• 1. Introduction

During the period October 1969 to September 1971 the Meat and Livestock

Commission sponsored the construction of an econometric model of the United

Kingdom pig industry at the University of Manchester. The aim of the project

was a better understanding of some of the problems of the pig industry, and

in particular, the causes of variations in domestic production and market

prices. Such a model could also be utilised in the analysis of policy

alternatives or in forecasting supplies. To this end, a complex structural 14W

model of the industry was constructed on the. basis of historical data for

the period 1956-69.

The model was, in effect, a mathematical analogy of the inter-

relationships between the key economic variables of the pig industry. Of

the various inputs in the model building process - economic theory, technical

and institutional information, mathematical statistics, computational methods,

and so on - one of the most important (and frequently underemphasised or

ignored) is the data. However sophisticated and advanced the other inputs,

a model can be no better than the data upon which it is based. British

agricultural statistics are more comprehensive, and frequently more accurate

(due to extensive government involvment in the industry) than those of any

other country. These data are often orientated towards policy uses, and as

a result may not be available in a published form which.is suitable for model

building. For example, many price series are published in annual (or monthly)

form which entails further processing before a quarterly analysis can be

contemplated. Or, the coverage of published statistics varies between England

and Wales, Scotland, and Northern Ireland, reflecting the existence of three

separate government departments. - 2 -

Thus one of the major tasks of building a model of the pig industry was the collection of statistical material and its collation on a standard basis. Various considerations suggested that a quarterly model was desirable, and the period 1956-69 was selected as appropriate for the estimation of the model. The publication of these data will, it is hoped, enable further work to be carried out on the United Kingdom pig industry.

While such work may require more than the variables printed in this

Bulletin, it does contain many of the important economic series relating to the United Kingdom pig industry.

As far as possible the series commence in the first quarter of 1956 and continue to the last quarter of 1969, or later. Where observations of particular series were unavailable, the appropriate parts of tables have been left blank. But where a variable was at zero level, or insignificant, a zero has been inserted. Each series is denoted by a symbol or symbols corresponding to those used in specifying and estimating the actual model, and the method of notation will be outlined in the next section. The nature of the data and a brief indication of their sources will then be given before proceeding to present the data in tabular form with short explanatory notes.

2. Notation

Quarters, given in parentheses following the year in question, are

taken as thirteen week periods, and to avoid the repetition of "inclusive",

all time periods are inclusive. Thus 1956(1) to 1969(4) denotes the

period commencing with the first quarter of 1956 and ending in the final

quarter of 1969. In describing the various series, the first letters of - 3 - words indicating the variable have been used. All prices begin with P, numbers with N, and quantities with Q. Spatial origin or level in the industry will be indicated by a lower case superscript usually preceding upper case symbols but occasionally following them to avoid confusion.

Products of the pig industry, and related -goods, will be denoted by lower case superscripts following upper case symbols.

3. The Data

The data can be grouped intp four broad categories (1) census data

(ii) price data (iii) slaughter and production data and (iv) other data.

(i) Census Data (Tables 1 - 7)

Quarterly censuses are enumerated at the beginning of March, June,

September, and December, and are published by the Ministry of Agriculture

Fisheries and Food (MAFF), the Department of Agriculture and Fisheries for Scotland (DAYS), and the Ministry of Agriculture for Northern Ireland

(MANI). England and Wales was sub-divided into three regions, arable, mixed and livestock. The arable counties were: Bedford, Cambridge and

Isle of Ely, Essex, Hertford, Huntingdon and Peterborough, Kent, Lincolnshire,

Middlesex (or Greater London), Norfolk, Nottingham, Suffolk and the East

Riding of Yorkshire. The mixed farming counties were: Berkshire,

Buckingham, Durham, Gloucester, Hampshire and Isle of Wight, Hereford,

Leicester, Northampton, Oxford, Rutland, Surrey, Sussex, Warwick, Wiltshire,

Worcester, and the West and North Ridings of Yorkshire. The remaining

counties of England and the counties of Wales made up the pastoral region.

The census is enumerated by a postal questionnaire, although the

coverage varies between countries. In EW a full postal census of all holdings over one acre is carried out in June. A revolving sample of one

third of parishes is enumerated in September, December and March, but this is

being replaced by a random sample stratified by farm size. The Scottish

census covers all farms in December and June, while the March and September

censuses are based on.a sample stratified by herd size in the preceding

December census. In NI a full postal census of all holdings is carried out

in June and December, while those returning pigs are enumerated again in

September and March.*

In all three countries the results of a full census are published in

provisional form within about two months of the census data while final

figures are published up to six months later. Sample census results become

available after approximately the same time lapse as the provisional results

of a full census.

(ii) Prices (Table 8 - 15)

Prices are collected by the three agricultural departments, but include some supplementary series such as those produced by the Pigs Marketing Board for Northern Ireland. Clean fat pig prices at producer and first hand marketing level are obtained chiefly from Fatstock Guarantee Scheme statistics.

Wholesale prices have been estimated from various published series of whole- sale prices, while retail prices have been taken from annual reports of the

National Food Survey 'Domestic Food Consumption and Expenditure". Wage rates in the marketing sector are based on those published in the Department of

Employment and Productivity annual series "Time Rates Of Wages And Hours Of Work".

* Because rounding can introduce a considerable error in some of the ensuing Tables unrounded census results have been presented where available. This should not be taken as implying accuracy of the census data to the final figures. - 5 -

(iii) Slaughter And Production Data (Tables 16 - 22)

These data are chiefly obtained from slaughter house returns collected by MAFF. Some highly condensed series from these statistics are published in the "Monthly Digest Of Statistics", but the more detailed breakdown of

Tables 16 - 22 was obtained from MAFF. The dressed carcase weights for

clean pigs shown in Table 19 are derived from.Fatstock Guarantee Scheme

Statistics.

(iv) Other Data (Table 23)

These are derived from the "Monthly Digest of Statistics'. - 6 -
