We’ve partnered with Citi Bike to help you breeze through the Adventure Challenge and get some exercise while you’re doing it — first-timers get a free, 30-minute ride on a classic bike between October 19th and November 1st. You can check out and follow the Local Adventure Challenge here. 1. Take your first Citi Bike ride free Take a ride. Share this free first ride with friends and family! In order to redeem, you must download the Citi Bike app and click on the link again from your mobile phone. Ride with confidence. Taking a Citi Bike ride is easier than you think. Check out these tips to get riding: Grab an ebike. Citi Bike is rolling out thousands of new ebikes across the city. Ebikes offer an electric boost, making bridges and long trips a breeze. Just look for the (lightning bolt) in the app. It’s free to unlock an ebike with the Yelp pass and $0.15/minute (more info about ebikes here). Plan your trip. Use Citi Bike’s trip planner to plot the most efficient and bike-friendly route, see how many minutes it will take to get to your destination (it’s probably shorter than you think), and find the nearest bike to you. How Citi Bike is caring for the community. As NYC moves forward, Citi Bike is keeping your health and safety top of mind. How do I sign up? Only brand-new users of Citi Bike and the app can sign up for this promotion. Download the Citi Bike app. Tap the “First Ride Free” pass. Follow the instructions to complete your registration. Unlock your bike and ride! **New users only. Only valid for redemption within the Citi Bike app. Offer valid from October 19, 2020 through November 1, 2020 while supplies last. Must set up a valid Citi Bike account with a valid credit card. Limit one (1) free ride per account. Pass only applies to the Single Ride fare for Classic bikes up to 30 minutes, not to other fees and charges, such as ebike upgrade. Cannot be combined with other offers. Subject to Citi Bike Rental Agreement and Liability Waiver. 2. Bike the Hudson River Greenway The greenway along the Hudson River is one of the most popular places to ride Citi Bike. It offers beautiful water views and a dedicated bike path that is closed to car traffic. The two-lane bike path runs along the West Side of Manhattan, parallel to the Hudson River. Along the way you can check out The Highline, The Intrepid Sea, Air & Space Museum, One World Observatory or the 9/11 Memorial & Museum, Chelsea Piers, and Pier 40. 3. Enjoy dim sum in Chinatown One of Manhattan’s most vibrant neighborhoods is Chinatown, and dim sum is a cannot-be-missed activity! Nom Wah Tea Parlor has been serving dim sum on Doyers Street since 1920. You can order takeout and enjoy it in their small outdoor dining patio. We also recommend Jing Fong and Golden Unicorn for dim sum, and Joe’s Shanghai for soup dumplings. 4. Eat a New York City bagel Is it the water? The bagel bakers? Enjoy one of Manhattan’s most famed foods – the New York Bagel. We suggest Best Bagel, Ess-a-Bagel, and Tompkins Square Bagels + get your lox on at Russ & Daughters and Barney Greengrass. 5. Visit the historic Essex Market Essex Market is NYC’s most historic public market made up of many small vendors. Essex Market was once one of dozens of open-air pushcart markets, and thought to have officially established itself in 1888. In May 2019, Essex Market moved to a new home that lies at the corner of the Essex Crossing development project. Visit their new location and support this group of small and diverse vendors! 6. Take a ride on the NYC Ferry Take a ferry ride to Brooklyn, Governors Island, or Randalls Island. The six routes span over 60 nautical miles of waterways and will connect New Yorkers and visitors to the city’s waterfront communities – including neighborhoods, job centers, and parks. You can’t bring your Citi Bike on the ferry, so make sure to use the Citi Bike app to find stations nearby. As of October 4th, Citi Bike now has stations on Randalls Island too! 7. Have soul food in Harlem There’s no doubt Manhattan offers some of the best fried chicken in the world, and look no further than Harlem for a soul food paradise. Support these Black-owned institutions like Melba’s, Amy Ruth’s, Sylvia’s, and Red Rooster. 8. Order chicken and lamb over rice Street meat paradise? Have chicken and lamb over rice from one of Manhattan’s famous Halal street carts that began their rise to fame in the early 1980s. We recommend the original Halal Guys, Royal Grill Halal Food, The Casbah, and Zaiqa Halal Food Cart. 9. Walk the Union Square Greenmarket The Union Square Greenmarket attracts farmers and purveyors from all over the Northeast. From fresh buttermilk to hydroponic heirloom tomatoes, you can find it all. Don’t be surprised if you bump into some of Manhattan’s most notable chefs checking out produce if you make an early morning visit. 10. Have KBBQ in Koreatown Small but mighty, Koreatown is packed with KBBQ, Korean desserts, and karaoke. Koroyo Books opened in 1980 and paved the way for many Korean businesses to follow on 32nd Street. Enjoy some KBBQ with outdoor dining from Jongro, Let’s Meat, or Yoon Haeundae Galbi. 11. Enjoy a legendary doughnut Manhattan is packed with amazing doughnut shops from some of the most skilled pastry chefs in the world. It’s even home to possibly the most famous doughnut of them all, the cronut. October’s cronut flavor is hazelnut cappuccino filled with hazelnut ganache and cappuccino ganache, available at Dominique Ansel Bakery. Other notable Manhattan doughnut shops include The Doughnut Project, Dough, and Alimama. 12. Walk or bike the Brooklyn Bridge Partly in Manhattan and partly in Brooklyn, the Brooklyn Bridge delivers some of the most iconic views in NYC. Construction finished in 1883, and this mile long bridge took nearly 15 years to construct. Choose a day with beautiful weather, and either walk across or grab a Citi Bike to experience the Manhattan cityscape at its best. 13. Eat a bowl of NYC ramen Enjoy a legendary bowl of ramen from one of NYC’s famed establishments! After Momofuku Noodle Bar opened in 2004, the ramen scene exploded in Manhattan. We recommend Noodle Bar, Ippudo, Zen (only open for takeout), or Totto in Midtown and Totto in Hell’s Kitchen for outdoor dining. 14. Inside, the magnificent, brick-oven pizza comes to your table the same way it did over a century ago. It's simple, crusty and much beloved by the locals and tourists. Needless to say, wait times on the weekends can be quite long and a line of people usually curves around the door.     Chapter 9: Neighborhood Character A. INTRODUCTION As defined by the City Environmental Quality Review (CEQR) Technical Manual, neighborhood character is considered to be a combination of the many elements that creates each neighborhood’s distinct personality. These elements include land use, urban design, visual resources, historic resources, socioeconomics, traffic, and noise, as well as the other physical or social characteristics that help to describe the community. According to the CEQR Technical Manual, an assessment of neighborhood character is generally needed when the action would exceed preliminary thresholds in any one of the following areas of technical analysis: land use, urban design and visual resources, historic resources, socioeconomic conditions, transportation, or noise. An assessment is also appropriate when the action would have moderate effects on several of the aforementioned areas. Potential effects on neighborhood character may include: • Land Use. Development resulting from a proposed action could alter neighborhood character if it introduced new land uses, conflicts with land use policy or other public plans for the area, changes land use character, or generates significant land use impacts. • Socioeconomic Conditions. Changes in socioeconomic conditions have the potential to affect neighborhood character when they result in substantial direct or indirect displacement or addition of population, employment, or businesses; or substantial differences in population or employment density. • Historic Resources. When an action would result in substantial direct changes to a historic resource or substantial changes to public views of a resource, or when a historic resource analysis identified a significant impact in this category, there is a potential to affect neighborhood character. • Urban Design and Visual Resources.
