Executive Summary

 In Khunti District only Minor Minerals exist therefore the collection of DMF fund started according to Rule 6 (iv) of Jharkhand District Mineral Foundation (Trust) Rules (Amended), 2016 dated 13 - 01 - 2017. Total DMF fund collected (excluding bank interest) at the end of March 201 9 was Rs. 1,89,86 , 706 .00 .  DMF fund collected @ 30% of Royalty collected from the leases which are not granted through auction and @10% of Royalty Collected through from the leases which are granted through auction .  In FY 201 8 - 19 tota l expenditure through DMF fund was Rs. 63,98,386.00 in various projects.  Audit for DMF fund done by authorized auditor Mr. A.K. Singhania for FY 2018 - 19 .  In FY 201 8 - 19 total 44 leases of Stones, Granite & Sands and 13 Brick Making Units are operational in the district. o Stone - 42 Nos o River Sand - 01 No. o Granite - 01 No. o Brick Making Units - 13 Nos.

Overview of Khunti

About the District

Earlier Khunti district was a Sub - division of District. On September 12, 2007, it was carved out of as the 23rd district of Jharkhand. Khunti district spreading over an area of 2535 sq.km with it’s headquarter at Khunti. The district falls under South Chotanapur Commissionary and is di vided into 6 blocks namely Karra, Khunti, Arki, Torpa, Murhu and Rania. The district is bounded in the north by Ranchi, in the south by West Singhbhum and districts and east by Saraikela - Kharsawan and part of Ranchi district, in the west by part of and Simdega districts. It is located at 40 km. south of the state capital, Ranchi and is a very good place to visit and feel the pleasure of nature. As per census of 2011, it is the second least populous district of Jharkhand (out of 24), after Loha rdaga. The district is currently a part of the (The Red Corridor is a region in the east of that experiences considerable – Maoist insurgency). A village of Khunti district, called Ulihatu, is the birth place of the “Dharti Aaba” of Jharkhand Bhagwan .

Khunti just like many other places in Jharkhand is well renowned for its secular harmony, tribal innocence, simplicity and warmth reflects in every facet of the region. The concentration of tribal population in the districts is very high. Khunti district is one of the educationally backward district and the major inhabitants are Munda tribes who have been excluded from education system for long, hence the low rate of literacy amongst them.

History of Khunti District

Khunti is synonymous with rebellion and struggle since it was historically a center of activity during the famed Birsa movement in 1875. Ranchi district was organized into four administrative subdivisions namely sadar, Gumla (1902), Khunti (1905) and Sim dega (1915). The place has been in recorded annals of history for its long drawn struggle against the British under the aegis of Birsa Munda, the revolutionary hero of Jharkhand.

According to Mazunda people tradition (The Munda are a r egion), King of Chhotangapur Maharaja Madra Munda's son Setea had eight sons. Of these eight greatgrandsons of Madra Munda, the eldest went southwards of Ranchi. He established a Khuntkatti village which he named Khunti.

In another story, it is said that t he place derived its name from the mythological character Kunti in the Mahabharata. Kunti and her sons, the Pandavas, had spent some time in this place, during their fourteen years of anonymity. This ancient theory has brought fame and glory to Khunti.

Ge ography of Khunti District

The Khunti District is a part of Chotanagpur plateau. The northernmost and southernmost parts of the district are covered with hillocks and forests. Altitude of the area varies from 500m to 700m above mean sea level in general. There are many hillocks through the district having altitude 700m above mean sea level. The district is situated between 22 degree, 59 minutes, 46 second to 23 degree, 00 minutes, 17 second north latitude and 84 degree, 57 minutes, 58 second to 85 degree, 39 minutes, 38 seconds east longitude.

Demography of Khunti District

According to the 2011 census report the total population of Khunti district is 5,31,885 of which urban population is 44,982 and rural population is 4,86,903.

Economy of Khunti District

Khunti is famous as the lac producer of the Jharkhand region. A large share of India's total lac is produced in this place. Lac is a natural polymer (resin) that is produced by a tiny insect called Kerria lacca (Kerr). This insect is specially gr own on the shoots of several species of trees such as palas, kusum and ber. This agricultural profession of lac cultivation is a secondary source of income for many tribal in the Khunti region. With the Government assistance and support of many other volun tary and NGO's, lac cultivation has taken a new form and a new lease of life.

Jharkhand is known for its rich mineral resources. However, presences of important minerals are yet to be explored in the District. The main mineral resources found in the distr ict are s tone , river sands, granite and brick clay :

Mineral Overview of the Distri c t

The mining activity in the district is only restricted to the mining of minor minerals i.e. of Sand, Stone, Granite and Brick Clays. Altogether, there are 6 4 leases of Stone, Granite & Sands, which have been granted to the district. A total 13 Brick Making Units are also granted in the district. The mining in all these leases is regulated as per different minerals concession rules of Jharkhand. There is no lease of major minerals in the district.

At present 44 leases of Stones, Granite & Sands and 13 Brick Making Units are operational in the district.

About Pradhan Mantri KhanijKshetra Kalyan Yojana (PMKKKY)

The Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) is a scheme by Ministry of Mines, Government of India for the welfare of people & affected areas by using the funds accured under District Mineral Foundation (DMF)

Objectives of Pradhan Mantri KhanijKshetra Kalyan Yojana

 To implement various deve lopmental and welfare projects/programs in mining affected areas that complement the existing ongoing schemes/projects of State and Central Government .  To minimize/mitigate the adverse impacts, during and after mining, on the environment, health and socio - economics of people in mining districts  To ensure long - term sustainable livelihoods for the affected people in mining areas. Care has been taken to include all aspects of living, to ensure substantial improvement in the quality of life. High priority areas like drinking water supply, health care, sanitation, education, skill development, women and child care, welfare of aged and disabled people, skill development and environment conservation will get at least 60 % share of the funds. For creating a supporti ve and conducive living environment, balance funds will be spent on making roads, bridges, railways, waterways projects, irrigation and alternative energy sources. This way, government is facilitating mainstreaming of the people from lower strata of societ y, tribals and forest - dwellers who have no wherewithal and are affected the most from mining activities.

Governance and Management of D MFT

MMDR Amendment 2015 requires State Governments to establish District Mineral Foundation (DMF) as per section 9B, that will be used for development of mining affected people and the areas. All DMFs shall also implement Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) notified on 16 September 2015. Accordingly, Government of Jharkhand issued a notification for cons titution of DMF Trust in each district of Jharkhand on 24 November 2015 along with the details of the Governing Council and Manag ing Committees (Gazette No. 854 dated 07 December 2015). Further, Jharkhand District Mineral Foundation (Trust) Rules, 2016 was notified on 22 March 2016 (Gazette No. 218 dated 23 Mar 2016) and they were extended for minor minerals, too, on 13 January 2017. (Gazette No 109 dated 27 Jan 2017).

According to section 9B of the Mines and Minerals (Development and Regulation) (MMDR) Act , 1957 (As Amended), District Mineral Foundation Trust , Khunti was created and registered on 06 - 05 - 2016

D MFT practice a bottom - up planning approach to understand people’s needs and include such considerations in the DMF plan. As per provisions of Jharkhand DMFT Rules 2016, selection of schemes is

to be done entirely by the Gram Sabha and as per provisions of PMKK KY guidelines. The Gram Sabha in consultation with the Mukhiya / Up - mukhiya has to identify works to be carried out under priority and other priority areas. The Managing Committee does not have any overriding power on selection or approval of the schemes.
