The Netherlands Institute of Government (NIG) is an interuniversity research school in which twelve universities participate. NIG coordinates and encourages research in the area of public administration and political science and offers a training programme for PhD-students. In 2012 the research school received accreditation for a fourth term of six years from the Royal Netherlands Academy of Arts and Sciences (KNAW). In 2019 the research school will undergo an accreditation by the European Association for Public Administration Accreditation (EAPAA).

3 PREFACE

This annual report contains information on the major activities of the Netherlands Institute of Government (NIG) in 2017 and 2018. The reader will find information on both our training programme and research activities. Also several output indicators are reported. The information about 2017 and 2018 has been combined to make the annual report more up to date and relevant. The financial reports are published separately.

4 2017 & 2018: A BRIEF OVERVIEW

In 2017 the number of standard and senior NIG-members was 220, while the number of PhD members was 129. In 2018 the number of standard and senior members was increased to 248, while the number of PhD members slightly decreased to 122.

NIG coordinates and stimulates research in the areas of public administration and political science. There are four main research themes that receive substantial and common attention: - Multi-level governance and Europe - Multi-actor governance in complexity - Political institutions and democracy - Public Management

These main themes are guiding in NIG’s research activities for the period 2012-2017. Further details can be found in NIG’s ‘Scientific Mission and Research Programme 2012-2017’. Although the Research Programme is no longer in force for the period after 2017, the results for 2018 are still presented on the basis of this categorisation in this annual report.

As of September 2015 the NIG curriculum has undergone major changes. The new curriculum offers more flexibility, and is better geared to the situation of PhD candidates on a three year Research Talent grant and other three year promotion arrangements. The details of the amended Netherlands Institute of Government (NIG) curriculum are provided in the course guide.

In 2017 and 2018 cooperation with foreign universities were further intensified to enable the exchange of courses for PhD students from NIG and abroad. NIG aims to expand the number of international cooperation in the near future.

In 2017 at the annual conference in Maastricht, Prof. Dr. Menno Fenger (Erasmus University Rotterdam) was awarded the prize for ‘best supervisor’, following a nomination procedure organized by the NIG PhD council. In 2018 the chair of the PhD council presented the award for ‘best supervisor’ at the annual conference in The Hague to Prof. Dr. Sandra Groeneveld ().

In 2017 and 2018 the annual contribution consists of a fixed part (€ 2500 per university) and a fee per staff member who is a member of NIG (€ 675 per member). Tuition fees amounts to € 1.700 per student who takes the full training programme.

5 RESEARCH COLLOQUIA Research Colloquia have been established to fill ‘the gap’ which exists between finishing NIG coursework and completion of the dissertation. Colloquia help to improve the interaction between junior and senior researchers from all member institutions. Moreover, they can lead to interesting and relevant academic outputs, such as scientific publications and new networks. Guidelines on how to establish a new colloquium are published on the website.

In 2018 one new colloquium has been established:

- Colloquium on critical and interpretive public administration. Chaired by Lars Dorren (University of Antwerp), Lianne Visser (Radboud University), Dr. Mark van Ostaijen (Tilburg University), Dr. Shivant Jhagroe (University Leiden), Dr. Eva Wolf (Tilburg University), Prof. Dr. Willem Trommel (VU Amsterdam), Dr. Merlijn van Hulst (Tilburg University), Joram Feitsma (Utrecht University) , Erik-Jan Dorp (Utrecht University)

The other colloquia in 2017 and 2018 were:

- Colloquium on Energy and Climate Governance. 6 TRAINING & COURSE EVALUATIONS In 2017 the curriculum consists of a combination of mandatory courses and electives. PhD's also have the possibility of taking external courses (not provided by NIG) as electives. These electives allow students to acquire state-of-the-art knowledge on a specific topic, or to develop specific methodological skills and training in specialised research methods. Further details on the curriculum can be found in the course guide.

The participants in the 2016/2017 and 2017/2018 NIG courses assessed the courses individually, using a form with different questions, to be rated at a five-point grade scale. The table below shows the number of students who participated in the various NIG courses and the result of their assessment, based on several questions on the contents of the course.

8 ANNUAL WORK CONFERENCE 2017 On November 9 and 10, 2017 NIG held its Annual Work Conference in Maastricht in cooperation with Maastricht University. During the plenary session Thursday afternoon, Prof. Dr. Michael Shackleton held a keynote speech. In the afternoon and on Friday morning 13 (parallel) workshops were held with paper presentations and discussions:

10 ANNUAL WORK CONFERENCE 2018 On November 1 and 2, 2018 NIG held its Annual Work Conference in The Hague at the Leiden University Campus. The number of panels at this conference was 14. During the plenary session Thursday afternoon, Prof. Dr. Jet Bussemaker held a keynote speech. SUMMARY OF OUTPUT1

Table 5 presents an overview of scholarly publications in 2017, both international and Dutch, for each subtheme of the research program. The number of researchers per subtheme is included as well. A distinction is made between articles (in refereed journals), books (author and/or editor) and book chapters. In this table we include only scientific publications; for an overview of all publications, including professional ones, please see the separate appendix to this report. Table 6 presents a similar overview of publications in 2018.

In 2018 NIG researchers2 produced in total 309 scholarly publications, compared to 250 publications in 2017. The percentage of journal publications is 66% of all scientific publications (in 2017 61%) The percentage of international publications on the total of publications in 2018 is 85%, compared to 87% in 2017. The number of international journal articles is 185 in 2018 (74% of all scientific publications) compared to 140 in 2017 (60% of all scientific publications),

16 PH.D RESEARCH IN PROGRESS

In 2017 and 2018 30 new PhD-students started working on their thesis, whereas 30 finished their thesis. This made the total number of PhD students working on a thesis at the end of 2018 122 (see table below).

20 ORGANISATION & FINANCES ORGANISATIONAL STRUCTURE NIG is an interuniversity research school in which twelve universities participate. In 2017 and 2018, NIG was led by the scientific director Prof. Dr. Bas Denters, assisted by Dr. Minna van Gerven (until 1 September 2018), executive director. From 1 September 2018 Dr. Maurits Sanders has succeeded Dr. Minna van Gerven. The NIG office was located at University of Twente. Support was provided by Seeta Autar (bureau manager) and Rick Buursink (student-assistant).

The activities of NIG are supervised by a board and an advisory council.

BOARD The NIG board meets twice a year and is among other things in charge of approving the annual budget and annual report, advising on the appointment of NIG’s scientific director and the members of the advisory council and international advisory committee.
