1.0 Introduction
A Development Application has been approved by Georges River Council for the construction of an approved mixed-use development at 282-290 Forest Road, Hurstville.
The development site is located within the Hurstville City Centre and consists of predominately commercial uses with lower ground floor and ground floor retail tenancies (Figure 1).
This report has been prepared by TTPA on behalf of Ganellen to allow an exclusion zone (see figure overleaf) for the increase of the on-site tower crane’s height. This report has been prepared and checked by engineers who hold the RMS Select/Modify Traffic Control Plans certification.

2.0 Approved Development
2.1 Site, Context, and Existing Use
The site (Figure 2) is located within the Hurstville City Centre at 282-290 Forest Road, Hurstville. The site has a site frontage along Forest Road and Humphreys Lane along the southern and northern boundary respectively.
The site is classified as B3 Commercial Core and is currently occupied by retail uses. The surrounding properties near the site are predominately mixed commercial and retail uses, with a Westfield Shopping Centre and Coles Supermarket located to the east of the site.
The site has convenient access to the public transport being within a 200-metre radius from the Hurstville Railway Station and the bus interchange to the south and east of the site respectively.
2.2 Approved Development
It is proposed to demolish the existing buildings on the site to construct a 12-storey (plus one roof/plant) mixed-use development at 282-290 Forest Road, Hurstville, comprises of:
Commercial 9,679 m2 GFA Retail 1,776m2 GFA Total 11,455m2 GFA
A single two-way vehicle crossover is proposed on Humphreys Lane, just south of Crofts Avenue to provide access to the internal car park of the development. The Approved Development provides four basement levels of parking comprised of 89 car parking spaces and two loading spaces. Details of the approved development scheme are provided on the drawings prepared by PTW Architects which accompany the Development Applications and are reproduced in part in Appendix A.

3.0 Existing Road Network and Traffic Conditions
3.1 Road Network
The existing road network serving the site comprises:
❖ Forest Road – is a one-way local road and is the main retail shopping strip of the Hurstville Town Centre. It is generally aligned in a north-west to south-east direction with a speed limit of 50km/h. The road is configured with one 2.8-3-metre wide trafficable lane with indented kerbside parking provided on both sides of the road. Parking is generally well utilised along this road, particularly in the daytime.
❖ MacMahon Street - a local road and is aligned in a north-east to south-west direction. It is a two-way road configured with a two-lane, 13-metre-wide carriageway. South of Dora Street-Barratt Street, MacMahon Street comprises of 10 1P time-restricted parking on the western side of the road and bus zones on the eastern side of the road. It has a posted speed limit of 40km/h.
❖ Woodville Street - a one-way southbound local road and runs parallel to MacMahon Street. The road is configured with two bus only lanes for the Hurstville Interchange with one lane serving Bus Stand A for buses travelling east on Forest Road and one lane serving Bus Stand A for buses travelling west on Forest Road.
3.2 Traffic Controls
The existing traffic controls which have been applied to the roads in the vicinity of the site include:
❖ the priority intersection of Forest Road and MacMahon Street
❖ the signalised intersection of Forest Road with Woodville Street and Forest Road
❖ the signalised midblock pedestrian crossing facility on Forest Road just to the west of the site
❖ the various marked foot crossings across Forest Road and MacMahon Street

❖ the 50kmph along Forest Road and 40kmph speed restriction on the other local roads in the surrounding area
3.3 Traffic Conditions
GTA Consultants’s traffic report indicated the following 2016 peak traffic volumes on Forest Road to the east of the site frontage estimates a low peak traffic volumes of 145 vehicles during the AM peak hour.
A review of the most recently published RMS data of a nearby count station along Stoney Creek Road, west of Illawarra Parade indicate that the traffic volumes between 11.30 pm Saturday and 5.30am on Sunday will be some 21% of the AM peak hour traffic.
As such, it is expected that the traffic volumes along Forest Road during the overnight crane work will be minor - approximately 31 vehicles per hour.
With the recent NSW shutdown, only supermarkets, butchers, bottle shops, petrol stations and convenience stores will remain open during the day. In addition, all the businesses along Forest Road will be closed with supermarkets and convenience stores be closed by 9pm on Saturday.
As such, very low traffic is also expected along Forest Road during the proposed closure on a Saturday’s night and Sunday.
3.4 Transport Services
The site is well serviced by high-frequency public transport services being located within convenient proximity to the Hurstville Bus Interchange and Hurstville Railway Station. The Hurstville Railway Station is serviced by the Illawarra line and provides direct access to the Sydney CBD, and on to Bondi Junction and the eastern suburbs. The Hurstville bus interchange is serviced by over 20 bus routes run by the Punchbowl Bus Company, Sydney Buses and Transdev NSW.

3.5 Walking Facilities
The surrounding area experiences high levels of pedestrian activity because of the surrounding commercial and retail land uses, as well as its proximity to the bus interchange and railway station. As such, the area surrounding the site has well- established pedestrian facilities with good connectivity and access to the bus interchange and train station.
Several signalised and marked pedestrian crossings are provided along Forest Road.
3.6 Cycle Facilities
No dedicated signage or line marking has been provided to indicate any cycle routes in the immediate vicinity of the site. However, in accordance with the following Hurstville City Council Cycleways map, several on-road cycle routes exist in the immediate vicinity of the subject site, running along Forest Road, MacMahon Street and Park Road.

3.0 Proposed Construction Scheme
3.1 Construction Program
The crane work will be carried out over a total of 3 nights and a minimum period of 8 hours for each jump (subject to Council and ROL application approval and as a separate application) on the following dates and time:

It is noted that the above dates are subject to change based off progress on site.
It is anticipated that there will be up to 15 workers on site at any one time during the crane work works.
It is noted that the closure is only required to allow an exclusion zone while the works are taking place on site. The works will require the full closure of Forest Road between MacMahon Street and Forest Road as well as the partial road closure of the southbound lane of MacMahon Street between Dora Street-Barratt Street and Forest Road.
3.2 Construction Vehicles
There will be no heavy vehicle movements in and out of the exclusion zone during the

3.4 Pedestrian and Cyclist Management
During the crane work, construction fencing/pedestrian barricades will be installed around the work area to maintain safety for pedestrians at all times. During the full road closure, the footpaths on the south-western frontage of the site along Forest Road will be required to be temporarily closed for the works.
As such, pedestrians are proposed to be channelised to the footpaths along the south- western side of Forest Road via pedestrian barricades. Pedestrian movements in the immediate vicinity of the exclusion zone will be monitored by on-site personnel to ensure no trespassing.
No vehicle will enter or exit the exclusion zone at the Forest Road.
With the recent shutdown and social distancing restrictions, all businesses in the vicinity of the site including supermarket and convenience stores are not operating between 9pm Saturday and 8am Sunday, very low pedestrian traffic are expected. Therefore, there is no need for traffic controllers to manage pedestrians and there will be minimal adverse effects expected by this footpath diversion.
Similar to other vehicles, cyclist along Forest Road will be detoured onto Dora Street or Park Road.
3.5 Traffic Guidance Scheme
The TGS presents the principles of traffic management, with the detailed information for work site operations is contained in the Roads and Maritime Services Traffic Control at Work Sites Technical Manual Version 3.0 dated 27 July 2018. The control of traffic at work sites must be undertaken with reference to WorkCover requirements and Ganellen Workplace Health and Safety Manuals.
The TGS is prepared by a Certified Traffic Controller (under RMS regulations) in

3.6 Public Notification
To provide on-street parking users with advanced warning of the Forest Road full road closure at the site, signs indicating “No Parking 9 pm Sat – 9 am Sun” will be provided along with the on-street parking spaces of Forest Road within the exclusion zone.
The applicant would have to appoint communications consultant to prepare notification letters, under the approval of Council, that would be delivered to nearby properties, to advise of the construction works and timing thereof. The letters would advise properties along Forest Road to schedule deliveries outside the proposed overnight work hours for the full road closure (where practical).
3.7 Occupational Health and Safety
Any workers required to undertake works or traffic control shall be suitably trained and will be covered by adequate and appropriate insurances. All traffic control personnel will be required to hold RMS accreditation in accordance with Section 8 of Traffic Control at Worksites.
3.8 Workers’ Site Induction
All workers and sub-contractors employed on the site will be required to undertake a formal ‘site induction’ process prior to the undertaking of any task, and all the inductions will be performed specifically to each trade according to Workcover OH&S requirements. During the conduct of this program, workers will be advised that parking will not be provided on-site. All vehicles associated with the development shall be parked wholly within the exclusion zone. All site workers are to park in an off-street areas or be encouraged to use public transport and not park on the public road".
Timetables for all bus and train routes servicing the site will be provided for the perusal of workers during induction.

4.0 Traffic and Parking Impact Assessment
4.1 Impact on Public Transport Services
There will be no impact to existing bus services using Forest Road along the southern boundary of the site. The proposed construction works are proposed to be completed between 11.30 pm Sunday and 5.30 am Monday when there is no bus operating along Forest Road.
4.2 Impact on On-Street Parking
The full closure of Forest Road would result in the temporary loss of the following on- street parking spaces:
• Ten time-restricted spaces • Seven loading spaces • One emergency space • Six taxi zone spaces
This equates to a total of 24 parking spaces.
The applicant will liaise with TfNSW to provide temporary signage within the station and the existing taxi zone along Forest Road indicating the temporary removal of the six taxi zone spaces and redirect taxi users to the existing kiss and ride zones along the northern side of Ormonde Parade.
Site observations on the publicly available car parking along Forest Road indicates that there is a relatively lower demand for on-street parking between 11.30 pm Sunday and 5.30 am Monday. This is due:
• No bus services • Reduced train frequencies

• Non-trading/operating hours of the majority of businesses along Forest Road.
As such, the temporary loss of parking spaces can be easily accommodated within existing on-street parking spaces and public carpark. Overall, the temporary overnight closure of Forest Road would present a minor impact to the existing on-street parking conditions.
4.3 Emergency Vehicle Access
Access to the site and neighbouring sites by emergency vehicles would not be affected by the proposed exclusion zone on Forest Road. Emergency protocols on the site would indicate a requirement for the on-site personnel to assist with emergency access from Forest Road and MacMahon Street on the western closure.

Thus, there would be no adverse impacts on the provision of emergency vehicle access to the site or other neighbouring properties as a result of the proposed construction activities.
