‘Local Plan’ will be:

• Local Plan Part 1 – development strategy + strategic allocations

• Local Plan Part 2 – smaller allocations + development management policies

Neighbourhood Plan – Denmead allocations/policies Winchester Local Plan = LPP1 + LPP2

Part 1: Part 2: Joint Core Strategy Development Management and Site Allocations Spatial Strategy • Winchester Town Policies & Allocations • Market Towns & Rural Area MTRA2 Settlement Allocations & Policies • South Urban Review Allocations Areas (N. Whiteley & WoW) Core Policies  Active Communities Housing Location, Open Space, Travellers  Prosperous Economy Town Centres; Rural Development  High Quality Environment Development principles, Design, Environ Protection, Landscape, Heritage  Infrastructure & Implementation, Monitoring Implementation

Local Plan Housing Requirements

LPP1 Housing Provision (2011-2031):

• 12,500 dwellings - Winchester Town 4,000 - Urban Areas 6,000 - Market Towns & Rural Area 2,500

• 8,000 in the strategic development areas: – North Winchester (2,000) – West of (2,500) – North Whiteley (3,500)

• Remaining 4,500 – LPP2 policies / allocations in Winchester Town (2,000) and larger villages (2,500) Winchester Town

• Development needs – conclusion no additional greenfield sites needed • Town Forum’s Vision for Winchester

• Views & key historic features • Site allocations: – Silver Hill – Station Approach Development Principles – Carfax & Cattlemarket

• Stanmore & Planning Frameworks • Houses in Multiple Occupation

Market Towns & Rural Area

• South Downs National Park not covered • Development in larger villages (MTRA2) – Bishops Waltham, - 500 dwellings each – , , , Waltham Chase, Wickham – 250 dwellings each • Denmead (Neighbourhood Plan) • Smaller villages (MTRA3) • Countryside / rural area (MTRA4) LPP2 Content: South Hants Urban Area (Chapter 5)

• Most development allocated by LPP1 (West of Waterlooville and N. Whiteley) • ‘Saved’ policies from 2006 Local Plan Review have been reviewed • 2 allocations at Whiteley carried forward: Whiteley Green (housing), Little Park Farm (employment) LPP2 Content: Development Management (Chapter 6)

• LPP1 already covers various matters adequately (e.g. affordable housing, flooding) • Others need more detail + ‘saved’ policies reviewed LPP2 • The ‘Development Plan’ is LPP1 and LPP2 policies as a whole • Policies grouped by Community Strategy themes – active communities, economic prosperity, high quality env’t LPP2: Supplementary & Background Documents
