Cuomo to The New York Times In 2012, Governor Cuomo stressed that the state takeover of NYRA was to be “short-lived, and last no longer than three years.”

Four years later, as noted in The Bloodhorse, on June 15, 2016: “Defying Gov. Cuomo, New York lawmakers gave final approval to legislation that would return NYRA to private control…Several key lawmakers said they won’t support a bill introduced by Cuomo that gives him sizeable influence over a new NYRA board and would cap the annual rev- enue NYRA receives from video lottery terminals at Aqueduct Racetrack. Lawmakers said the Cuomo proposal amounts to a $16 million a year reduction in revenue for NYRA.”

VLT money is supposed to be going to NYRA in exchange for its handing over $1 billion in land on which the tracks operate. The state received $1 billion in land and in return the state committed to making what amounted to mortgage payments using the VLT revenue.

Gov. Cuomo’s failure to approve the legislature’s bipartisan bill means that state government control will continue for a 5th year. 12 The Saratoga Special Friday, July 22, 2016 What’s new at Saratoga

A few of the changes fans can expect around Saratoga Race Course this year:

• Three new HD video boards in the backyard, near the paddock, Fourstar- dave Sports Bar and the main gate off Union Avenue.

• Expanded HD video boards in the infield, with 25-foot additions to the cen- ter board and the board which flanks the clubhouse.

• Two new, interactive digital displays at the Saratoga Walk of Fame, which al- low users to watch video replays from each running of the Spa’s two premier races – the Travers and Whitney – dating back to 1973. The digital displays also contain information and statistics about each race and allow up to four users at a time to have their own individual experi- ence while reliving Saratoga history.

• The planting of more than 850 trees, which bring the total on the property to nearly 2,800.

• The all-new NYRA Bets Lounge, which will welcome new and experienced horseplayers to explore the ins and outs of racing and wagering each Saturday at the Saratoga Pavilion, presented by Time Warner Cable News.

• A new hospitality area – The Easy Goer. Located in what was known as the Upper Carousel, the space received enhancements prior to the 2015 season and will welcome guests to an afternoon buffet inside the historic Victorian grand- stand. The area is protected from the ele- ments with the addition of a new copper roof to replace the former awning.

• The addition of two dozen HD TVs in the Fourstardave Sports Bar.

• The addition of 100 picnic tables in the backyard, which brings the to- tal available to guests at no charge on a first-come, first-served basis to 950. Additionally, picnic tables available for reservation near the paddock have been reduced slightly.

• A new escalator which leads from the clubhouse to the backyard and offers protection from the elements with a per- manent, copper roof.
