Pursuant to the Illinois Gubernatorial COVID-19 Executive Order No. 5, the provisions of the Open Meetings Act, 5 ILCS 120, requiring or relating to in-person attendance by members of a public body are suspended, specifically requirements 5 ILCS 120- 2.02 that “members of a public body must be physically present” is suspended and the conditions in 5 ILCS 120/7 that limit when remote participation is permitted is suspended. The Governance, Health and Administration Committee of the Rock Island County Board met at the above date and time in the Board Chambers.

Call to order and roll call Members Present: Chairman J. Deppe, D. Beck, L. Boswell-Loftin, D. Mielke, M. Moreno, P. O’Brien, B. Vyncke, J. Woods Members Absent: None Others Present: R. Brunk, J. Snider, T. Weikert, K. Kinney, K. Davis, D. Hart, C. Przybyla

Public Hearing for 5311/ Downstate Operating Assistance Grant Chairman J. Deppe made three calls for the public to address the 5311/DOAP Assistance Grant hearing. There were no requests from the public. After three calls, the Chairman closed the public hearing.

Public Comment There was one public comment from Mr. Bill Long on County Reapportionment. He asked

Reports to the Committee County Clerk K. Kinney reported on her monthly vitals report; three times the amount of revenue for the month had been taken in since January. She also reported unofficial results for the April 6th election were available. The Clerk’s office kept a good pace and turnout. 90,231 registered voters with 14,621 cards cast for 16.20% turnout which was in pace with the same election from four years ago. Official totals from 95 absentee ballots would be available on the 20th and could potentially change the outcomes of some of the races. She also stated the official canvas would be the 23rd of April and certificates would be sent after that date. Ms. Beck asked what percentage of voting was by mail. Ms. Kinney stated the drop box outside of the County Office Building was very busy and later mentioned that about 40 percent of voting was done by mail in ballots.

Circuit Clerk T. Weikert reported her office had begun training with the offices of Illinois Courts on new recording keeping. She stated in 2021 new resolutions would be brought forth to the committee and full Board with different configurations to e-filing, case management and online documentation. There would be a new fee citing resolution and at least 15 new case types being introduced Jan 1, 2022. She stated the clerk III position had been promoted to an administrative assistant in the office as well. The office had begun notifying other offices (State’s Attorney, Court Administration) about the forthcoming changes as criminal, civil, traffic and misdemeanor as well. She stated this is probably the biggest change the Court has seen. Chairman Brunk thanked Ms. Weikert for informing the committee about the forthcoming changes in the Circuit Clerk’s Office.

Captain D. Hart updated the committee on the P25 Communication project and stated the project had ended the civil construction portion. Governance, Health & Administration April 12th 2021 County Administrator J. Snider reported that in the April Finance and Personnel Meeting, the Pension Obligation Bond Opportunity Presentation would be reviewed by the Committee again, as the County Board tabled it last month. He also reported on the American Rescue Plan Act and the County is looking at receiving about 27.5 million dollars with the money having to be spent by 2024. He stated the money would be targeted towards replacing lost revenue, sales tax revenue and other revenue sources as the general fund is down about 3 million dollars. He also mentioned the capital improvement plan had not been funded in the past 5 years. He anticipated that more would be known before the first meeting of the Budget Committee in June.

Member L. Boswell-Loftin asked if any of the funds would be distributed to the community businesses affected by COVID. Mr. Snider stated the Board would decide how the money would be spent; each city would be receiving a significant amount of money as well. He continued the money lost in sales tax and other funds go to the general fund to sustain departments at the same staffing levels.

Member D. Beck asked where the capital improvement plan could be viewed. Mr. Snider stated he could send it via email to the members and is current through the year 2022. She stated that the plan created 5 years ago she wondered if it was still relevant.

Discussion and Consideration of an Ordinance Reapportioning the County of Rock Island, Illinois for the purposes of; Determining the Size of the County Board; the method by which members of the County Board are elected.

Member M. Moreno made motion to calling for 19 members elected in 2022 in 19 single member districts Seconded by P OBrien. The number 19 was based on talks with community organizations. Ms. Beck was concered about 19 vs. 15 members. Ms. Loftin was concerned about not having cenus numbers. The cost savings with 19 members would be about $36,000. With 19 members, Chairman Deppe stated that there still would be good rural representation. Motion to move the Appropriation Ordinance forward to the Full Board A roll call vote was taken. D. The decedent’s co-worker went to the EMPD to report the decedent did not show up for work and wasn’t answering the phone or the door at his apartment. It’s uncharacteristic for the decedent to not show up for work. EMPD went to the decedent’s apartment to do a welfare check. The door was locked. They climbed through a window and found the decedent unresponsive on the bed. No life-saving procedures were attempted. Toxicology results were positive for Heroin and Fentanyl. Cause of death was to be from 1. Adverse effects of Heroin and Fentanyl. Ruled Accidental

The decedent showed up to his sisters residence and was tipsy. He asked for more money to buy more booze. He went and purchased vodka. The decedent returned to sister’s. He went into the bedroom and sat on bed. When the brother-in-law went to check on him he was laying back on the bed snoring. The brother-in-law woke him up to move him to a different room. The decedent collapsed on the living room floor. He was unresponsive. 911 was called. Lifesaving efforts were unsuccessful. Cause of death was to be from 1. Polypharmaceutical Toxicity. Ruled Undetermined

The decedent suffered a fall at home on 4/11/21. She was transported to the ED. She was diagnosed with a left hip fracture. There was surgical intervention and she was hospitalized. She was eventually transferred to a local Nursing Home for rehabilitation. She coded several times until the family made her a DNR. Cause of death was to be from 1. Left hip fracture due to 2. Fall at home. Ruled Accidental

Lead case manager Mariah Benson continued to educate families whose child tested with an elevated blood lead level and refer clients to KJ Whitley at the City of Moline to possibly receive lead remediation services through the multi-jurisdictional HUD lead grant.

Summary. Kunes Ford recently purchased the former Reynold’s Ford facility located at 1900 Avenue of the Cities in East Moline. As part of the purchase agreement, Ford Motor Company is requiring an upgrade of the facility to current company standards within 24 months. Kunes has agreed to this upgrade and intends to complete the $2 to $3 million construction project (initial rough estimate) within 12 months. Since there will be considerable building materials purchased for the project, Kunes would like to utilize the Enterprise Zone benefit for the sales tax exemption on building materials.

About the Company. Kunes, a family owned and operated company since 1996, has 17 (and growing) auto dealerships in Illinois and Wisconsin along with multiple RV sales and service facilities. Kunes has been named by Automotive News as “One of the Best Dealerships to Work For” year after year. Kunes is committed to the communities in which they operate operating a charitable foundation and contributing to numerous community projects. Property. The property is located at 1900 Avenue of the Cities, East Moline, Illinois (PIN 18-06- 300-009). Net taxable value of the 11.5 acres parcel (MOL) is listed as $844,214 for the 2019 tax year with a total property tax bill of $93,517.84 according to Rock Island County records.

Kunes Project. A detailed project schedule has not been developed as of yet. However, construction is scheduled to start this summer with conclusion before the end of the calendar year. Improvements will consist of interior and exterior modifications with new façade, lighting, parking lots, showrooms, service areas, and office space generally included in the refurbishment.

Connector Property. To connect the existing Enterprise Zone area to the north and west, parcels 18-06-304-001 and 18-06-304-002 are included in the amendment. The first parcel is the former Godfather’s Pizza restaurant which recently moved to Silvis. This building is currently vacant and will likely need significant renovation prior to reuse. Taxable value on the property in 2019 was $113,069. The vacant lot immediately west of the Godfather’s building is also included. This lot had a taxable value of $34,964 in 2019. Both parcels are owned by Godfathers Corporate Office located in Omaha, Nebraska.

Quad Cities Enterprise Zone Amendment to Intergovernmental Agreement

This amended Inter-Governmental Agreement is made and entered into this day by and between the City of East Moline, the City of Moline, the City of Rock Island, the City of Silvis, the Village of Milan and the County of Rock Island, all in the State of Illinois, hereinafter referred to as the “Local Governments”:

WITNESSETH:

WHEREAS, the Cities of Moline, East Moline and Silvis, the Village of Milan, and the County of Rock Island, all in the State of Illinois, adopted resolutions to enter into an Inter- Governmental Agreement to commence on January 1, 2019 (hereinafter, “the Agreement”) for the purpose of establishing an Enterprise Zone; and

WHEREAS, these Local Governments have requested adding territory to the Enterprise Zone in a public hearing held on April 29 at 2:00 p.m. CST which was duly published and transcripted and that public notice was given in at least one newspaper of general circulation within the proposed Enterprise Zone, not more than twenty (20) days nor less than five (5) days before the hearing; and

WHEREAS, said new territory includes property identified in the attached Exhibit “A” (legal descriptions) and Exhibit “B” (map); and

WHEREAS, the additional territory will facilitate an increased economic benefit to the Quad Cities.

WHEREAS, the Illinois Enterprise Zone Act, as amended, (20 ILCS 655/1 et seq.) (the “Act”) authorizes the submission of applications to add territory to Enterprise Zones for the purposes of attracting private sector investment thereby stimulating business and industrial growth and stimulating neighborhood revitalization by means of relaxing government controls and tax incentives; and

NOW, THEREFORE, upon the consideration of the mutual promises contained herein and upon the future consideration of the recitals herein above set forth, it is hereby among the Local Governments hereto, as follows:

A. That the attached Exhibit “A” which provides a legal description of the area of the Enterprise Zone and Exhibit “B” which provides a map of the Enterprise Zone, which Exhibits are attached to this Agreement and made a part hereof shall be understood and agreed by the parties as constituting “the area” described or precisely described in the Agreement related to the Ordinances adopting the Enterprise Zone and as constituting the “Enterprise Zone” within the meaning of said Agreement and said adopted Ordinances.

Section 2. That the County of Rock Island hereby declares and affirms that the amended zone area as described in Exhibit “A” and “B”, qualifies for expansion in accordance with the provision of the Illinois Enterprise Zone Act, and further affirms that:

A. The additional territory is contiguous to the zone area in the Quad Cities Enterprise Zone;

B. The additional territory results in a zone which is not more than fifteen (15) square miles;

C. The additional territory provides immediate substantial benefit to the established zone and/or its residents or businesses by creating jobs, removing an impediment to economic development which exists and stimulating neighborhood residential and business revitalization;

D. On the 29th day of April, 2021, a public hearing was conducted by the City of East Moline on whether the Ordinance, as supplemented and amended, should be further supplemented and amended to alter the zone boundaries to add territory to the zone and a finding made that the public notice was given in at least one newspaper of general circulation within the zone area, not more than 20 days nor less than 5 days before the hearing.

E. The zone meets the qualifications of Section 4 of the Illinois Enterprise Zone Act.

Section 3. That in all other respects, Ordinance No. 112017-18b shall continue in full force and effect, shall not be repealed or super ceded, and shall only by amended as set forth herein.

Section 4. That this Ordinance shall be in full force and effect from and after its passage; approval; and if required by law, publication in the manner provide by law.
