Introduction

The Council carries out an annual assessment of planning permission granted and completions of housing development, to a base date of 31st March .

The results of this assessment enables the Council to monitor the supply of housing land and produce a five year supply calculation.

This schedule provides an analysis of the raw data which is contained in the outstanding permissions and completions table at the back of this document, sections 2 & 3. An analysis of the raw data is contained in tables 1-10 in Section 1.

This Housing Land Availability Schedule (HLAS) provides a ‘snap shot’ of the Housing Commitmentsand Completions at 31 March 2019.

SECTION 1: HOUSING LAND POSITION

The Framework sets out policies on Delivering a sufficient supply of homes: these are provided from paragraph 59 to 79.1 In addition the National Planning Practice Guidance (NPPG) provides guidance relating to Housing. 2

In Fylde, the Council has monitored housing permissions and completions annually for many years at a base date of 31st March.

1.0 Housing Completions

1.1 Between 1 April 2018 and 31 March 2019, 490 homes were completed3. Of these, 466 were new build homes and 24 derived from conversions/change of use.

The graph below shows the number of net homes completed on an annual basis since 2003.

1.2 The total number of completions has increased year on year (apart from a small decline in 2014/15), with 16/17, 17/18 and 18/19 demonstrating significant increases in the completion of new dwellings.

2.0 Communal Accommodation Completions

2.1 A requirement to collect data on changes to communal accommodation was introduced in the Housing Reconcilliation Flows return to the Ministry of Housing, Communities and Local Government in line with Planning Policy Guidance (PPG) Paragraph: 016a Reference ID: 63-016a-20190626.4 This requirement requested data in ‘bedroom units’ as well as ‘Council Tax Units’ where a gain or a loss had occurred in the stock of communal accommodation. Communal Accommodation is split into two sections, student halls and other communal accommodation.

2.2 The Housing Delivery test (HDT) calculates an adjusted completion figure based on the number of net new bedrooms delivered in communal accommodation, dividing by 1.8 as explained in para 11 of the HDT Rule book5 provides an estimate of how many dwellings are released back into the supply when bed spaces in communal accommodation (usually homes suitable for the elderly) are taken up.

3.0 Housing Delivery Test

3.1 Paragraph 756 of the Framework (2019) requires Councils to monitor the delivery of sites which have permission. The Housing Delivery Test, published annually by the Government, assesses the performance of the development industry in delivering sites across each local authority area, against the dwellings required by the adopted strategic policies for each area. Where delivery falls short, the Framework specifies that Councils must either produce an action plan (below 95% of the requirement, paragraph 75 of the Framework); add a 20% buffer to the 5 year housing land supply (below 85% of the requirement, footnote 39 of the Framework); or the presumption in favour of sustainable development will apply under paragraph 11d) of the Framework (below 75% of the requirement, footnote 7 of the framework). The results for Fylde are set out in Table 3 below.

3.3 Fylde Council has passed the Housing Delivery test. Completions are 172% of the target figure, therefore no interventions, as described in paragraph 3.1 are required.

This also satisfies Performance Monitoring Indicator No. 1 of Local Plan to 2032.

4.0 Performance Monitoring Indicator 4 – Development Locations for Fylde

Proportion of net homes completed in the Strategic Locations for Development (taken together). Proportion of net homes completed in the Non-strategic locations.

4.1 The proportion of net homes completed at the strategic locations for development, taken together from the start of the plan period is 81%. The proportion completed at the non- strategic locations for development is 19%. This is not far from the 90:10 split set out in the target. The trigger for action of fewer than 80% at the strategic locations for development is not met. This is a great achievement, the Fylde Local Plan to 2032 is delivering the majority of development at the strategic locations for development which are sustainable locations for development.

5.0 Greenfield/Brownfield Completions

5.1 Brownfield land in the table below is as defined in the Framework as previously developed land. Greenfield is land which is not previously developed. 5.2 Brownfield Homes completed accounted for 44% of housing completions during 2018/19 as shown in the table below:

The percentage of brownfield development is lower than greenfield development and has been falling since 2012/13. This is as a result of more Greenfield allocations in the Fylde Local Plan to 2032 commencing development.

6.0 Housing Density on Completed Sites (New Build)

6.1 Developments will be expected to make efficient use of land, whilst avoiding detrimental impact on the amenity, character, appearance, distinctiveness and environmental quality of the surrounding area. It is expected that this will normally result in a minimum net residential density of 30 homes per hectare.

6.2 When considering a proposal for a significantly higher density development, in addition to the above considerations, particular attention will be paid to ensuring that there is no unacceptable impact on highway safety and that sufficient car parking is provided on-site. High density development should be very carefully designed to relate well to its surroundings, be orientated towards and have principal entrances facing towards the street, and should include sufficient usable amenity space to provide for the needs of residents.

6.3 No strategic sites were completed in 2018/19. Fourteen sites were completed and approximately half of them did achieve 30 dwellings per ha. There was no link between the geographical location of the sites and the density achieved.

6.4 The target/policy outcome is for at least 90% of the dwellings completed on all of the sites to be completed at 30 dwellings per hectare. In fact, 28% of all completions were at 30 dwellings per ha, and 72% are at less than 30 dwellings per hectare. This is lower than the trigger for action, which is 75%.

6.5 The contingency/action is to review how the policy is being applied. However, it is still early days for the application of the policy. Many of the sites which completed are small and therefore comprise of one or two houses on a plot. As strategic sites are completed it is considered likely that the percentage of dwellings completed at more than 30 dwellings per hectare will increase. The Council will continue to monitor the density of completed developments.

Performance Indicator No. 9 H2 of the Fylde Local Plan to 2032 – Density and Mix of new residential development Proportion of dwellings with full planning permission and on sites which are not yet completed that wil have: 1 bedroom, 2 bedroom, 3 bedrooms, 4 bedrooms or 5 or more bedrooms. Information will be derived from the approved planning applications.

6.6 The target/policy outcome states that at least 50% of dwellings with full planning permission on sites of 10 dwellings or more should have 1, 2 or 3 bedrooms. The aim of the policy is to provide higher numbers of smaller properties in line with the findings of the Strategic Housing Market Assessment. The target has been met with 53% of dwellings with full planning permission approved in the plan period having 1,2 or 3 bedrooms.

6.7 However, at the non-strategic locations the target is 33%. This has not been achieved, with 19% of dwellings with full planning permission having 1 or 2 bedrooms. The contingency/action is to review how the policy is being applied.

8 FYLDE COUNCIL – HOUSING LAND AVAILABILITY SCHEDULE 31 MARCH 2019 6.8 It should be noted however, that some of these permissions are on sites which were approved before the policy was given full weight. These types of permissions are still coming through the system. Also a large proportion of these permissions were allowed on appeal.

6.9 Now that policy is being given full weight and older permissions are being used up, it is anticipated that the proportion of permissions for smaller dwellings at the non strategic locations will increase.

7.0 Planning Permissions Granted April 2018 to March 2019

7.1 During 2018/19, planning permissions were granted for a total of 1667 new homes, of these, 1644 were new build and 23 through change of use/conversion.

7.2 The number of permissions granted has increased to its highest ever -1644 (new build approvals). This is most likely because permissions have been granted on strategic sites which were allocated in the Fylde Local Plan to 2032.

8.0 Housing Land Supply

8.1 At 31st March 2019, there were planning permissions for 5631 homes (gross) of which 2108 were under construction and 3523 had not commenced. This is the highest number of commitments achieved and it fulfils a key objective of the Framework which is to significantly boost the supply of housing.

9.0 PROVISION OF AFFORDABLE HOMES

Performance Indicator No 10 of the Fylde Local Plan 2032 – Percentage of market housing schemes of 10 or more homes granted PP that provide 30% affordable homes.

9.1 100% of the market housing schemes of 10 or more homes granted planning permission provided 30% affordable homes or the alternative of 100% specialist accommodation for the elderly. See table below. Therefore the Target/Policy outcome has been met.
