ROLL CALL Environmental Commission Chair Cucco called the Commission to order at 6:30. Five of eight active commissioners were present; four constitutes quorum. Commissioners Lanez, Mirescu, and Solowsky were absent. Takeya Meggett has moved out of state and has therefore resigned from the Commission. Due to three expired terms, the Commissioners were under the impression that there was no quorum and therefore no votes were taken throughout the meeting. However, it has since been confirmed by the City Clerk’s Office that members are allowed to remain on the board until their successor is appointed.

ANNOUNCEMENT OF PUBLIC NOTIFICATION Due to the impression that there was no quorum, no announcement of public notification was made. However, notice was made on November 14 to the Jersey Journal, Hudson Reporter, and the City Clerk.

APPROVAL OF PREVIOUS MINUTES Due to the impression that there was no quorum, previous meeting minutes were not approved.

COMMUNICATIONS TO THE ENVIRONMENTAL COMMISSION Communications regarding development projects were provided to the Commissioners.

SCHEDULED SPEAKER Jersey City Stormwater Issues – Moriah Kinberg and Lindsey Sigmund  Moriah Kinberg of NJ Future and Lindsey Sigmund of the Jersey City Division of Planning spoke to the Commission on behalf of START, the Jersey City Stormwater Treatment And Resiliency Team.  They spoke about the Jersey City’s efforts to reduce localized flooding and combined sewer overflows through green and gray infrastructure.  They also spoke about the City’s new Long Term Control Plan, which is currently being drafted and will be finalized by July 1st 2020 with approval by the DEP.  Currently 20-30 potential plans are being evaluated, and 5-6 plans must be selected for further investigation by July 1st 2019. From these plans, one will be selected by July 1st 2020 for implementation. o In order to engage the Jersey City community, the JCMUA will be launching an informational website and host 3 public meetings aimed at receiving feedback from the community in early 2019.

OLD BUSINESS Boonton Reservoir Public Access  Keith Donath of the Mayor’s Office gave an update on the Reservoir. o Improvements are being made to the dam and other infrastructure at Boonton Reservoir. o These improvements aren’t directly related to the access agreement. o OSI is still in the process of reviewing bids to complete work associated with drafting a Management Plan; therefore, there are no substantial updates at this time. North Bergen Liberty Generating Project Update  No updates have been received regarding whether the JC City Council will be proceeding in voting on the Resolution Opposing the Gas-Generated Power Plant in the Meadowlands.

NEW BUSINESS Plastic Bag Ban Update  Kate Lawrence of the Office of Sustainability gave an update on the Jersey City Bag Ban o The ban goes into effect June 28th, 2019 o It affects all retail stores, including restaurants and grocery stores o There is an exception for food trucks o Plastic bags must be at least 2.25 mils think and be able to be reused and cleaned multiple times o Paper bags must be 100% recyclable and made of at least 40% recycled materials o There is no fee involved. o The City will be sending out information to businesses in January 2019 o The Office of Sustainability will also be doing a campaign to get people to stop using so many disposable items. The campaign will be B.Y.O. Jersey City and it will take place in February/March 2019
