Marion O'Neill, Senior Executive Officer, Orla Kelly, Administrative Officer and Ruairi Boland, senior Executive Engineer, Environment & climate change Section were in attendance via zoom forthis item. A report on Environment & Climate activities was circulated to the Members with the Agenda in advance of the Meeting. The report outlined the following:-

The Members raised the following issues:-

o Further information relating to detailed costs and timeframe are required in relation to the making safe of the former landfill site at Leugh, Thurles. . Additional signage and bag stations are required to address the issue of dog fouling in both the Loughtagalla Park and the Town Park in Thurles. . The bottle banks at Parnell Street Carpark are regularly overflowing and are not being emptied on time resulting in bottles being left on the ground. Would it be possible to install a bottle bank in the Munster hotel car park to take the pressure from the Parnell Street site? . Are there plans afoot to remove the Calvary monument at St. Patrick's Cemetery, Thurles? . Issue with large headstones in Cemetery taking up too much space. o The issue of dumping rubbish on roads and ditches needs to be addressed. r What is the current status in relation to Cemetery' . Is the water quality of the adequate and is the water quality being monitored? o Littering is an ongoing issue at the following locations; Clover Lane, Two-Mile Borris; at the end of the bog in Littleton; in the ghost estate in behind Tara Drive and on the Loughtagalla Road past Thurles Rugby Club and out towards Cassestown. . The wall in Ballymoreen Cemetery needs to be addressed as it is in a poor state of repair following a tip by an articulated truck a few years 490. r The issue of fly tipping appears to be particularly bad this year and needs to be addressed, . There needs to be a way to make structures in graveyards, such as old ruins, safe whilst maintaining the integrity of the ruins themselves such as in Boulick and Ballycahill cemeteries. r Further CCTV is needed to tackle the issue of dumping in the district. . What is the update in relation to the water quality of the River Brosna? o Do the Council intend to install Belly Bins in locations within the district? o What is the update in relation to byelaws for cemeteries and in particular the procedure for the licencing of headstones? . What are the plans for the remainder of the Civic Site in adjoining the swimming pool?

Marion and Ruairi replied to queries raised as follows:

a An anti-dumping initiative was launched in 2021to identify blackspots and to work with communities and to rehabilitate them, The initiative is 100o/o funded. a Blackspot dumping areas need to be made known to the Council in order that the issue can be tackled, O The council has rented Belly Bins under the Anti-Dumping Initiative, however an area must be assessed and deemed suitable before a Belly Bin can be installed. a There is a dedicated team working on the landfill at Leugh. Tier 2 assessment is complete and work on Tier 3, which determines the design of the initiative is underway. The project is 1000/o funded and it is anticipated that it will be 24 to 36 months before it is complete due to the nature of pre-works required. a 100 green vests were given out in Thurles recently to highlight dog fouling. The Environment and Climate Action Section will look at areas and work with the MD. Signage in estates and parks will be provided where necessary. a There are stickers on all council Bottle Banks detailing the contact details for both the Contractor and the Council that they may be alerted if the banks are full, The Environment and Climate Action Section will check the bins in Parnell Street to ensure that the signage is in place, a The issue of roadside litter tends to occur approximately 2km out of towns and the section are trying to deal with it, a Sampling of the water in the River Suir is done regularly and a report submitted to the EPA who will prepare a report at the end of the year. a The highlighted dumping blackspot areas will be examined by the section. However, there may be a GDPR issue in relation to the provision of CCTV in these areas. a The Environment and climate Action section have a Roadside Litter Campaign to try and tackle fly tipping, however it is very difficult to prosecute in this case as there is generally no evidence as to who is responsible. a The Council have mobile CCTV that is moved around from various different locations. It is not advisable to keep the ccrV in the same area all the time as people become aware of its presence and dump elsewhere. a A Technical Report has been prepared in relation the water quality at the River Brosna. The offender has been asked to address the issue which is currently underway at the present. a The Calvary Monument at St. Patrick's Cemetery, Thurles has been surveyed and options are currently being considered in an attempt to address the issue of damage to cars, in particular to hearses, trying to navigate the narrow roadway. Any proposals will be discussed with the MD before any action is taken. a There is no funding available or no capacity within the existing funding to address the various ruins in cemeteries throughout the district. Nevertheless, Ballymoreen, Boulick and Ballycahill cemeteries will all be considered as part of the annual grant funding from the Office of National Monuments, however the grant funding itself will not be sufficient to address the issue. a Environment and Climate Action Section are currently working on developing a coherent set of Cemetery Bye-Laws and oversized Iharr{ctnnac tvvvJLvr rvJ urillYr ha nnneidararl Tn fha inferirn fha Sprtinn hac rruritfen to the headstone sculptors requesting their health and safety documentation. a Environment and Climate Action Section are currently finalising plans in relation to the development of the Civic Amenity Site at Roscrea Swimming Pool. a The wall at Ballymoreen Cemetery will be examined.

The Members raised the following queries:-

a Are there any moves afoot to try to partner with the GAA in Thurles for developing a GAA Museum? a Could an application be made to the Department to try and obtain Heritage Status for the town of Thurles as it would be very beneficial in opening up another funding avenue when trying to draw down funding.

Marie replied to the queries raised as follows:-

a Discussions did take place with the GAA a number of years ago but the idea did not progress any further at the time. There is currently no funding available to undertake such a project and staffing and funding would present as major obstacles in its development. a The issue regarding Thurles as a Heritage Town will be discussed with the Heritage Officer.

5 Drainage committee Meetinos - The Black, cromogue, clodiagh, Farnevbridge/Ballinahow and Roscrea/Temolemore Drainage Committees

The District Administrator informed the Members that the MD have written to the Drainage Committees regarding their proposals. To date a reply from only one Committee has been received. As soon as all proposals are received the MD will arrange a meeting to examine the plans of each Committee.

The Members raised the following queries

a Following the disbanding of the Joint Drainage committees and in particular the joint committee between Tipperary and Laoise county councils on the River Nore, have the MD applied to the opw in relation to the River Nore which needs attention.

The District Engineer stated that a reply did issue from the OpW previously. He will seek clarification in relation to the issue and revert back to the Members.

It was agreed that the Item of Drainage Committees would be included on the May Agenda in order to advance the matter. a There is no budget available to appoint a caretaker to look after Templemore cemetery. Thurles MD staff will monitor the cemetery from time to time throughout the year. a There is no additional funding presently available to the committee of St. Mary's Cemetery, A meeting has been arranged with the Heritage Officer to examine the issue.

8 District Enqineer's Reoort

The District Engineer outlined to the Members the current status of the Roads programme, The Roads Programme started early in order to secure contractors from early on with the Southern part of the district commencing on 8th March and the Northern part of the district commencing on 6th April.

The Members complimented the Engineering staff on the Roads Programme and raised the following queries:

a Could improvement works be considered under a Low Cost Safety Scheme at the Cross of Drombane where a bus has to do a 3-point turn, a Given that safety should always trump policy decision, the policy regarding the non-provision of public lighting in 60km zones should be flexible in order to address lighting issues in specific areas such as Abbey Road, Thurles on the road out to Dew Valley Meats. The District Engineer replied to queries raised as follows:-

The A/District Director outlined to the Members a new approach to Managing Projects for the District with the establishment of a new Project Team consisting of senior MD staff with input from Planning and other sections. The team will meet every fortnight. The Project Pipeline for the District is an ambitious plan which identifies 90 key projects for delivery within the next 3 years with some currently being developed, some at delivery stage and others at concept stage.

It is proposed to hold a number of Project Status Workshops for the Members during the year and will rely on feedback from the Members. 'Match funding'will be required by the District and therefore Seed Money is vital as well as support from business and the community.

a Has the design been finalised for the safety works for Bowe'S Corner and what is the timescale for the works? What is the long-term plan in relation to Parnell Street Carpark and do the MD intend to undertake much needed resurfacing works? a Can a project be considered that would deal with the lack of parking at the new walkway at Curaheen? a Can the notion of a Digital Hub for Thurles be developed? There are several vacant buildings in Liberty Square that could be utilised for this purpose. a Are there any plans for the upgrade of Friar Street, Thurles to tie it in to the refurbished Liberty Square? a There is potential for a plan to link Holycross Abbey to Monahincha Abbey. a Can a plan be considered to reinstate the lighting on the Devil's Bit which has not worked for two years.

Replies to qucries raised were as follows:-

. There is currently no date set for the resurfacing works at Parnell Street carpark. The long term plan for the Carpark is to include it as part of the regeneration plan for the Castle Street Quarter which is currently in Development Stage, . While there are no current discussions with Bord na Mona the MD do intend to work with them in relation to Phase 2 of the Littleton Labyrinth and in accordance with the Bord na Mona'Brown to Green' Strategy. r The preferred option for the works at Bowes Corner has been chosen and the consultants have been appointed, r The District Engineer will enter discussions with Coillte regarding the lighting on the Devil's Bit. r The Holycross Tourism will be added onto the Project Pipeline. . There is a master plan in place in terms of the regeneration of both Friar Street and Parnell Street. . It is anticipated that funding in relation to the establishment of Digital Hubs will be made available in the future. . Councillor Peter Ryan announced that he will be hosting an on-line public meeting on LL/05/2O2L in relation to regeneration and development and he will have a number of guest speakers at the event. Councillor Ryan extended an invitation to all Councillors and to the District Engineer and his staff.
