Proposals for the change in the Sheltered Housing Service / Schemes July 2016

What is the Sheltered Housing Review? The Sheltered Housing Review (SHR) is a review of the current sheltered housing schemes and service provided within them.

What has the review considered?  The needs of current and future residents  The stock condition, i.e bricks and mortar, internal decoration, heating, electrics  The location, i.e. transport links, amenities including local shop etc.  The demand for each scheme  The demand for the service offered at each scheme  The cost of the service

Why are we doing a review? We know that the needs and demands of you (our residents) and future residents are changing.

We know that residents want a reasonably priced, good value for money service.

We know that you want to retain your independence and live in your own home for as long as you can.

We want to ensure that the service we provide for you covers all of the above.

We want to ensure we have the right type of housing, in the right location with the right level of support required to enable you to live in your own house for as long as you wish to do so.

Proposed Changes to Babergh Schemes We are proposing that the following schemes, will no longer be classed as sheltered housing from April 2017: -

 Angel Street, Hadleigh  Ash Street, Boxford  Bradfield Avenue, Hadleigh  First Avenue, Sudbury  Grimwood Corner, Sudbury  Hill House, Bildeston  Inkerman Terrace, Hadleigh  Spring Street / Lane, Lavenham  Tayler Close, Hadleigh

From April 2017, Babergh will have the following schemes: -

 Clover Court, Great Cornard  Elizabeth Court, Sudbury  Gayford Court, Hadleigh  Newell Court, Hadleigh  Parkers Way, Nayland  Playford Court, Sudbury  Samford Close, Holbrook  Steeds Meadow, Long Melford  Tenterpiece, Lavenham

Proposed Changes to Schemes We are proposing that the following schemes, will no longer be classed as sheltered housing from April 2017: -

 Albert Close, Rickinghall  Millars Close, Walsham le Willows  Richer Close, Badwell Ash  School Close, Norton  St Georges Road, Stowlangtoft  St Nicholas Close,  Tacon Close, Eye  The Croft, Tostock  The Orchard, Felsham  Victoria Gardens, Wattisfield  Woodlands Close, Thurston

In addition to this, we are also proposing that the following bungalows, linked to schemes, will no longer be classed as sheltered housing from April 2017: -

 Cherryfields (Gippingstone Road Only)  Elizabeth Court (Elizabeth Way and Victoria Hill)  Hartismere House (The Link and Noyes Avenue)  Hurstlea Court (Highlands Close, Hurstlea Road)  Jubilee Court  St Peters Court (St Peters Close)

From April 2017, Mid Suffolk will have the following schemes: -

 Cherryfields, Bramford  Elizabeth Court, Eye  Farnish House, Botesdale  Hartismere House, Laxfield  Hurstlea Court,  Jubilee Court, Stowupland  Manns Court and Thedwastre Close, Elmswell  Mason Court, Mendlesham  Partridge Court,  St Edmunds House, Hoxne  St Peters Court, Claydon  Weston Court, Stowmarket

The Name – Sheltered Housing The term sheltered housing is out of date, it is no longer accommodation with a warden living on site, it is now independent living with low level support. Therefore, we propose to rename the schemes Supported Living schemes.

Scheme Manger / Supported Living Officer We propose to change the name of the Scheme Managers to Supported Living Officers.

Level of service at each scheme All schemes will receive a visit once a day Monday to Friday.

Previously at Babergh the service reduced in some schemes to visits only three times per week. From April 2017, we propose to change this back to 5 days a week.

Each scheme manager will be responsible for two schemes and will spend approximately 50% of their time at each scheme.

Community Hubs We propose to increase the diversity of activities held in your schemes and use the common rooms to create community hubs to enable this to happen.

We will liaise and encourage our health partners, community groups, and voluntary and charitable organisations to hold activities within our schemes, which will be easy for you to access.

We are aware there a number of older people living in our communities who are socially isolated and often don’t see anyone. We would like to encourage these people to take part in the activities within our schemes too.

We want supported living schemes to be at the heart of the community and we need your help and support to encourage neighbours to participate in activities arranged to ensure this happens.

Community Visiting Service We are looking at the possibility of creating a Community Visiting Service (CVS), which will be a similar service to that offered by the scheme manager / supported living officer, but to people who are living in their own accommodation; this could be a tenant or someone who owns their home. There will be a charge for this service.

Support if your property is having the sheltered housing service removed If, after we have considered all the feedback received, the final proposals are approved and your property is being de-sheltered, we will allocate you a named contact, who will be able to offer you advice and support during the transitional period. They will be able to help you with accessing support if you need it, obtaining a dispersed alarm and answer other questions you may have.
