PC222/16 Minutes The Minutes of the Planning Committee meeting held on Monday 13 February 2017 were signed by the Chairman as a correct record of the meeting. PC 224/16 Planning Applications (Test Valley Borough Council) The following observations were made and submitted to the Planning Authority, Test Valley Borough Council:

5.1 17/00312/FULLN Erection of a commercial building (Unit 4) suitable Harewood Farm, 08.02.2017 for B1(C) light industrial, B2 general industrial and/or Road, , ANDOVER TOWN (ST B8 storage and distribution uses; creation of an Hampshire MARYS) access and parking No objections 5.2 17/00304/FULLN Proposed B2 and B8 facility for food processing Andover Business Park, 07.02.2017 (operated 24hrs, seven days a week) and storage Road, Andover, ANDOVER TOWN along with ancillary office spaces, together with SP11 8EZ (MILLWAY) MONXTON plant areas, parking, servicing and landscape areas. PENTON MEWSEY Objection - The traffic management for Andover Business Park should also apply to this development. There should be noise mitigation measures to prevent noise pollution to local residents, particularly along Red Post Lane. 5.4 17/00345/ADVN Two internally illuminated freestanding totem signs Lidl Uk Gmbh Ltd , Western 13.02.2017 Avenue, Andover, SP10 1BS ANDOVER TOWN (ST MARYS) Objection – The application does not mention hours of operation. The signs should only be illuminated during the shop opening hours. Object to the height of the totem poles. They are not in keeping with Andover and are overbearing. The level of Cadence is too high, they should be externally illuminated in the Conservation Area.

It was noted that an additional application had been received regarding landscaping and noise reduction during construction of a new Leisure Centre, the following observations were made: Object to the disruption from noise to local residents and the Andover College. The Town Council is not satisfied that the mitigation for dust and debris is sufficient. A site management plan should be provided, the lorries going into and off the sire will not have enough room to manoeuvre. Concerned about the contamination of the river and nearby ponds in the area.

PC 225/16 Decision Notices The decision notices from lists 6, 7 and 8 were noted.

PC 226/16 Neighbourhood Plan A request was received to include an item on the Neighbourhood Plan and its Constitution, however it was noted that a report would be submitted to full Council on 23 March 2016. PC227/16 Street Naming There were no street naming applications.

PC228/16 Communications from TVBC It was noted that planning application for 21 London Road has gone to appeal. PC229/16 Test Valley Borough Council – Northern Area Planning Committee It was agreed that the Chairman of the Planning Committee should represent the Town Council to speak regarding the planning application at Unit 4, 160 New Street, Andover.

PC230/16 Telecommunications Applications There were no Telecommunication Applications to be considered. PC231/16 Communications from Hampshire County Council Members noted that an application had been received for extensions to Anton Junior School. It was agreed it would be considered at the following meeting. PC232/16 Street Trading Licences There were no Street Trading Licence applications. The proposed development would result in the loss of an undesignated heritage asset for which no assessment has been provided. The merits of the scheme have not been fully justified and as such the loss of the undesignated heritage asset is unacceptable and would not be in accordance with Policy E9 of the Test Valley Borough Revised Local Plan 2016. 03. In the absence of an Arboricultural Impact Statement and Arboricultural Method Statement the application represents an unacceptable risk to the mature trees to the Western Road frontage and this would be contrary to Policy E1 and E2 of the Test Valley Borough Revised Local Plan 2016. 04. The proposed development does not allow for adequate private communal garden space for the future residents of Block One and this hereby conflicts with Policy LHW4 of the Test Valley Borough Revised Local Plan 2016. 05. The proposed location of the bin store against the western elevation of the site is not well related to the flats that it serves and as such the future occupiers of the site would have a long walk from both Block One and Block Two to utilise the facility which is considered to be poor design. Also its location on the boundary with number 17 Osborne Road would result in unacceptable levels of noise and disturbance to the occupiers of this property and would be contrary to Policies LHW4 and E1 of the Test Valley Borough Revised Local Plan 2016. 06. In the absence of a Legal Agreement to secure the proposed affordable housing the proposal fails to comply with Policy COM7 of the Test Valley Borough Revised Local Plan 2017 and the Affordable Housing Supplementary Planning Document.
