Indicative Location of B3270 Lower Earley Way Cycle Link

The local perception is that this section of the B3270 is dangerous for cyclists and is reinforced by constant and high vehicle speeds. Speed and volume data shows the 7 day Annual Average Daily Traffic is approximately 14,000 vehicles with an 85%ile speed of 59.9mph. Accident data for the last 5 years shows that there have been 19 road traffic accidents on this 2.5km stretch of highway, which includes 1 fatality and 2 serious injuries. See Appendix 6 2010 B3270 Lower Earley Way speed and volume counts.

Lower Earley supports a significant and diverse cycling community, information collected from cycle counts in the local area show a good mixture of commuter and recreational cycle trips. Data from a cycle counter located on a completed off-carriageway section of the B3270 can be found in Appendix 8. Providing a safe link along the B3270 would encourage more residents to cycle. The link along the B3270 would provide a safe link between , an area located for the development of 2,500 new homes, and employment opportunities located at . The Link would also provide safe access particularly for younger residents living in Lower Earley to the BMX track located on Paddick Drive.

However the level of developer contributions cannot cover the total cost of the construction. The DfT’s Cycle Safety Fund presents the Council an excellent opportunity to get maximum value for money from the contributions collected. ￿ Comments: A preliminary design process has been undertaken to fully assess the feasibility of the scheme and to understand the level of risk and barriers to the scheme’s delivery. The preliminary design includes a full 2012 valuation of materials and labour necessary to complete the project. Appendix 4 shows preliminary design details of the route including location and type of crossing points to be used.

Comments: There are no constraints to the delivery of this scheme since the whole route is on highways land or land in direct control of the Council. The preliminary design ensures that the construction and delivery is simple in engineering terms to ensure that the scheme can be delivered within the funding timeframe specified by the Cycle Safety Fund criteria, while achieving maximum value for money. (A management programme is not available at this stage, since the scheme programming is dependant on a successful bid to the Cycle Safety Fund).

The funding made available through the DfT’s Cycle Safety Fund, would deliver the following interventions:

1. A new 2.5km link section of off-carriageway cycle way, constructed to standards as detailed in LTN 02/08 and 1/12 (Shared Use Routes for Pedestrians and Cyclists) which will form 4.7kms of off-carriageway cycle route running alongside the B3270. 2. A reduction in the speed limit on the B3270 Lower Earley Way from 60mph to 40mph to give a consistent approach to highway speeds for 4.7 kilometres. 3. New highways drainage for the whole length of the project. 4. Safe crossing points for cyclists and pedestrians. 5. A lighting scheme to improve safety. (The current carriageway is partially unlit). 6. Completion of a cycling link between residential areas and employment centres. 7. Complements and adds value to the work the Council are undertaking as part of the Local Sustainable Transport Fund project. 8. Provides a continuous off-carriageway cycle link from the A327 to the A329. 9. The A329 is under consideration for development into a new Sustrans National Cycle Route. 7. Stakeholders

7.1 Destinations and beneficiaries

Please describe the expected impact of the proposal for stakeholders/destinations, such as places of education, workplaces, shops, public transport hubs, access to play, leisure and green spaces etc.

It is expected that the delivery of the B3270, Lower Earley Way cycle link will provide a safe and continuous cycling link between the A329 corridor and the A33 located in the borough of Reading. The cycle link facilitates direct and safe sustainable travel for residents living in Lower Earley and Shinfield. Please see Appendix 4.

Although the link does not directly pass a school, it does complete a continuous link for pupils living in Lower Earley attending the new secondary school which opened in Shinfield on the former site of the Ryeish Green Secondary School. Oakbank free school has recently opened and admits pupils from Earley and Lower Earley. Oakbank free school is committed to sustainable travel and has recently improved signs and facilities for pupils attending the school. This process has been supported by the Council in the development of a new school travel plan.

The delivery of the link will provide a continuous off-carriageway cycle link to a large business park located at the junction of the B3270 and A329, at Winnersh, (Winnersh IQ). The business park employs over 2,000 people and is currently being expanded to accommodate more businesses and employees. (Please see Appendix 6 for key employment trip generators). The current planned expansion process is supported by the delivery of business specific and a park wide travel plan. The park wide travel plan is being promoted by Wokingham Borough Council and the current business park operator SEGRO through the LSTF process. The park wide travel plan is focusing on all aspects of sustainable travel, including cycling. The completion of the cycle link will provide a more attractive direct and safe route for cycling to work and value can be added to its development thorough the LSTF business travel planning process.

As previously stated the B3270 completes 4.7kms of off-carriageway cycle facility between Shinfield and the A329 corridor. Winnersh Triangle station is located close to the eastern end of the B3270 and the junction with the A329 Wokingham Road. Winnersh Triangle station has been identified by Wokingham Borough Council and South West Trains for station improvements as part of the Local Sustainable Transport Fund process. The Council and South West Trains plan to develop a new station travel plan to improve facilities that will include a new secure cycle parking compound that will be accessible by swipe card. The development of the Lower Earley Way link can be promoted to Lower Earley and Shinfield residents through The Winnersh Triangle Station Travel Plan.

The development of a safe cycle route along the B3270 will provide residents of Earley and the surrounding residential area with an improved and more direct route to shops in Lower Earley. (Please see Appendix 6 to reference local trip generators). Lower Earley centre has good shopping facilities and a local leisure centre, all offering secure places to park bikes.

Further leisure opportunities especially for young people exist on Paddick Way, which has a junction directly on the B3270. Earley Town Council has developed a full size international standard BMX track, which proves extremely popular with young people living in Lower Earley. The site is always busy at weekends and during school holidays however access for young people with BMX bikes and scooters needs to be improved. The delivery of the B3270 Lower Earley Cycleway link would go a long way to improving the site accessibility and maintaining young peoples interest in riding their bikes. 7.2 Monitoring

It is important that the Cycle Safety Fund is able to demonstrate that the interventions have made an actual impact on safety in the area in question. As part of the process for scheme selection we would like to be able to consider Local Authorities’ data availability and / or willingness to engage with data collection as desirable in order to report on key factors such as crashes and the impact that the changes are having on traffic flow as well as modes of travel for key journeys. 7.3 Local Consultation

Please describe consultation undertaken with local cycling groups, or national groups and their local representatives, demonstrating clear demand from stakeholders for the proposed solution (please include any additional documents as necessary). There are a number of stakeholders, specifically in Lower Earley that have expressed an interest in the Council completing the missing section of cycle way along the B3270. Local volunteer groups such as the Sustrans Rangers in Earley and Woodley and the Earley Environmental Group have campaigned for improved access and the delivery of a missing cycle link. They have identified a local need to improve safety and would welcome the completion of a safe 4.7km length of off-carriageway linking Shinfield to Winnersh via Lower Earley. We have consulted with the local Sustrans representatives regarding the appropriateness of the scheme’s development, prior to the submission of this application. The Council has been keen to understand possible delivery risks associated with the scheme’s development. Additionally the Council wanted to illustrate the future potential for cycleway development in the Borough, should the link be funded. Earley Town Council has invested a significant amount of funding into a BMX track on Paddick Drive, Lower Earley. Paddick Drive and the BMX track can be easily accessed via Lower Earley Way. The Town Council would very much welcome the speedy delivery of a safe off-road access for young people to use. The scheme is also supported by Thames Valley Police. Part of the proposed scheme is to reduce the current speed limit from 60mph to 40mph. Thames Valley Police welcome schemes that improve safety and reduce speed.

Please describe consultation with other stakeholders (such as educational establishments, employers, pedestrian groups, road safety campaign groups etc (please include any additional documents as necessary). In 2012 the Council was successful in securing a Local Sustainable Transport Fund bid from the DfT. The secured bid has been developed around influencing travel demand and behaviour along the main transport corridor that crosses Wokingham Borough, the A329, including the links to and from the main residenatil areas along the corridor. The subsequent LSTF programme contains a number of work streams, these being, Personalised Travel Planning, Buiness Travel Planning, Active Travel, Public Transport and Highways Infrastructure. During 2012 the LSTF programme the Council has undertaken a pilot Personal Travel Plan (PTP) initative in Winnersh, which is located a very short cycle ride away from the proposed B3270 link scheme. Winnersh is located on the A329 Reading Road, which forms a junction with the B3270, see Appendix 3. The PTP project delivered in Winnersh ‘challenged’ residents to try and travel in a new and more sustainable way and as part of the challenge residents were asked to give feedback on their journeys. Residents of Winnersh have reported that when they tried to cycle to destinations, especially in Lower Earley they found the cycle routes disjointed and not direct. They also reported that high vehicle speeds were a barrier to encouraging them to continue cycling. The LSTF PTP project is programmed to be undertaken in Lower Earley in 2014/15 and the delivery of the missing section of the B3270 would support the LSTF programme especially cycling. The delivery of the B3270 Lower Earley Way cycle link scheme complements a number of national, regional and local programmes being delivered and developed in Wokingham Borough.

Wokingham Borough Council is a partner, along with West Borough Council, in a successful Major Scheme LSTF bid led by Reading Borough Council. The major scheme led by Reading secured £20.7m to promote sustainable travel across the whole ‘Reading travel to work area’, which includes Lower Earley. The Major scheme funding has been secured to deliver five key sustainable transport themes, these are listed as: 1. Personalised Travel Planning (PTP); 2. Fares, Ticketing and Information Service; 3. Cycle Hire/Pool Bike Scheme; 4. Active Travel Interventions to increase walking and cycling; and 5. Park & Ride/Park & Rail facilities and services.

All five of the themed areas detailed in the Major LSTF scheme are complementary to the promotion and wider use of the B3270 Lower Earley Way cycle link scheme, should it be funded.

As previously stated, Wokingham Borough has been successful in securing Local Sustainable Transport Funding (LSTF) from the DfT. The funding has been secured to influence travel and behaviour and development economic growth along the A329 corridor and in particular those residents who live in areas that abound the corridor. The areas identified in the bid are Lower Earley, Woodley, Winnersh and Wokingham town. The overarching aim of the LSTF project is to improve facilities, infrastructure and travel information along the corridor directly, further details of the project can be found at the following location: Department for Transport Cycle Safety Programme For e-mail submission

As shown in Appendices 1,2 and 3 the B3270 falls within the wider ‘Reading travel to work area’ and has a direct link with the A329 corridor. The delivery of the missing link on the B3270 would support the objectives of the now ongoing LSTF projects. The development of the link would complement all elements of the bids and reinforce the sustainable transport message being promoted through Personalised Travel Planning and initiatives which are due to be delivered in Lower Earley in the final years of the LSTF programme (2014/15). If Wokingham Borough Council is successful with the Cycle Safety Fund bid, the B3270 is programmed for delivery before the PTP initiative is delivered, therefore it can be included in all new promotional materials that support sustainable travel and the PTP process in Lower Earley, thereby maximising value for money in the ongoing LSTF projects.

Another key stream of the development of Wokingham’s LSTF project is to develop newer and stronger Business Travel Plans (BTP) with business partners along the A329 corridor and in the wider Reading Travel to work area. Development of a new B3270 cycle link will directly complement the BTP initiatives that are ongoing at IQ Winnersh. IQ Winnersh is a large business park that provides employment for over 4,500 employees. IQ Winnersh is currently going through a major intensification process and business park owner SEGRO is investing heavily to develop a business park that is economically attractive and environmentally sustainable. The development of a cycle link from a nearby residential area fits perfectly with initiatives detailed in the Council’s LSTF fund bids and those proposals set out by SEGRO in their ambitions for development of the park.

Working in partnership with South West Trains, the Council are developing station travel plans and aiming to deliver new secure cycle parking infrastructure at stations along the A329 corridor (such as Earley and Winnersh Triangle), see Appendix 3. Earley station is only a 10 minute cycle ride from the junction of the B3270 and Winnersh Triangle Station is much closer being only a 5 minute cycle ride from the junction of the B3270 and the A329. The development of the B3270 Lower Earley cycle link will ensure residents, particularly in Lower Earley, can safely access both stations entirely using an off- carriageway cycle route.

Lastly the development of the B3270 cycle link will complement the new cycle infrastructure projects being delivered in the A329 corridor as part of the development of the LSTF programme. New infrastructure delivery on the A329 will further raise the profile of cycling in Wokingham Borough and integrate new safety features where possible to reinforce the message that cycling is a safe sustainable travel option. If successful the integration of the missing cycle link along the B3270 will further promote the message of safe cycling enabling more residents to cycle to and from work, stations, shops and schools on a network of off-carriageway cycle routes.

In recent months Wokingham Borough Council along with Reading, Bracknell Forest and Windsor and Maidenhead Borough Councils have been in discussion with Sustrans to designate the A329 corridor a national cycle route. The development of a national cycle route that runs through the heart of the Borough would set a very high standard for cycling and cycle infrastructure across the whole of Wokingham Borough. The development of the B3270 Lower Earley cycleway would provide a direct, safe new high quality off- carriageway link into a newly designated national cycle route, linking Lower Earley residents directly to further afield destinations such as Reading, Bracknell and the centre of Windsor, via Windsor Great Park. In January 2010, Wokingham Borough Council adopted its Core Strategy outlining development for new homes, businesses and infrastructure in the years up to 2026. The Core Strategy is promoting the development of over 13,000 new homes primarily developed in four strategic development locations. The B3270 Lower Earley cycle link would enable the delivery of a link between a new strategic development location south of the M4 motorway and the A329 corridor, proving access to employment, shops and services. The completion of the link complements the Council’s Core Strategy objectives of safe sustainable transport for this particular development location, while setting a benchmark for cycle network delivery that can be extended in range as new development opportunities arise – see Appendix 3. Communications / Public Information

[7] Please provide details of proposed complementary measures to promote usage of the route:

As previously stated, Wokingham Borough Council has secured a package for funding from the DfT’s Local Sustainable Transport Fund initiatives that we are delivering via a number of different project streams and with a wide range of partners. Two project streams that will heavily promote the B3270 Lower Earley link will be the Personalised Travel Plan (PTP) stream and the Business Travel Planning (BTP) stream. Both PTP and BTP streams are supported by cycling publicity such as bespoke maps, cycle training and lead ride events, which include the B3270 as part of the wider cycling network.

Promotional information will include both paper based maps and information but more importantly the information will be made available in a web-based format and be developed into a sustainable travel application that will be produced for the wider travel to work area as outlined in Wokingham Borough Council’s LSTF bid. In 2014/15 the Council will be delivering PTP information to approximately 5,500 residents in Lower Earley, the PTP information will promote the new B3270 link should the Council be successful in the bidding process.

Complementary promotional measures will be incorporated into new residential travel plans and Business Travel Plans that come forward with planned development that is in close proximity to the B3270 link. As previously stated the link will be promoted at Winnersh IQ as part of the LSTF programme of works and through the intensification of use at the site. Business Travel Plans will be developed in Shinfield at a new business park as the Strategic Development Location is built out in the years up to 2026. The link route is likely to feature as a key route as new cycle infrastructure is developed to support new businesses and new homes. The residential element of the Shinfield SDL will include the development of a residential travel plans that will cover 2,500 new homes.

Lastly the route will be a key feeder route into the new planned national cycle route that will run along the A329 corridor across the heart of Wokingham Borough, linking Reading to Bracknell and the centre of Windsor. The link will be included in all Sustrans national cycle route promotional materials and promoted in the usual way, through Sustrans promotional networks.

Receiving Payment

[9] that to receive interim payments, or payment upon Yes completion, you agree to complete and sign a grant claim form (dual function as DfT Statement of Grant Usage)

[10] that you will report at least quarterly on project Yes progress under an agreed gateway management procedure, and will supply evidence of progress/completion in the form of plans and photos and illustrating the general technical quality of the route, highlighting any key features such as crossing points, and showing that the completed route is open and in use by the general public.
