Technical Delegate REPORT 300m LAPUA EUROPEAN CUP FINAL 2016- Zagreb (CRO)

1. Date: 27th to 30th September, 2016.

2. Location: Zagreb (CRO)

3. Entries: 12 Nations with 51 Competitors ( Women/ Men) 93 Starts, plus 20 starts (Women and Men) in the Super Final Mixed.

4. Conduct of the competitions:

All events were conducted in an excellent manner under the management of Mr. Dragutin Vrebek Secretary General, and Ivan Cvitak OC President, Croatia Shooting Federation. Mr. Ivan Cvitak was the Competition Manager, A great help in the organisation was also Mr. Konrad Jäggi, Chairman of the Sup Committee.

A special thank you to all the Range Officials, who had good knowledge and runs the Competition in a very good way.

The Transport from the Hotel to the and back was organised without any complaints, the time to the hotel was about 25 minutes, and also the airport transport service went well.

A food service was available on the range.

Mr. Ivan Cvitak held the opening at the shooting range.

In the technical meeting all necessary info was given, also we informed the nations that all targets have been tested.

The award ceremony took place every day, after the Competition has finished.

The 300m Cup Committee had a Meeting with Nations about the Competitions 2016 and for the new season 2017.

On Thursday evening a very nice banquet was organized at the Hotel Delminiv, free for all, and at the last day a Farewell Buffet Lunch at the Shooting Range was offered by the Zagreb Shooting Federation for all shooters, officials at the end of the last award ceremony, and this was at the same time the official closing of the competition

1st place 2.400, 00 € 2nd place 800, 00 € 3rd place Voucher valued 800 € for Lapua products

The total prize money for the Final 2016 was 20.000,00 €, sponsored by Lapua.

Trophy For each event, the first ranking shooter received a special crystal trophy offered by ESC 300m Subcommittee.

4. Range facilities:

Sius – Ascor Targets Model SA 921 were installed. The system worked well, without problems. During the whole Competition one technician for the EST was running the competition, and was present all the time, the cooperation between the staff and jury members was excellent.

24 targets were used at the middle of the range, plus two left and right in spare.

The shooting Centre was in an excellent condition, as we could see on the results.

The colour of the wind flags were white, it was a good contrast to the field.

All information and results was posted, no modification to the schedule. The spectators could see the results any time.

7. Super Final:

A Show Final in prone position as a mixed event was organised with the 2 first winners of all five events. This model was based on our ESC president’s idea (Air50), and works in 300m very well, and was very successful, the team consists of a women and a man, mixed by random. Prize money according to the rank was given to each one of the 10 participants, offered by ESC 300m Subcommittee.

9. Technical Report:

The Equipment Control was very well prepared with all the newest instruments.

ESC flag was raised at the shooting range; LAPUA advertisements were placed on the victory podium and at the shooting range.

In each event, Two (2) shooters for men and Two (2) for women (by random) were re checked for equipment control after the competition, no one failed.

All triggers were re checked in the event Standard Rifle 3x20 after the competition, no one failed.

All events started on time.

The juries were present all the time in the Equipment Control and on the range.

One Protest from a SWE athlete, concerning a score of 8 in the event 3x40, at the end on the control carte which clearly the 8 found, the extra shot was not evaluated

The security handling of rifles was excellent.

10. Doping Control:

The Doping Control was very well organised by Croatian Institute for Anti-Doping.

A drawing by lot was arranged according the rules.

11. Emergency:

The Doctor was on the shooting range permanently present.

300m SHOOTING RANGE

We start and follow the Revised – Final Programme from Monday, 26 September 2016 with the Arrival of the Delegations and the Unofficial Training.

The unofficial Training and PET Training ran very well all the times. There were no comments from the shooters or coaches.

The competition ran with a total of 51 competitors from 12 nations with 95 starts in several classes.

Apart from the normal shooting situations like X-shot or sound conductions all the matches ran in a very good atmosphere.

We had one EST Score Protest. But following Rule 6.10.8 “Procedure for examining electronic scoring targets following a score protest or complaint”. We could decide the Protest after Rule 6.16.6.2 c.

The protested shoot was on the back target analogy with the SIUS coordinates.

The Range Officers had always all under control. They do a very good work and there were no bad words between Officials and Shooters/Coaches. All the accumulated situations on the firing line were handled according the rules.

Also the cooperation with the other Jury’s and TD was very well.

Equipment Jury Report to Mrs. Gabriele Hartmann, GER, ESC Technical Delegate for the 300m Lapua European Cup Final 2016 from 27th to 30th September at the shooting range “Vrapcanski potok” Vrapcanska bb, HR-10000 Zagreb” Croatia.

Equipment Jury Member Chairman: Branka LOVRECEK-FAJ

All instruments were available, and all were calibrated. The control was obligatory and only some athletes come to check their equipment. The temperature was 13 degrees but no problem in stiffness controls.

In all events two athletes were testes as post competition tests. All athletes were tested in the standard event. No one failed in any test.

It was a great honour to serve the position during the 300m Lapua European Cup Final.

Classifications Report to Mrs. Gabriele Hartmann, GER, Technical Delegate for the 300m Lapua Europacup Final 2016 from 27th to 30th September at the shooting range “Vrapcanski potok” in Zagreb, Croatia.

The back target and target control on the 300m line become through the TD, Chairman Rifle Jury, Classification Officer and local Staffs realized.

All the targets are on the latest stand and there were nothing to complaint.

The targets become accordingly fired through the Staffs around the staffs and checked from the TD.

The communication between the information desk and the rifle jury to the Classification office was very quick.

After checking the signed printer strip the preliminary results were not later than 5 until 7 minutes on the main board. Also was one classifications jury member as long as the protest time (10 minutes) at the board maybe for a protest.

There was one protest.

In addition, we had one discussion in the 300m rifle 3-position men competition in prone position. The shooter no accept an 8 high and she make an extra shot. Of the back target we found this 8. In accordance with ISSF Rule 6.16.6.2 (c) and this shot -2 points penalty came to the result.
