VISION

The Federation of Nepalese Chambers of Commerce and Industry (FNCCI), organization of business and industrial community of Nepal, is always endeavoring to promote the country’s economic development through private sector led economic growth. FNCCI is involved in multifold development activities of the country. Rural community development is one of the priority areas of national economic development. Nepal is a natural resource rich country which has not been capitalized for economic growth. Balanced economic growth is the present need of the country. Creating enterprise in the districts is vital to prevent migration and create opportunities with more jobs for people within their own districts. FNCCI believes that OVOP has brought up the economic opportunities at the local community for community development. Recognizing the importance of OVOP, FNCCI envisaged a balanced economic growth strategy for rural development program through the concept of “One District One Product” (ODOP). Local resources, local skills, local pride and local people’s involvement through the chamber movement, commodity associations and private sector investment are the vital elements of development programs which are the guiding principles of ODOP program. These factors shall be well addressed in the ODOP program in creating more economic opportunities at the local level by promoting local products for commercialization and employment generation. Therefore, 46 different types of products which have more potential for local economic growth and eight products which were already identified by OVOP/Nepal are considered for the ODOP program. Details of the products and districts are elaborated in this booklet. The ODOP will be implemented in all the 75 districts of the country. Finally, I must not forget to thank the Ministry of Agriculture and Cooperatives which has been working together with FNCCI as a government partner of OVOP/Nepal since the last six yea, for their continued support. We seek cooperation in this ODOP program as well.

Bahaskar Raj Rajkarnikar Senior Vice President FNCCI One District One Product (ODOP) Concept The concept of ODOP is entirely incorporated with the principles of “One Village One Product” (OVOP) concept which originated in Oita Prefecture of Japan in 1979. At present, this program has been adopted by different countries all over Asia, Africa and Latin America as a rural community development program. Nepal is one of the countries doing so, having adopted OVOP program since 2006. In Nepal, OVOP is a Public Private Partnership based program in which Federation of Nepalese Chambers of Commerce and Industry (FNCCI) is playing a very important role from the private sector in partnership with Ministry of Agriculture and Cooperatives (MoAC). Currently, there are 17 products developed in 22 districts under the OVOP program. They are as below :

Inspired by the successful result of the OVOP program in Nepal, FNCCI has decided to extend such types of programs in all 75 districts of the country. For this, 48 different types of products having local essence were identified. Most of the commodities selected are agricultural products while others are religious and village tourism products. Apart from production, processing and marketing activities, the ODOP program has also focused on social activities like development of Special Economic Zone and Medical City in the potential districts.

8 Panchthar Cardamom

In a clustered district approach, Panchthar is another district for cardamom development where cardamom has increased income and employment generation of the local community. Cardamom area occupies 1,605 hectares of land with 654 metric tons annual production.

At present, Ilam District produces 16,368 metric tons of tea per annum from 5,262 hectares of land under tea farming.

10 Jhapa Areca Nut (Betel nut)

Th e areca nut is not a true nut but rather, a drupe. It is regulatory provisions as well as further incentives for it commercially available in dried, cured and fresh forms. to do so. 11 Terhathum Ginger

Ginger is one of the agriculture products identifi ed by Nepal In Fiscal Year 2007-08, Nepali farmers produced Trade Integration Strategy (NTIS) 2010 as having export 158,905 tons of ginger worth Rs. 9.2 billion compared to potential. Ginger export from Nepal has been increasing in the global output of 1.3 million tons. Exports amounted to the past six years. From 2004 to 2008, its export increased Rs. 1.3 billion out of which 99 % went to India. Nepal has by 34 % according to NTIS. become the world’s fourth largest producer of ginger after India, China and Indonesia. Product development from ginger is yet to be initiated. Moreover, post-harvest treatment like grading and proper drying are essential in order to fetch premium prices for the S a China n product. 13 Sankhuwasabha Herbs Nepal is a unique land of Non-Timber Forest Products whole forestry sector’s contribution. More than 100 types of (NTFPs). In some rural hilly areas, it contributes up to 50 % plant species are harvested wild and traded in international of total annual family income. NTFPs sub-sector in Nepal markets, mostly India. Nepal exports about 90 % of raw contributes about 5 % of national GDP, almost one third of herbs to India. Amala, Atis, Chiraito, Tejpat, Guchhi Chyau, Jatamasi, Jhyau, Kutki, Pipla, Ritha, Sugandhawal and Timur are the major NTFPs traded with India. Despite all these advantages, the country has not harnessed the full potential of NTFPs for the welfare of its people. Th e major constraint for such a situation is considered to be low importance and lack of investment from the state and private sectors. Recognizing the value of NTFPs of Nepal, FNCCI has decided to promote NTFPs, specially the herbs, through its ODOP program. Consequently, the ODOP program has selected to promote diff erent types of herbs and herbal products on a commercial scale.

Neem (Azadirachta indica) is one of the most valuable evergreen multipurpose tree species. Almost all parts of the tree have several uses. It is regarded as a good fodder tree and also used in production of fuel wood by pruning as well as in local pharmacopoeia. It is a fast growing and sturdy tree which can be grown without irrigation in hot and dry regions with low annual rainfall of 500 mm or less (Ahmed and Kumar et. al, 1995). Th e extensive root system of the Neem tree with its unique physiological capacity helps to extract nutrients from highly leached sandy soil. Neem oil is used against stomach ulcers, worm infections and rheumatism. 23 Dolakha Lokta (Daphne papyracea)

Daphne papyracea is a fl owering shrub that is a Non- Timber Forest Product (NTFP), the inner bark of which is popularly known as Lokta. It grows widely from east to west throughout the high mountain belt of Nepal at altitudes of 2,000 to 3,000 metres. Lokta area covers about one million hectares of forest land in 55 districts of Nepal, of which 25 districts have abundant supply. In Nepal, it is estimated that about 110,000 metric tons of raw material are available, which can produce 15,000 metric tons of handmade paper. Handmade paper and other diff erent items made from Lokta paper have good international market potential. Lokta paper and a few other items are already being exported to the international market. Daphne papyracea is a fl owering shrub that is a non-timber forest species, the inner bark of which is popularly known as Lokta. It grows widely from east to west throughout the high mountain belt of nepal at altitudes of 2,000 to 3,000 metres. Lokta area covers about one million hectares of forest land in 55 districts of nepal, of which 25 districts have abundant supply. In nepal, it is estimated that about 110,000 metric tons of raw material are available, which can produce 15,000 metric tons of handmade paper. Lokta handmade paper and other items made from Lokta paper have good international market potential. Lokta paper and a few other items are already being exported to the international market. Amriso is a grass that is used for making brooms in nepal; that is why it is also called broom grass. It is mostly found in the eastern hilly areas on a commercial scale. In fact, Amriso was previously generally found in waste and sloppy lands and people had not realized its value. now, realizing its demand not only in nepal but also in Bangladesh, India and Pakistan, farmers seem attracted towards its commercial cultivation. 81 Kanchanpur Banana

It is one of the most loved fruits in the world and also very popular in nepal. Banana is a tropical fruit needing heavy irrigation. In nepal, commercial banana plantations can be found in nawalparasi, chitwan, Kailali, Kanchanpur and some other districts. In recent years, nepal has been able to substitute import from India signifi cantly. Banana itself is an economically high return type of crop. Besides, banana fi ber and other banana products can be processed. Major constraints regarding banana production are unavailability of planting materials and pests like banana weevil and mosaic virus. Trade constraints are attributed to multiple- taxation during transport and uncompetitive production cost.There seems ample opportunity to expand this crop on a commercial scale in other districts of nepal. Kanchanpur is also a potential district for banana farming. Therefore, this district has been identifi ed by the ODOP program to promote banana cultivation.
