History Geographical Features IZATNAGAR DIVISION History With the introduction of Divisional system on North Eastern Railway, Izatnagar Division was established on 1st May, 1969 in a new and changed shape of old Kumaun Rohilkhand Railway. The Division has been named after Late Alexander Izat, the Agent & Chief Engineer of Rohilkhand Kumaun Railway Company during 1883 to 1904. This Division of North Eastern Railway situated in foothills of Himalaya, has emerged as an important link for the development of Kumaun region of Uttarakhand State & Western U.P. It has become the most convenient medium for serving the passengers of Uttarakhand & U.P. States as well as a gateway for carrying the passenger from far- flung areas of the country to important places of pilgrimage and tourist points, full of natural beauty. Geographical Features Izatnagar Division is situated between 770 to 80 0 longitude and 27 0 to 290 latitude. On the northern side the division is covered by the Kumaun ranges of Himalayas and towards the North West portion is Nepal. Indo-Gangtic plain is situated on the southern side of the division. The land is very fertile and served by important rivers like Ganga, Yamuna, Ramganga, Kosi and Deoha. The division provides services to fourteen districts of Uttar Pradesh viz Bareilly, Budaun, Etah, Mathura, Mahamaya Nagar, Kashiram Nagar, Farrukhabad, Kannauj, Kanpur, Shahjahanpur, Lakhimpur Khiri, Pilibhit, Rampur, Moradabad and three districts of Uttrakhand viz. Nainital, Udham Singh Nagar and Champavat as rail heads and Bageshwar, Almora, Pithoragarh, Nainital, Champavat as non rail heads. The rainfall varies from place to the place and lies in the range of 1000 mm to 3000 mm. Upto 31.3.2013 – Rs 60.56 Cr., Outlay 2013-14 – Rs 10 Cr. Work in progress & likely to be completed in 2014-15. iii- PBE-MLN-ASH (Work being done by RVNL) Length – 261 Km, PBE-MLN – 67 Km, MLN-ASH – 194 Km Sanctioned Year – 2011-12, Estimated Cost – Rs 715 Cr Contract has been finalised by RVNL. Mobilisation under progress. TDC = Mar/2016. 1.2 NEW LINES i- KHH-KHMA Length – 57.7 Km, Sanctioned Year – 2003-04, Estimated Cost – Rs 208.40 Cr Exp. Upto 31.3.2013 – Rs 0.15 Cr., Outlay 2013-14 – Rs 0.11 Cr. Land was to be given free of cost by State Govt. State Govt has not been able to provide land as per final location survey and had requested for change in alignment. Details for change in alignment submitted to State Govt. Decision awaited. 1.3 SURVEYS i- Tanakpur - Bageshwar Length – 254.58 Km, Sanctioned Year – 2010-11, Estimated Cost – Rs 2790.15 Cr Survey report with Planning Commission. ii- Ramnagar - Chaukhutia Length – 86 Km, Sanctioned Year – 2009-10, Estimated Cost – Rs 1378.73 Cr Revised survey report sent to Railway Board on 23/01/12. iii- Tanakpur - Jaulgivi Length – 90 Km, Sanctioned Year – 2010-11 Civil Engg. field work including estimate completed.     1. AREA AND POPULATION This section includes abstract of available data on area and population of the Indian Union based on the decadal Census of population. Table 1.1 This table contains data on area, total population and its classification according to sex and urban and rural population. In the Census, urban area is defined as follows: (a) All statutory towns i.e. all places with a municipality, corporation, cantonment board or notified town area committee etc. (b) All other places which satisfy the following criteria: (i) a minimum population of 5,000. (ii) at least 75 per cent of male working population engaged in non-agricultural pursuits; and (iii) a density of population of at least 400 persons per sq.km. (1000 per sq. mile) Besides, Census of India has included in consultation with State Governments/ Union Territory Adminis- trations, some places having distinct urban charactristics as urban even if such places did not strictly satisfy all the criteria mentioned under category (b) above. Such marginal cases include major project colonies, areas of intensive industrial development, railway colonies, important tourist centres etc. In the case of Jammu and Kashmir, the population figures exclude information on area under unlawful occupation of Pakistan and China where Census could not be undertaken.     Tragedy strikes UP again - Horrific Farrukhabad Incident Fact Finding Exercise in Villages of Farrukhabad, Uttar Pradesh HRLN Representatives: Aman Khan, Advocate; and Shaoni Mukherjee, Researcher Human Rights Law Network Reproductive Rights Initiative, 576, Masjid Road, Jangpura New Delhi, India 110014 1 After the shocking Gorakhpur tragedy that occurred in August 2017, news emerged of a similar incident in Farrukhabad, another district in Uttar Pradesh. In Gorakhpur, more than 100 children lost their lives due to medical negligence. Now, in Farrukhabad, newspapers are again filled with accounts of 49 deaths that occurred in Farrukhabad Govt. Hospital (Ram Manohar Lohia Hospital) between July 21 and August 20, 2017.1 Uttar Pradesh has the second highest maternal mortality ratio (MMR) in India, at 258 deaths per 100,000 live births2, as well as the highest infant mortality rate (IMR) of 64 deaths3 per 1000 Live births, and 78 deaths per 1000 live births when it comes to children under 5. Farrukhabad itself has a staggering IMR of 78, and under 5 Mortality Rate of 54 per 1000 live births. Farrukhabad, a rural district situated in Northern Uttar Pradesh has many children dying due to diarrhea, anemia, and respiratory infections – making it necessary to shed light on the hazardous environmental conditions in this district. A mere 6.9% of children in Farrukhabad receive an adequate nutritional diet. 38.7% of children are diagnosed with anemia, 31.4% are underweight, and a staggering 49.10% have stunted growth4. The figures reflect the dire situation of this district, especially regarding the health of infants. From August 2017, Gorakhpur, another district in the state of Uttar Pradesh witnessed the loss of more than 100 children in the span of a week due to medical negligence relating to the treatment of a potentially fatal disease, Acute Encephalitis, a lack of oxygen supply needed for treatment.
