INDIVIDUAL INTERVIEW The Reminiscences of Seymour Boyers © 2006 New York Preservation Archive Project PREFACE The following oral history is the result of a recorded interview with Seymour Boyers conducted by Interviewers Anthony C. Wood and Dorothy Miner on Oct. 17, 2006. This interview is part of the New York Preservation Archive’s Project’s collection of individual oral history interviews. The reader is asked to bear in mind that s/he is reading a verbatim transcript of the spoken word, rather than written prose. The views expressed in this oral history interview do not necessarily reflect the views of the New York Preservation Archive Project. A prominent attorney, politician, and judge, former City Council member Seymour Boyers was one of three sponsors of the Landmarks Law passed by the council in 1965. In this 2006 interview conducted by NYPAP president Anthony Wood, former Landmarks Commission counsel Dorothy Miner, and preservationist Liz McEneny, Boyers draws on his personal records to recount the dynamics of the bill’s drafting, the perspectives of organizations and individuals who were consulted during the drafting process, and the political strategies that helped ensure the bill’s passage. The interview also touches on the legal landscape for landmarks in the first few years after the law was enacted. Seymour Boyers is a former City Council member, representing the Fifth District in Queens, and served as a Councilman at Large in the 1960s. He also served on the State Assembly, as Justice of the Civil Court and Supreme Court in Queens County, and in the Appellate Division, Second Department. -

STARRETT-LEHIGH BUILDING, 601-625 West 26Th Street, Borough of Manhattan
Landmarks Preservation Commission October 7, 1986; Designation List 186 LP-1295 STARRETT-LEHIGH BUILDING, 601-625 west 26th Street, Borough of Manhattan. Built 1930-31; Russell G. and Walter M. Cory, architects; Yasuo Matsui, associate architect; Purdy & Henderson, consulting engineers. Landmark Site: Borough of Manhattan Tax Map Block 672, Lot 1. On April 13, 1982, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Starrett-Lehigh Building, and the proposed designation of the related Landmark Site (Item No. 20). The hearing was continued to June 8, 1982 (Item No. 3). Both hearings had been duly advertised in accordance with the provisions of law. Four witnesses spoke in favor of designation, and a letter supporting designation was read into the record. Two representatives of the owner spoke at the hearings and took no position regarding the proposed designation. DESCRIPTION AND ANALYSIS The Starrett-Lehigh Building, constructed in 1930-31 by architects Russell G. and walter M. Cory with Yasuo Matsui as associate architect and Purdy & Henderson as consulting engineers, is an enormous warehouse building that occupies the entire block bounded by West 26th and 27th Streets and 11th and 12th Avenues. A cooperative venture of the Starrett Investing Corporation and the Lehigh Valley Railroad, and built by Starrett Brothers & Eken, the structure served originally as a freight terminal for the railroad with rental manufacturing and warehouse space above. A structurally complex feat of engineering with an innovative interior arrangement, the Starrett-Lehigh Building is also notable for its exterior design of horizontal ribbon windows alternating with brick and concrete spandrels. -

Landmarks Preservation Commission November 16, 1993, Designation List 255 LP-1887 ANTHONY CAMPAGNA ESTATE 640 West 249th Street, The Bronx. Built 1929-1930; architect Dwight James Baum. Landmark Site: Borough of The Bronx Tax Map Block 5914, Lot 315. On June 2, 1992, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Anthony Campagna Estate and the proposed designation of the related Landmark Site (Item No. 3). At the request of the owner, the hearing was continued to December 8, 1992 (Item No. 2). Both hearings were duly advertised in accordance with the provisions of law. At the two hearings, there were eight speakers in favor of the designation and none in opposition; the then owners took no position. The current owners have not taken a position on designation. DESCRIPTION AND ANALYSIS Summary The Anthony Campagna Estate was built in 1929-30 in the Riverdale section of the Bronx as the home of this prominent Italian-born New York City builder and philanthropist. The work of Dwight James Baum, a leading New York City architect praised for his carefully conceived and executed suburban and country residences, the house is modeled after Italian villas, an unusual prototype for New York City. The elements of the landscape design, by Ferruccio Vitale, an Italian-born landscape architect, and his partner Alfred Geiffert, Jr., were also based on Italian prototypes, in keeping with the design of the house, and won the 1934 gold medal in landscape architecture from the Architectural League of New York. The design of the house and grounds, on a site overlooking the Hudson River to the Palisades, is one of Baum's most impressive and is a major example of 1920s architectural eclecticism by a recognized master of the genre. -

DESCRIPI'ION AND ANALYSIS Sununary Situated on the south side of West 85th Street between West End Avenue and Riverside Drive, the distinctive three-story 316 West 85th Street House -- one house in a row of six houses -- was planned by the noted architect Clarence True and was constructed for speculator-builder Charles G. Judson in 1892, at a time when the blocks in the West Eighties between West End Avenue and Riverside Drive were first developed. The overall design corrposition of this house is part of the A-B-A-A-B-A facade pattern of the rCM, and the 316 West 85th Street House represents a refined example of the Italian Renaissance style adapted to the requirements of the American basement plan, popularized on the Upper West Side by its architect Clarence True. This facade is a well-conceived and finely executed design. Its spare and well-cut ornament demonstrate great respect for the inherent quality of its exterior fabric -- Maynard red sandstone, light orange Roman brick, and red pantiles. -

Built 1921; architects King & Campbell. Landmark Site: Borough of Manhattan Tax Map Block 1242, Lot 10 in part excluding the land on which the Healy Building at 2521-2523 Broadway is situated. On February 9, 1982, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of Pomander Walk (Item No. 10). The hearing was continued to April 6, 1982 (Item No. 6). Both hearings were duly advertised in accordance with the provisions of law. A total of 71 witnesses spoke in favor of designation at the two hearings. There were four speakers in opposition to designation. In addition, the Commission has received many letters and p~titions in support of this designation. DESCRIPTION AND ANALYSIS Pomander Walk extends through the middle of the square block bounded by Broad way and West End Avenue, 94th and 95th Streets, on Manhattan's Upper West Side. The complex is composed of sixteen two-story houses facing the private walk and ninethree-story and two two-story buildings facing onto the street. Pomander Walk has a unique sense of place; secluded from the street, the walk is a delightful world of picturesque dwellings replete with half timbering, gables, and other ver nacular Tudoresque embellishments. The almost magical atmosphere created by this small residential enclave was very much the intention of Thomas Healy, who in 1921, commissioned the architectural firm of King & Campbell to design a residential com plex that would recreate the village atmosphere of Lewis Parker's then popular period comedy, Pomander Walk. -
