ƒ 3 schools were fully completed during the reporting period : Brownhill Learning Community (Heights Lane site), Middleton Technology School, Holy Family RC & CE College. ƒ The Academy conversions for Hollingworth and Wardle were completed at the beginning of September, and Rochdale schools celebrated their best ever GCSE results in August. ƒ A RIDDOR (Dangerous Occurrence) was reported at the Middleton site, but fortunately no injuries were sustained to anyone.

2. Programme Overview

During Q2 2013 the final construction phases at Brownhill (Heights Lane site), Middleton Technology School and Holy Family RC & CE College were fully completed. Post-completion works were also completed at Kingsway Park High School.

As at the end of September 2013, there were three secondary school sites in construction : Falinge Park High School; and St Cuthbert’s RC High School. All schemes were reported on programme to achieve the scheduled completion dates.

Construction quality (KPI 2.5) All completed phases as at September 2013 were scored in conjunction with RMBC against the agreed scoring criteria:

Based on a cumulative score since commencement of the SPA, this means that we are currently achieving the New Build KPI targets (100% schemes > grade 5, 100% achieving grade 7) however we are currently below target for the refurbishment schemes (100% schemes > grade 5, but only 71% achieving grade 7). If, as anticipated, St Cuthbert’s achieves a score of 7 or above for construction quality then we will achieve the KPI target (>75%).

3. Performance Overview

The LEP’s key performance indicators (KPIs) are set out in the Strategic Partnering Agreement. A full summary of the LEP’s performance against these KPIs for Q2 (Jul - Sept) 2013 is set out at Appendix 1, however some key points are highlighted below:

Curriculum and careers support

During Q2 we provided 1 adult and 7 student work experience placements and 368 hours of combined careers and wider curriculum support to schools and the local authority, bringing our cumulative total to 94 work placements and 4,429 hours of careers and curriculum support respectively.

Health & Safety

There was 1 reportable accident during the reporting period, where a 21T excavator overturned on uneven ground within an exclusion zone. Fortunately no injuries were sustained, however following an extensive investigation of the incident it was confirmed as a Dangerous Occurrence which was reportable under the RIDDOR regulations. This was very disappointing in light of the previously excellent health & safety record, however despite this incident we remain on track to achieve the annual H&S KPI target.

Supporting the local economy

During Q2 2013, £0.175million was spent within the Rochdale borough postcode area. A total £11.6m had been spent by the end of September 2013, representing 12.5% of the total construction package spend by value. We are on track to achieve our target of >10% local spend, however it is unlikely that we will achieve our self-imposed “stretch” target to spend £13m within the Rochdale borough postcode area by 31 December 2013.

Highlights of Q2 2013 included:

Members of the LEP team and other Carillion staff based at Lock 50 Business Centre volunteered their services to Rochdale’s Countryside & Ranger Service as part of Carillion’s Sustainability Week, and spent a morning clearing out overgrown flower beds, creating new stone edging and planting up the beds at the entrance to Hollingworth Lake Visitor Centre

Volunteers from the LEP team and the St Cuthbert’s site team supported a series of workshops for Year 4 students from local primary schools, which were delivered over 4 days.

The LEP’s education manager continues to provide support to the Rochdale Pioneers Trust, providing school improvement support. Feedback to date has been very positive.

In August the LEP secured £5,000 from Carillion Natural Habitats Fund 2013-14 to support wetland improvement works at seven separate nature reserves and sites across the borough. The LEP has agreed to provide match funding, bringing the project total to £10,000.

Holy Family x The site team supported a work experience student from Kingsway Park. x A member of the site team was involved in helping a local primary school organise a summer fayre.

Middleton Tech x Groundwork completed a new eco garden for the school over the summer holidays which had been designed by students with support from the project landscape architects.

Wardle x Students visited CTS’ training centre to get an understanding of joinery and masonry skills. x The site team supported a number of work experience placements for students from Kingsway Park High School, Hollingworth Academy and Wardle Academy.

Falinge Park x Site tours provided for students and staff. x The site team has entered a national “Ivor Goodsite” competition, showcasing the artwork developed by students for the construction hoarding. x A student from Redwood School commenced an internship on site at the beginning of Sept.
