MINUTES OF THE SENATE JUDICIARY COMMITTEE

The meeting was called to order by Chairperson at 10:30 am on Thursday, January 24, 2019, in room 346-S of the Capitol.

Request for Bill Introductions Chair Rick Wilborn opened the meeting by asking for any requests for bill introduction.

Senator requested introduction of 19rs0355 Enacting the uniform partition of heirs property act. Senator moved to accept the request; seconded by Senator Mike Petersen; motion was passed by voice vote.

Phillip Cosby, American Family Action, requested introduction of 19rs0293 Changes to the citizen grand jury provisions. Senator Randall Hardy moved to accept the request; seconded by Senator Eric Rucker; motion was passed by voice vote.

Greg Smith, Sheriff's Liaison/Special Deputy for Government Affairs, Johnson County Sheriff's Office requested introduction of 19rs0119 Creating a procedure for an owner to recover misappropriated property from pawnbroker or precious metal dealer. Senator Eric Rucker moved to accept the request; seconded by Senator Mike Petersen; motion was passed by voice vote.

Greg Smith, requested introduction of 19rs0208 Enhancing penalties for offenses causing death or serious bodily injury to public safety sector employees. Senator Eric Rucker moved to accept the request; seconded by Senator Senator motion was passed by voice vote.

Amy Raymond, Director of Trial Court Programs and Chris Mechler, Court Services Officer Specialist, Office of Judicial Administration. Addressed the Judicial Branch's role in overseeing CASA programs, Citizens Review Boards dispute resolutions referred by courts, Child Support Guidelines and court services officers.

Question and discussion by Senator Randall Hardy.

Shawn Jurgensen spoke about a task force examining procedures pretrial admission in Kansas.
