Waters were grouped with consideration of geographical, biological, and recrea- tional user (angler) similarities. Planning units $/ere combined by physicat characteristics into .lake, stream, canal, and temporarj-ly cold water planning groups which are further combined to form state- wide planning classes (i.e., warm water, cold water, cool water: ur- ban water, as defined in AGFD Fisheries Planning Program, Revised Nov., I980) . The 75 identified planning units contain 380 Arizona publj-c fishing waters (includes B stream management reaches and lakes not listed in the Checklist of Arizona's Public Fishing Waters, AGF'D' Dec., I9B0). The number of waters and planning units for each planning group and class are given below. Most importantly, declining instream flows have impacted southwestern stream fish assemblages. Efforts to calculate the optimal amount of water that will ensure long-term viability of species in a stream community require that the specific habitat requirements for all species in the community be known. Habitat suitability criteria (HSC) are used to translate structural and hydraulic characteristics of streams into indices of habitat quality for fishes. Habitat suitability criteria summarize the preference of fishes for numerous habitat variables. We estimated HSC for water depth, water velocity, substrate, and water temperature for the fishes of Cherry Creek, Arizona, a perennial desert stream.
