Non-Technical Summary

Clare County Council, New Road, Ennis, County Clare, operates the water services in Kilkee in the County. Map No 1 shows the general area, which the wastewater treatment plant serves. The overall agglomeration served is shown on Map No 2 in Attachment B1.

The wastewater treatment plant associated with the application, Kilkee Waste Water Treatment Plant, is located in the Townland of Kilkee Lower, County Clare.

The Kilkee Waste Water Treatment Plant comprises of a combined system that flows by gravity to two storage tanks situated in Victoria Park and is pumped from here to a sea outfall at Intrinsic Bay approximately 2km South.

Secondary emergency discharges may also take place from the Wastewater Treatment Plant Ref. SW2 in Kilkee Lower Td, and Ref. SW3 in Kilkee Lower Td.

The existing sewerage collection system dates back to the 1970s with some minor modification in 1990s.

The applicant, Clare County Council, New Road, Ennis, County Clare, intends applying to the Environmental Protection Agency for a wastewater discharge licence under the above named regulation. The wastewater treatment plant associated with the application, Kilkee Waste Water Treatment Plant, is located at Victoria Park, Kilkee, in the Townland of Kilkee Lower, County Clare. The National Grid reference for the wastewater treatment plant is E88,270 N159,541 The Kilkee Wastewater Treatment Plant comprises of 2 no. Holding tanks and associated pumps. All sewage flows by gravity to these holding tanks and is pumped 2km to a sea outfall at Intrinsic Bay. The National Grid Reference for the Primary Discharge Point at the end of the outfall pipe is (E86,367 N159,852).

Population Agglomeration:

An assessment of the current population equivalent being served by the waste water treatment plant at Kilkee gives an average summer loading of 7,633PE. This figure was calculated by RPS MCOS Consulting Engineers who carried out a preliminary report in 2005. The average Winter loading was estimated at 1820P.E. Census data for 2006 determined the population of Kilkee to be 1325 but this is considerably higher in Summer months as determined by the Preliminary Report.

Clare County Council have engaged the services of RPS MCOS Consulting Engineers to prepare a Preliminary Report for both Kilrush & Kilkee. This preliminary report was completed in April 2005. The proposed works for both Kilkee & Kilrush Sewerage Scheme is estimated at €12,556,000 and is included in the Water Services Investment Programme 2007- 2009 with a start date of 2008. Due to a number of factors this date will not be met, but it is envisaged that construction will start in 2009.

Pumping Station Information

The location of the Pumping Station is shown in Attachment B.2 Map No. 3. All sewerage from Kilkee is collected in the sewer network and discharges it into the foul sump via a 525mm pipe through a 50mmX12mm screen. In normal operation the flow is directed into a foul sump and overflows into the storm sump during storm conditions. The original pumps were specified as extended spindle type with the pump mounted in the dry well, at low level and the motors mounted in the motor room at a higher level. The foul pumps have been subsequently replaced with two dry mounted submersible type pumps.

The foul pumps are capable of pumping 69.5l/s through 1900 lin. Metres of 250mm Rising Main and as a surge protection measure a surge arrestor has been incorporated on the foul rising main.

The storm pumps are capable of pumping 138 l/s through 1900 lin. Metres of 350mm A.C rising Main and as a surge protection measure a surge arrestor has been incorporated on the storm rising main.

There is a back up generator at this Pumping Station.

Outfall Design and Construction

Drawing No 11 Kilkee WWTP-Process Diagram located in Attachment C.1 shows the plant process. The effluent from the Kilkee Sewerage Scheme gravitates to 2 No Holding tanks in Victoria Park and from here is pumped through twin Asbestos Concrete rising mains (250mm and 300mm) to a sea outfall at Intrinsic Bay 2km South. The National Grid Reference for the Primary Discharge Point at the end of the outfall pipe is (E86,367 N159,852).

Assessment of Receiving Surface water or Ground Water There is no treatment in Kilkee town presently and all effluent is pumped from 2 No holding tanks in Victoria Park to a sea outfall in Intrinsic Bay. Clare County Council expects that with secondary treatment proposed for Kilkee this will significantly reduce the bacterial loading currently being discharged in Intrinsic Bay . Improvement in water quality associated with the proposed upgrading of the treatment works will mean that the potential impact on receiving water quality is therefore positive.

EPA Export 26-07-2013:01:41:15 Attachment G4 Storm Overflow In normal operation the foul flow is directed into a foul sump and overflows into the storm sump during storm conditions.

The storm pumps are capable of pumping 138 l/s through 1900 lin. Metres of 350mm A.C rising Main and as a surge protection measure a surge arrestor has been incorporated on the storm rising main. This storm line is only used in times of storm conditions and there is no record of flows through this line. There is currently a meter being fitted to this storm line to establish volumes.
