NORTH, EAST AND WEST KERRY DEMOGRAPHIC AND SOCIO-ECONOMIC PROFILE BY NORTH EAST & WEST KERRY DEVELOPMENT. IN CONJUNCTION WITH DR. BRENDAN O KEEFE 2017. FOR SICAP (SOCIAL INCLUSION AND COMMUNITY ACTIVATION PROGRAMME) 2018 – 2020 NORTH, EAST AND WEST KERRY DEMOGRAPHIC AND SOCIO-ECONOMIC PROFILE Foreword Social exclusion is a major challenge which impacts on communities and individuals throughout the country. It includes the issue of poverty but also other factors which impede a person’s ability to participate in social, economic, political and cultural life, such as where a person lives, ethnicity, age, gender, disability and employment status and this report reflects many of these issues in relation to the North East and West Kerry area and its position on a range of indicators relative to the county as a whole and the state. The findings in this report show that the region lags behind in key indicators of social and economic progress such as education levels, infrastructure, income and employment which is a long standing issue for areas on the so called periphery. There are also issues around lack of certain services and access to housing which is now a nationwide crisis. This profile was undertaken by NEWKD in order to ascertain the key social exclusion issues facing the area and was used along with other information gleaned from a consultation process in the company’s recent successful tender for the Social Inclusion and Community Activation Programme. * Aside from the obvious moral issues in tolerating the continuance of social exclusion, it is not possible to make substantial economic progress without a community in which as many people as possible can contribute and the community as a whole has a good quality of life. Therefore it is in everybody’s interests to have enhanced social inclusion in communities. NEWKDs delivery of the programme 2018-2022 will have a focussed impact on many of the issues highlighted; however the programme is modest in terms of resources. Therefore it is clear from the report that in order to make significant progress towards making the region more social inclusive and therefore enhancing the quality of life for communities and individuals, that collaborative responses will be required from a number of agencies and other key stakeholders as well as increased resources which will need be accessed for the region. Community development work which entails working collectively with communities and groups for positive social change, inclusion and equality is at the core of the SICAP programme. While it is not outlined in this report there are many communities, organisations and projects which are making successful contributions towards enhancing people’s lives and it is important to recognise the positive foundation this provides for making a real impact over the coming years and NEWKD would hope to make a positive contribution to support such work. National social inclusion programmes such as SICAP make a real difference to those in our communities who are suffering disadvantage and exclusion. 2 NORTH, EAST AND WEST KERRY DEMOGRAPHIC AND SOCIO-ECONOMIC PROFILE North East and West Kerry Development (NEWKD) NEWKD is an Integrated Local Development Company operating 16 different programmes with offices in Tralee, Castleisland, Dingle and Listowel. Mission Statement: To develop and deliver actions based on the needs of the people we serve. Services offered address the key components of social inclusion and related issues across a range of target groups and disadvantaged geographic areas. This includes guidance and motivational supports for the unemployed, community development supports for disadvantaged areas, the development of social & micro enterprises, supports in the areas of mental health and substance misuse, supports for those suffering from educational disadvantage and many other supports and Initiatives Social Inclusion and Community Activation Programme SICAP is a social inclusion programme focussed on the most marginalised in Irish society. It aims to tackle poverty and social exclusion through community development approaches, local engagement and partnership between disadvantaged individuals, community organisations and public sector agencies, and will operate across the Republic of Ireland. SICAP has two programme Goals which are accompanied by themes of work and outcomes. NEWKD will implement the SICAP in the North East and West Kerry Areas .Programme Implementers, with the support of Local Community Development Committees (LCDCs), will target those who are the most disadvantaged and excluded in our society. Acknowledgements This report was prepared by Dr Brendan O Keefe. Dr O’Keeffe is the Founding Co-Director of The Institute for Action Research. He holds a PhD in Geography from Maynooth University and has served as Director of Quality and a Lecturer in Human Geography in Mary Immaculate College, Limerick. Brendan has contributed to several ICLRD projects, and has been particularly active in examining models and practices in other European countries in respect of cross-border collaboration, governance and local development. He has extensive experience in social research, and has undertaken several evaluations in varying geographical and institutional contexts. He successfully coordinated Round 8 of the European Social Survey in Ireland. Brendan has a strong background as a practitioner in local development and intimate knowledge of LEADER and other area-based initiatives throughout Europe. He is actively involved with several community and voluntary organisations, and is a strong advocate of bottom-up and community-led local development. In addition, this analysis of the socio-economics and demographics of North, East and West Kerry draws on local knowledge, consultations and relevant secondary sources, including the LECP and profiling undertaken by Kerry County Council, among other agencies. The following map presents the catchment area of NE&W Kerry Development. It encompasses all of North Kerry, including three of the four largest towns in Kerry, namely Tralee, Listowel and Castleisland. In addition, it incorporates the Corca Dhuibhne Peninsula, which includes the town of Dingle / An Daingean / Daingean Uí Chúis and the West Kerry Gaeltacht. Our catchment also includes rural East Kerry, from Castleisland and Kilcummin to the border with Duhallow. Thus, the area has a large urban centre, medium sized towns, several villages and a variety of rural area types from peri-urban to remote rural. As an organisation, we in NE&W Kerry Development recognise and celebrate the diversity of area types and communities within our catchment area. Our maxim is that a one-size approach does not fit all, and that situations must be assessed on their own merits and characteristics. Thus, the area-based approach is integral to what we do, and how we operate. This profile enhances our understanding of the characteristics and dynamics within our catchment area and it identifies particular and specific needs that ought to be addressed through SICAP and other initiatives, investments and interventions, Map 1: Catchment Area of NE&W Kerry Development Source: Pobal Maps 5 NORTH, EAST AND WEST KERRY DEMOGRAPHIC AND SOCIO-ECONOMIC PROFILE Main Demographic Features The area covered by North, East and West Kerry Development (NEWKD) has a total population (2016 data) of 88,125. This represents a slight decrease (-.31%) since 2011. Over the same period (2011-
