crisis and regulated library closure.

CARRIED 2020/21 – On motion by Beth West and seconded by Paton Lodge Lindsay, it was resolved that the Board approves the reduction in CEO hours to a maximum of 10 hours per week due to covid- 19 crisis and regulated library closure. Hours of work required to be monitored and adjusted by Board as needed. CARRIED

ii. Financial Statements E. Pearce presented an overview of the unaudited financial statements. Discussion regarding the unused portion of funding for dental services and M. Spruyt provided a status update on the Seniors Dental program and the effect on the budget. As the program is developed further the utilization of services should increase. The population able to access the program is approximately 2200 people in Algoma that meet the under $19,000 income threshold. L.Zeppa provided information on the next phase of the program to reach clients in long-term care.

RESOLUTION Moved: E. Pearce 2020-16 Seconded: H. O'Brien THAT the Board of Health approves the unaudited Financial Statements for the period ending December 31, 2019 as presented. CARRIED

iii. 2020 Insurance Coverage E. Pearce provided an overview of the changes, notably the cost of the insurance and reason for increase in cost. M. Spruyt addressed the question about grouping the policy with another agency noting that the cost to the insurance would not be decreased by this action.

Letter to the Minister of Health, Canada from the KFL&A (Kingston, Frontenac and Lennox & Addington) Board of Health regarding Monitoring of food insecurity and food affordability dated January 28, 2020.

Letter to the Minister of Transportation and the Minister of Health from Peterborough Public Health regarding Off Road Vehicles (ORV) and Bills 107 and 132 dated January 29, 2020. • A request was made to determine if APH has relevant data to share with the city as they are considering allowing snowmobiles within city limits including on the hub trail. Staff are directed to bring forward data that could inform municipalities on health effects and safety of the population in relation to Off Road Vehicles use on trails.

g. Letter to the Ministers of Health from Public Health Sudbury & Districts, regarding a resolution supporting a universal publicly funded healthy school food program dated January 31, 2020.

Abdel Al-Sharif presented The Strategic plan by teleconference with an overview of the work to date. Discussion followed about implementation considerations and process moving forward once a strategic plan is approved. J.Loo explained the work of advancing Public Health and evaluation of the eventual results. The Board of Health directed staff to continue with implementation of the Strategic Plan.

Dear Heads of Council / Clerks and CAOs: Nothing is more important than protecting the health and well-being of all Ontarians. Since first learning of COVID-19, Ontario has taken decisive action to stop the spread of the virus.

Our government knows that an increasing number of municipalities are responding to the COVID-19 outbreak by diverting resources to essential services, instructing non- essential staff to work from home and suspending in-person meetings. We appreciate that the current situation is not “business as usual,” and that meeting statutory timelines associated with decisions on planning applications can be difficult, if not impossible.

In response to requests from municipalities and the Association of Municipalities of Ontario, our government intends to introduce legislation in the coming weeks to allow for the suspension of specified timelines associated with land use planning matters that could be applied retroactively to the date that an emergency was declared. If passed, these changes would provide authority for the Minister of Municipal Affairs and Housing to give municipalities time to focus on the COVID-19 outbreak.

If approved, municipalities and planning boards would still be able to make decisions on land use planning matters during this time if they so desired and can consider using electronic and virtual channels as appropriate to engage and solicit feedback from the public on land use planning matters. It is vital for the economy that we move the administrative process along to the best of our collective ability in order to continue the important job of creating housing and keeping infrastructure projects moving.

Municipalities that instead wish to pause their consideration of planning applications and direct their resources and attention to more immediate priorities would be permitted to do so without the threat of appeal.

We know that such a change could have a significant effect on your municipality’s land use planning matters, but it is necessary to ensure we can all offer our full support to help our health care sector to stop the spread of COVID-19.

Our government also supports growth paying for growth and ensuring municipalities have the tools to ensure complete communities are built. Therefore, we will also be proposing amendments to the Development Charges Act to ensure these important principles would continue during the COVID-19 outbreak.

If passed, our proposed changes would allow municipalities to continue to use their existing development charge bylaw during the COVID-19 outbreak and for a short period thereafter. We know that if a municipality’s development charge bylaw is scheduled to expire in the coming months it would be difficult to replace given the current situation. We are taking this measure to ensure municipalities can continue to count on this vital source of revenue for local infrastructure and services.

We have also extended the current Environmental Registry of Ontario posting related to community benefits charges until April 20, 2020. The extension of the Environmental Registry of Ontario posting along with the proposed development charge changes will allow municipalities more time to consider the alignment of future development charge bylaws with the new community benefits tool to support local growth.

Let me assure you that our government is working to support you, our municipal partners, and will continue to work collaboratively to keep all Ontarians safe.

Dear Mayor Mersereau:

Ontario’s healthcare services have been rationed and downsized for decades and now often fail to meet the health needs of seniors and the public in general. The most recent announced health cuts and mergers will exacerbate the situation and lead to more suffering on the part of those who are aging and those who suffer chronic illness, those who have paid all their lives in their taxes for a public health care system. Across Ontario, municipal governments have passed resolutions to inform the Ontario government that cutting health care services in Ontario is not acceptable. One such motion was passed by the Prince Township Council at its meeting of 2019 12 10 and is posted on: https://www.princetownship.ca/uploads/3/9/8/6/39869797/official_minutes_dec_10_2019.pdf The Sault Ste. Marie and Algoma District Seniors’ Health Advisory Committee (SHAC), in its role as advocate for local seniors, urges the Council of the Township of Johnson to pass a similar resolution.

Please consider and pass the following resolution in the hope that it will influence the provincial government as it seeks feedback regarding its health care proposals.

WHEREAS public health care consistently ranks as the top priority in public opinion polls, and; WHEREAS Public Health provides vital health promotion and prevention services based on the unique demographic and economic, social, and cultural needs of our communities, and; WHEREAS the evidence from hospital amalgamation in Ontario and across Canada is that they have cost billions of dollars and have not yielded the promised administrative savings but have taken money away from frontline care, and; WHEREAS there is no evidence to support the proposed closure of 25 out of 35 local Public Health Units, the closure of 12 of 22 local ambulance dispatch centres, and the closure of 49 out of 59 local ambulance services, and; WHEREAS there is a deep consensus among virtually all stakeholders that increasing acuity in our long- term care homes requires additional staff and resources, not cancellation of the two special funds and real dollar cuts to per diem funding of our long-term care homes, and;

WHEREAS our local hospitals have been downsized for an entire generation and cannot meet population needs while sustaining real dollar cuts to hospital global budgets, and; WHEREAS we recognize that the provincial government has named a facilitator to conduct consultations on the proposed closures and mergers of local Public Health Units, local ambulance dispatch centres, and local ambulance services. THEREFORE, BE IT RESOLVED: The municipality of Johnson Township calls upon the Ontario government to halt the closures of, mergers of, and cuts to our local health care services including Public Health Units, land ambulance services, hospitals and long-term care homes. Earlier this month billing partners received the Q2 levy invoice for services to be rendered for the period April – June, due May 1st. Since that time, we have consulted with municipalities and our Board about extended payment terms during the COVID-19 pandemic.

We are mindful that tax deferrals are an important part of the support that governments of all levels are providing to citizens and businesses. We are following the lead of the provincial government to do our part for the municipal community.

To support these efforts, we have secured temporary financing that allows MPAC to offer a one-time deferred payment option until July 1 without interest or penalties for municipalities that require this flexibility.

For those of you who can pay on time or have already remitted your invoice - Thank You!

To ensure we are fair and transparent, for municipalities that have remitted payment already, you will be provided the same one-time deferral option if needed for the Q3 invoice. For example, instead of a due date of August 1st, the due date will be extended to October 1st.

Please be advised that in accordance with the Association’s governing by-law, the Secretary-Treasurer is requesting nominations to the 2020 – 2022 AMO Board of Directors.

Attached please find: • A summary of the offices for which elections will be held at the 2020 Annual Meeting; • An estimate of the annual time commitment required to serve on the AMO Board of Directors and for those who will then serve on the AMO Executive Committee; and • Nomination Form

Candidates reflecting Ontario’s diversity are encouraged to seek election to the AMO Board. The names of all qualified individuals who are duly nominated will appear on the ballot for election to the Board. From the AMO By-Law No. 2 Part 3, qualifications are:

3.3 Qualifications of Directors. a) Every Director shall: • be an individual of eighteen (18) or more years of age; • be an elected official of a Member Municipality or an employee of a Member Municipality of the Corporation; • not be an undischarged bankrupt; and • not be declared incapable.

b) The position of Secretary-Treasurer is to be filled by an employee of a Member Municipality and also meet the qualifications of 3.3 a).

Qualified Nominees must obtain a Council resolution of support which must also specify the Caucus or position for which the individual is being nominated. In order to provide the broadest representation possible, AMO By-law No. 2 stipulates that a member municipality can only have one representative on the Board unless another representative is on the Board as an appointed official from a municipal group. See Section 3.4(e)*

A completed Nomination Form and supporting material must be received no later than 12:00 noon on Monday, June 22, 2020. Nominations will not be accepted beyond that date. AMO’s Chief Returning Officer, Peter Fay, will certify the nomination. A Nominations Report will be issued no later than Friday, July 24, 2020.

The following is an estimate of time individuals can normally expect to devote for service on the AMO Board of Directors and Executive Committee (i.e. Chair of each Caucus).

Executive Meetings: 10 days

Memorandum of Understanding Meetings: 8 days (Executive Committee only)

Board Meetings: 6 days

AMO Conference: 3 days

Other Commitments: up to 6 days, depending on interest (task forces, other meetings)

Board Meetings:

Board meetings are normally held on the fourth Friday in September, November, January, March and June and on the Saturday and Sunday in advance of the AMO Annual Conference in August. The June meeting is normally held in the President’s or Secretary-Treasurer’s home municipality. In addition to the Board meetings, Board members may also serve on AMO Task Forces.

Executive Meetings:

Executive meetings are held on the Thursday before a scheduled Board meeting and on the fourth Thursday of the month when there is no Board meeting. Memorandum of Understanding (MOU) meetings are specifically scheduled annually in concert with the Ministry of Municipal Affairs and Housing.

AMO Board/Executive/Volunteer Expense Reimbursement Policy

This policy applies to members of the Executive and Board as it relates to Executive Committee meetings (including MOU meetings) and Board of Directors meetings.

Travel Expense:

AMO will reimburse travel expenses in excess of $300.00 per meeting for AMO Board of Directors, AMO Executive Committee meetings, and MOU meetings, which are generally held in the City of Toronto or the President or Secretary-Treasurer’s municipality. Travel expenses refer to airfare, train fare, car mileage, public transit, and parking costs, and shall not apply to AMO Board of Directors/Executive meetings that are held prior to or following the AMO Annual Conference or Symposiums. Members are expected to make the most efficient and cost-effective travel arrangements.

Mileage Rates:

Automobile travel allowance rates are ▪ $0.59 for the first 5,000 kilometers, and ▪ $0.53 for each additional kilometer.

AMO’s mileage rate is based on Revenue Canada’s current “Automobile Deduction Limits and Expense Benefit Rates for Business” and is adjusted annually to reflect any changes.

Accommodation/Meals:

There is no provision for the reimbursement of accommodation and meals.

Northern Ontario Exception:

Northern Ontario Executive Committee and Board members are expected to take advantage of airfare savings and make the most efficient and cost-effective travel arrangements. As some Northern Ontario board/executive members have connecting flights making it impossible to complete their travel without incurring accommodation and meal expenses, AMO will reimburse a maximum of three days accommodation and meal expenses.

Elections will be held for the 2020 -2022 AMO Board of Directors consistent with the AMO By-law No. 2. Positions include:

• President (must be a municipal elected official).

• Secretary-Treasurer (must be a municipal staff official).

• 6 County Caucus Directors. To be Elected: Three elected officials and one municipal employee to be elected by caucus constituency at the conference. Appointed Officials: Chairs of the Eastern and Western Ontario Wardens Caucuses.

• 7 Large Urban Caucus Directors. To be Elected: Five elected officials and one municipal employee to be elected by caucus constituency at the conference. Appointed Official: Chair of the Large Urban Mayors’ Caucus of Ontario.

• 6 Northern Caucus Directors. To be Elected: Four elected officials to be elected by caucus constituency at the conference: two from the Northeast and two from the Northwest. Appointed Officials: Chairs of the Federation of Northern Ontario Municipalities and the Northern Ontario Municipal Association.

• 7 Regional and Single Tier Caucus Directors. To be Elected: Six elected officials to be elected by caucus constituency at the conference. Appointed Official: Chair of the Mayors and Regional Chairs of Ontario’s Single Tier Cities and Regions.

• 6 Rural Caucus Directors. To be Elected: Four elected officials and one municipal employee to be elected by caucus constituency at the conference. Appointed Official: Chair of the Rural Ontario Municipal Association.

• 6 Small Urban Caucus Directors. To be Elected: Four elected officials and one municipal employee to be elected by caucus constituency at the conference. Appointed Official: Chair of Ontario Small Urban Municipalities.

Each of the above elected caucus members shall serve a two-year term.

Note: in the event the conference is held virtually, conference delegates will vote through electronic means.

BY-LAW NO. 2020-971 Confirm Proceedings – May 20, 2020

BEING a By-Law to confirm proceedings of the Regular Meeting of Council on May 20, 2020

WHEREAS Section 5(3) of the Municipal Act, 2001, S.O. 2001, Chapter 24, as amended, requires a municipal Council to exercise its powers by By-law, except where otherwise required;

AND WHEREAS Council or a Committee of Council often authorizes action to be taken which does not lend itself to an individual By-law;

AND WHEREAS the Council of the Township of Johnson deems it desirable to confirm the proceedings of Council at its meeting hereinafter set out.

THEREFORE BE IT RESOLVED that the Corporation of the Township of Johnson enacts as follows:

1. Ratification and Confirmation That the action of this Council at its meetings set out below with respect to each motion, resolution and other action passed and taken by this Council at its meetings (except where prior approval of the Ontario Municipal Board is required), is hereby adopted, ratified and confirmed as if such proceedings and actions were expressly adopted and confirmed by By-law:
