NOTICE OF RACE

1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 National prescriptions will apply. For Rule 40 PERSONAL FLOTATION DEVICES; LIFE-SAVING EQUIPMENT, add on after the rule, the following: - ‘SingaporeSailing prescribes that every boat shall carry life-saving equipment conforming to Singapore government regulations that apply in the racing area.” 1.3 RRS Appendix P, Special Procedures for Rule 42, will apply. 1.4 For the medal race, the sailing instructions of Addendum Q take precedence over any conflicting instructions. 1.5 If there is a conflict between languages the English text will take precedence.

2 ADVERTISING Advertising will be restricted to ISAF Regulation 20.

3 ELIGIBILITY AND ENTRY 3.1 The regatta is open to all boats of the classes/events as stated in NOR 4.1. 3.2 All Singaporean competitors except parents sailing SB20 are required to have at least an SSF Opti-Racer Certification or a SSF Proficiency Level 1 for single- handed dinghy sailors. Double-handed sailors will require at least a Dinghy Proficiency Level 2 certification. Windsurfers will require a Windsurfing Proficiency Level 1 certification. 3.4 Competitors except parents sailing SB20 must be a member of an affiliated club. 3.5 A minimum of 6 entries in each class is required to form an event. If the minimum number of entries is not received for any particular class, the decision to allow the event to be included will be at the discretion of the Organising Authority. 3.6 Eligible boats may enter by completing the attached form and sending it together with the required fee by 2 Jun 2017 to:

4 FEES 4.1 Required entry fee inclusive of entry to Sailors’ Party on 10 Jun 2017 and event polo-tee is as follows:

5 COMPETITION FORMAT 5.1 a) The regatta will consist of an opening series and a medal race for all classes racing in Part A (7-11 Jun 2017).

b) For the opening series, twelve (12) races are scheduled. A minimum of eight (8) races are required to be completed to constitute an opening series for an event in order for the top 15 finishers to advance to the medal race.

5.2 The regatta will consist of a single series for all single-handed and windsurfer classes racing in Part B (10 & 11 Jun 2017). Seven (7) races are scheduled for the single series.

5.3 a) The regatta will consist of an opening series and a final series for the Tertiary Challenge (Pacer) and Parents Race (SB20).

b) For the opening series, six (6) races are scheduled. For the final series, three (3) races are scheduled.

6.3 The scheduled time of the warning signal for the first race each day is 1100h. 6.4 Optimist sailors listed in the SingaporeSailing Optimist Gold Fleet ranking list (as of 24 May 2017) shall sail as one fleet for the entire event. All other sailors in the national ranking shall sail in the Optimist Silver Fleet. International entrants who are not on the national ranking will be allocated to either the Gold or Silver Fleet at the Organising Authority discretion based upon their own national ranking and previous result history.

7 SAILING INSTRUCTIONS The sailing instructions will be available after 25 May 2017 at National Sailing Centre or you can download from http://sailing.org.sg/events/

8 VENUE 8.1 Attachment 1 shows the location of the regatta centre. 8.2 Attachment 2 shows the location of the racing areas.

9 THE COURSES 9.1 For all classes except the Optimist class, the diagrams in Attachment 3 show the courses, including the order in which marks are to be passed and the side on which each is to be left.

9.2 For the Optimist Gold Fleet, the diagram in Attachment 4 shows the course, including the order in which marks are to be passed and the side on which each mark is to be left.

9.3 For the Optimist Silver Fleet, the diagram in Attachment 5 shows the course, including the order in which marks are to be passed and the side on which each mark is to be left.

9.4 For medal races and final series races, the diagram in Attachment 6 shows the course, including the order in which marks are to be passed and the side on which each mark is to be left.

10 PENALTY SYSTEM For the 29er class, rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

11 SCORING 11.1 At least 5 races are required to be completed to constitute a regatta. 11.2 At least 8 races are required to be completed to constitute an opening series. 11.3 (a) When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores. (b) When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. However, the score(s) from the Medal Race and Final Series, if any, will not be excluded. (c) In medal races, a boat’s score shall be double the number of points specified in RRS Appendix A4.1, and the score for that race shall not be excluded from the series score. (d) Ties in the series score between boats with different medal race point scores shall be broken in favour of the boat that scored better in the medal race. This changes RRS Appendix A8. (e) The boats assigned to compete in the medal race will be ranked highest in their fleet, except boats disqualified from the medal race under RRS 5 or RRS 69. (f) A boat assigned to compete in the medal race shall make a genuine effort to start, sail the course and finish. A breach of this paragraph shall not be grounds for a protest by a boat. This changes RRS 60.1(a). The penalty for a breach of this paragraph will be ranking the boat 15th in the regatta. If there are two such boats, they will be ranked 14th and 15th, in order of their opening-series ranks, and so on. This changes RRS A2.

12 SUPPORT BOATS Support boat regulation shall apply. A copy of the regulation will be posted on the official notice board.

13 BERTHING Boats shall be kept in their assigned places while they are in the boat park.

14 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

17 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

18 INSURANCE Each participating boat shall be insured with valid third-party liability insurance.

19 MEDIA RIGHTS, CAMERAS AND ELECTRONIC EQUIPMENT 19.1 By participating in an event, competitors automatically grant to the Organising Authority, their sponsors, the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation.

19.2 Boats may be required to carry cameras, sound equipment and positioning equipment as specified by the Organising Authority.
