Ms. Lisa Swanick, Teaching Instructional Supervisor of Fine Performing and Practical Arts, provided an overview of the varied courses under her purview. She highlighted how the different courses, through cross-curricular integration, helps to prepare students for the challenges ahead.

Mrs. Wells opened the floor to the public for comments on agenda items by reading the following prepared statement: In accordance with Bylaw #0167, a copy of which is available on the District’s website, the Board is now opening the meeting for a period of public comment. Please remember to announce your name, place of residence, and group affiliation, if appropriate. Your statements will be limited to three (3) minutes in duration. While the Board respects the public’s right to voice any questions, concerns, or criticisms it may have regarding the conduct of the Board and/or its Administration, I want to remind you that this is a right, not an absolute and that statements that are abusive, obscene, irrelevant, overly lengthy, or interfere with the orderly progress of the meeting will not be permitted. 13. To approve the Bid Threshold of $40,000 and the Quote Threshold of $6,000 and pay to play $17,500 in awarding contracts in accordance with N.J.S.A. 18A:18A-3a and N.J.A.C. 5:34-5 for the 2017/2018 school year.

14. To approve IMAC Insurance Management & Consulting of Belleville, NJ to serve as the Agent and Broker of Record in the matter of all insurances, with the exception of Workman’s Compensation Insurance, for the West Essex Regional School District, for the period of July 1, 2017 through June 30, 2018, at the pleasure of the Board of Education.

15. To approve Morris Essex Insurance Group to serve as Agent and Broker of Record in the matter of Workman’s Compensation Insurance for the West Essex Regional School District, for the period of July 1, 2017 through June 30, 2018, at the pleasure of the Board of Education.

16. To approve AFLAC and Colonial Life to serve as an Agent and Broker of Record in the matter of Voluntary Disability Insurance(s) for the West Essex Regional School District, for the period of July 1, 2017 through June 30, 2018, at the pleasure of the Board of Education.

17. To approve Benefit Analysis, Inc. to serve as an Agent and Broker of Record in the matter of a Flexible Spending Plan for the West Essex Regional School District, for the period of July 1, 2017 through June 30, 2018, at the pleasure of the Board of Education.

WHEREAS, there exists a need for the performance of the statutory annual audit of accounts of the West Essex Regional School District, and WHEREAS, the funds are available for this purpose, and WHEREAS, the Local Public Contracts Law (NJSA 40A:11 et.seq.) requires that a resolution authorizing the award of contracts for “Professional Services” without competitive bids be adopted by a majority of the full Board. NOW THEREFORE BE IT RESOLVED, by the Board of Education of the West Essex Regional School district in Essex County approves of the following: 1. The firm of Nisivoccia, LLP Certified Public Accountants of 200 Valley Road, Suite 300, Mt. Arlington, NJ 07858 is hereby appointed Auditor with fees of $31,735.00 for the West Essex Regional School District Board of Education. 2. This appointment is made without competitive bidding as a “Professional Service” under the provisions of the Local Public Contracts Law because the appointment is made for services performed by a person or persons authorized by law to practice a recognized profession and whose practice is regulated by law. 3. A copy of this resolution shall be published in The Progress, (Parker Publications) as required by law within ten days of its passage.

WHEREAS, there exists a need for the services of counsel of the Board of Education of the West Essex Regional School District, and WHEREAS, funds are available for this purpose, and WHEREAS, the Local Public Contracts Law (NJSA 40A:11 et.seq.) requires that a resolution authorizing the award of contracts for “Professional Services” without competitive bids be adopted by a majority of the full Board. NOW THEREFORE BE IT RESOLVED, by the Board of Education of the West Essex Regional School district in Essex County approves of the following: 1. The firm of Fogarty & Hara of Fair Lawn, New Jersey, 07410 is hereby appointed Counsel to the West Essex Regional School District Board of Education with fees of $175.00 per hour (partner) and $155.00 per hour (associate). 2. The appointment is made without competitive bidding as a “Professional Service” under the provisions of the Local Public Contracts Law because the appointment is made for services performed by a person or persons authorized by law to practice in New Jersey and this procedure is regulated by law. 3. A copy of this resolution shall be published in The Progress (Parker Publishing) as required by law within ten days of its adoption.

22. To approve as Official Newspapers, for all purpose of advertising legal notices, designation of The Progress, (Parker Publications), Bernardsville, New Jersey, and/or The Star-Ledger, Newark, New Jersey for the 2017/2018 school year.

23. To renew the Food Service contract with Pomptonian Food Service to provide management of the district’s food service program for the 2017/2018 school year with, in addition to the costs of operation, an administrative/management fee of $.0661 per meal equivalent* to compensate the food service management company (FSMC) for administrative and management costs, which shall be billed monthly as a cost of operation, payment of which is guaranteed to the FMSC. In addition, the FSMC guarantees a minimum client return of ten thousand dollars ($10,000.00) for the 2017/2018 school year.

[*NOTE: Cash receipts shall be divided by $1.00 to arrive at an equivalent meal count. The per meal management fee of $.0661 will be multiplied by total meal equivalents.]

To approve a pool of twenty (20) summer work days for the Child Study Team, with the days to be assigned to CST members: Maureen Anzalone; Amy Brecher; Teresa Carr; Keri Georgewitz; Dana Muth; and Lenore White between June 19, 2017 - August 31, 2017, at 1/200th of their annual contractual salary, with the days to be assigned at the discretion of the Superintendent of Schools.
