A note on the breakdown of the allocation of the Capital element of the funding. A note on the terms and conditions of the Revenue and Capital elements of the funding to reduce infant class sizes. Figures on how many infant classes contain more than 25 pupils at present and how many will do so after the duration of the committed funding. A note on how many pupils will benefit from being in smaller classes as a result of the funding. -

Weekly news, views and insights from the Welsh NHS Confederation Friday, 21 June Please cascade information where appropriate to your workforce and care providers What Happened This Week... This week has been busy, both in terms of our work to support members and of course all the developments in the Tory Leadership race. This week we attended the Cardiff University’s Wales Governance Centre Brexit and Devolution event. The event marked the two-year anniversary of the publication ‘Brexit and Devolution’ and it was an opportunity for the Institute for Government, Counsel General and Brexit Minister Jeremy Miles, and a panel of industry professionals to discuss how Brexit has and will change the context of Wales’ devolution within the larger UK context. In this event the Minster warned that a chaotic no deal Brexit threatens the future of the UK. We also attended the Welsh Government’s Health Social Services Brexit Communications meeting. During the meeting there was a discussion around how the communication cascade system that was introduced as part of the no- deal planning can be improved to better facilitate the spread of information to front line professionals and the public, especially when no-deal planning is reactivated. The Brexit Communications Plan will also be examined and updated to better reflect the current context and how things have changed since earlier in the year. We spent two days at Confed19, the annual NHS Confederation’s conference, in Manchester – which was a hit all round! There were lots of great speakers and the opportunity to meet with individuals doing great work across the Confederation and the NHS as a whole system. -

MINUTES OF A MEETING OF THE CROSS-PARTY LEGAL GROUP OF THE NATIONAL ASSEMBLY FOR WALES HELD AT TY HYWEL ON TUESDAY 19TH JUNE 2018 AT 12 NOON Present: Mark Reckless AM, Chair Matthew Richards, Head of Legal Services Craig Lawton (for Suzy Davies AM) Catriona Brown, Secretary 1. Apologies were received from Michelle Brown AM, Simon Thomas AM, Llyr Gruffydd AM, Mick Antoniw AM and Neil McEvoy AM. 2. Matthew Richards as Head of Legal Services at the Assembly, presented to the Meeting about the extensive and challenging role played by the Assembly’s legal team. 3. Matthew Richards provided a team structure diagram of the lawyers in the Assembly’s legal team, showing its fourteen lawyers. 4. Matthew Richards explained that leadership for provision of legal advice is shared between: (1) Matthew Richards (Head of Legal Services) who manages matters such as the team, the budget, recruitment, work allocation, and ensuring legal advice and support is provided day- to-day, and (2) Elisabeth Jones (Chief Legal Adviser) who is the definitive source of legal advice for the Assembly, notably on complex and novel questions of law. 5. Matthew Richards explained that much of his department’s expertise and work was in relation to the law governing the Assembly’s constitution, and the law devolved to Wales. Whilst the department might undertake relatively straightforward ancillary legal work, given his team of fourteen lawyers could not be expected to hold up-to-date expertise across all areas of law, most general legal work such as commercial work (and all employment law) would be outsourced to specialist external solicitors. -

The dust is now starting to settle after the results of the General Election last week. The new Conservative majority UK Government have officially taken their seats, and after the result of the Election the Conservative Party now have a strong mandate for their legislative agenda for the next five years. Following a letter from the UK Government to devolved administrations, the Withdrawal Agreement Bill will be voted on today which changes domestic law to meet obligations in the EU Withdrawal Agreement. We will continue to work with our members and stakeholders to ensure that Brexit will not negatively impact on peoples health and wellbeing . Before the Election we attended the Wales Governance Centre’s annual lecture, Brexit, Devolution and the General Election. Former Permanent Secretary at the Department for Exiting the EU and head of the UK Governance Group in the Cabinet Office, Philip Rycroft, spoke about the impact of Brexit on inter-governmental relations within the UK and what Brexit means for the future of devolution. We also participated in a Brexit Health Alliance meeting where we discussed the next steps forward when negotiating future trade agreements and relationship with the EU. Last week, new statistics were released on the EU Settled Status Scheme. It showed that over 2.5 million people have applied across the UK, and over half of the EU nationals estimated to live in Wales (41,500 / 80,000) have applied. -

CITY AND COUNTY OF CARDIFF DINAS A SIR CAERDYDD COMMITTEE OF THE COUNCIL 25 April 2002 CABINET PROPOSAL AGENDA ITEM: School Organisation Plan 2002-2007 Background 1. Section 26 of the School Standards and Framework Act requires each local education authority to prepare and adopt a School Organisation Plan for its area. School Organisation Plans inform the local education authority and others about the need to add or remove school places within the local authority area. They are also intended to help Local Authorities and others to take a strategic view of the planning of school places across their area. 2. The School Organisation Plan presents information relevant to a five-year period following its publication each year, and is subject to review and revision on an annual basis. 3. The School Organisation Plan 2002-2007 for Cardiff (Draft for Consultation) was published on 1 October 2001 and over 500 copies were circulated to Council Members, School Governing Bodies and Headteachers and a wide variety of individuals and organisations. It was also made available for inspection in Council offices. The consultation period ran between 1 October and 3 December 2001. Arising out of this, 18 responses were received. 4. The draft plan has built on the 2001-2006 School Organisation Plan, drawing together demographic and other statistical information relevant to the planning of school places, including information about the demand for schooling in the primary, secondary, sixth form and nursery sectors, in specially resourced schools and units and for pupils who are out of school. DM – Justice and policing are discussed regularly in the scrutiny of local government finance matters. There are times that justice gets into general discussion in the Assembly, for example domestic violence, probation and the Berwyn super prison. It is an odd situation that there are not many quasi federal states that don’t have justice devolved. It is a political decision. Should we follow Northern Ireland and Scotland regarding local policing? There is not a strong intellectual argument against devolving justice and policing. DL – I agree. The simple answer is that the Assembly cannot formally scrutinise justice and 1 policing because they are not devolved, so we don’t have a process. It is a difficulty. Every other 999 service is devolved and there is an overlap with numerous other services that are devolved, such as social care, education, housing, health, mental health and drugs. So when people raise concerns about a lack of co-ordination of services between reserved and devolved matters they are right and the Assembly can’t fill the gaps. NH – It is inevitable if the devolution process isn’t reversed there will be a demand for increasing local decision making in relation to policing and justice. -
