The Lubicon Lake Band of the Little Buffalo Lake Area of , Canada has been engaged in negotiations and efforts to settle their land claim by aboriginal right since 1939 when the fist Federal Government party visited their area. These materials document their efforts from 1981 through 1988. During these years, their elected chief, Bernard Ominayak, and Lubicon Lake supporters have pursued a settlement to these claims with increased urgency, beginning when the Provincial Government began to explore the traditional lands of the Lubicon Lake Band for development. The development predominantly involved oil companies' construction of roads, seismic lines, wells, and pipelines in the area with the approval of the Provincial Government. This initial development had lasting and devastating effects on the economy and social culture of the Lubicon Lake Band

The development increased the intrusion into the Lubicon Lake Band's aboriginal land. Construction in the area caused wildlife to leave, limiting and ultimately eliminating the hunting and trapping economy and way of life of the Band. Similarly, pollution cause by the pipelines threatened water supplies.

As early as 1981, the Provincial Government declared the Lubicon Lake community a Provincial hamlet. This allowed for the division of the land into separate plots owned by individuals within the community who would pay land taxes to the Provincial Government. If agreed to by the Lubicon Lake Band community members, the acceptance of these plots would also mean legally the acceptance of status as Provincial citizens and a revocation or denunciation to their aboriginal land rights. This fact was argued continually by the Band ChidBernard Ominayak, and began the first legal suits by the Lubicon Lake Band against the Provincial Government. At this time the responsibility of the Canadian Government to the Lubicon Lake Band over those of the Provincial Government was also highlighted.

The struggle of the Lubicon Lake Band for recognition as an autonomous Band, separate fom others named in Treaty within Northern Alberta, and subsequently to secure their land rights were brought to international attention with its decision to boycott the Calgary Winter Olympics in 1988. As early as 1986, efforts were made to gather support for the boycott. The boycott specifically attacked the scheduled cultural art exhibit for the Games. Sponsored by the Glenbow Museum and entitled "The Spirit Sings", the exhibit was intended to highlight the aboriginal cultural heritage of Alberta and Canada. The boycott's impetus was the finding sources for this museum and the exhibit. The funding sources were the same companies that were carrying out the destruclive construction in the Lubicon Lake Band's land area.

During this boycott, news coverage, letters, and press releases increasingly spoke to the pressing issues of the Lubicon Lake Band as the public became informed of its situation Unfortunately, also during this time, the loss of economic stability at Little Buffalo Lake causedboth health and social problems. Incidences of drug use, and alcohol abuse increased. The problem was most prevalent wilh the adolescents of the Lubicon Lake community, and resulted in the accidental deaths of some. These deaths, along with those of elders and children alike due to a tuberculosis breakout in the area caused the community to further weaken.

Some members of the Lubicon Lake Band and its chief toured Europe to garner stronger international support when negotiations with the Canadian Government about their land rights came to a standstill. The Canadian Government did not accept the Band's proposals, and the Band lost conlidence in the honesty and integrity of the governmental negotiators over the course of the 1980s.

The Lubicon Lake Band, and Chief Bernard Ominayak are still trying to secure the Band's land rights. The latest efforts being the A boycott of Daishowa Company producls, a Japanese paper mill given the right to harvest trees on Lubicon land, is the latest effort of the Band The papers collected include letters, articles, press statements, Government reports, radio and TV program transcripts, memos, and commentary by scholars on the history of the efforts of the Lubicon Lake Cree Indian Band from 1981 to 1988.

For accessibility, the papers are arranged by year and type. Three major types of documents were identified: Letters, Articles, and Other. Each type was listed chronologically within each year. The major identifjmg parts were calendared for each document.

The text of the document, whenever possible, was the source for its description. Some items had attachments. In these cases, the attachments were kept with the main document and listed at the end of the main description. In the instances of Letters and Other documents, the main topic was noted when possible.

The number of pages is the total number of text pages, including attachments. Text printed on the backside of a page was considered a separate page and counted as such. When this occurred in a document it was noted through the comment (Double-Sided) on the number of pages line.

In a few cases, items in the collection had a common theme. These documents were grouped topically, rather than chronologically. These Grouped Items were calendared at the end of the finding aid with the following descriptive elements:
