These events are closed to the general public. Acceptable persons inside buildings include exhibitors, their agents and agent's assistants, owners of entered , event officials, event staff, club members, and vendors providing goods and services at event.

GENERAL REGULATIONS -Adhere to all rules and regulations provided for event, including posted signage on show grounds. -Any arguing, abusive language or failure to follow rules or directions of venue staff, event committee, club members, event officials, or any other persons of authority for the event, will result in ejection from show grounds without refund of any fees and forfeiture of all parking privileges, and may be subject to a Bench Show Committee hearing. -No flexi-leads in any buildings. -The show buildings are designated as NO SMOKING areas. -State laws regarding handicapped parking must be observed and will be enforced. -Trophies unclaimed by the time Best in Show is awarded will be forfeited. No trophies will be mailed.

SPECIAL REGULATIONS FOR THIS CLUSTER -No congregating/socializing ringside. -No human or canine strollers permitted in buildings where there are rings. -NO RINGSIDE CRATING, CANINE STROLLERS, WHEELED CRATES, or CRATES ON DOLLIES. -No crating or grooming permitted indoors other than in the Reserved indoor crating/grooming areas. -All other set ups and grooming is outdoors, vehicle side. Bring your own equipment. Personal EZ-Ups, generators, and blow dryers are permitted outdoors vehicle side. -No outdoor grooming tents will be provided. -No ringside seating, including personal chairs. -All dogs & people must leave buildings immediately after Best in Show daily. NO DOGS in buildings overnight. -All equipment must be removed from buildings immediately after Best in Show on Sunday, April 18, 2021. -The show site has vast amounts of beautiful grass areas to walk dogs. PLEASE PICK UP AFTER YOUR DOGS. Club and event staff will not be picking up the grounds.

4 NON-RV PARKING – Free – No parking pass required.

RV PARKING (see RV Parking Reservation Form) -Reserved: $50 per night; If not reserved: $60 per night upon arrival -Limited hook ups. Plenty of RV parking without hook ups. -Campers will have access to the Expo Center’s indoor restrooms and showers. -RVs accepted onto grounds from 12:00 Noon until 10:00 pm on Tuesday, April 13, 2021. On show days, RVs accepted 6:30 am until 10:00 pm. Parking will be directed by site control. Violators agree to pay the cluster $100 in addition to any parking fees and may be required to move. -RVs must be removed from the show site by 8:00 PM, Sunday, April 18, 2021.

RESERVED INDOOR CRATING/GROOMING – (see Form) -Deadline is MARCH 31, 2021. -SET UP is after 3:00 PM on Tuesday, April 13, 2021, until 9:00 PM. -SEE FORM for details and policies regarding indoor crating/grooming. -Electric is included (as available) with reserved crating. Crate fans permitted for dogs. -NO DRYERS OF ANY KIND. -NO DOGS PERMITTED IN BUILDINGS OVERNIGHT. All dogs must be removed from buildings immediately after Best in Show each day.

BATHING STATION & OUTDOOR BLOW-DRYING AREA (Free of Charge)- Available beginning Tuesday, April 13, 2021- -BATHING AREA: A bathing area will be provided with hot and cold water via a hose, no tub. You must provide your own table (if standing dog on table while bathing) and supplies. First come first served. - BLOW DRYING AREA: An outdoor pole barn (roof covered, concrete floor) will be available free of charge on a first come first served basis for blow drying dogs, free electric provided as compliments of the cluster kennel clubs. It will accommodate several dogs at a time. Bring your own equipment. Please immediately remove your dog and all equipment as soon as you are done so others can also utilize this service. If equipment appears to have been left unattended for some time, it will be removed by the show committee and moved to outside of the pole barn in order for others to use this service. No equipment may be left set up in this area after you are done drying your dog. Finishing grooming must be done elsewhere. PLEASE MAINTAIN SOCIAL DISTANCING WHILE USING COMPLIMENTARY DRYING AREA.

RING PROCEDURES Ring procedures are subject to change, depending on COVID guidelines. However, at this time: -The breed judging format will be a “show and go”. Arrive at your ring no more than 15 minutes prior to your scheduled judging time and exit the building upon completion of your participation. -Each ring will have an entrance and exit gate. -Armband numbers will be available for pick up at your ring. Please note what armband numbers you need to pick up at the steward’s table to reduce dependence on shared catalogues. You will not be permitted to use the steward’s catalogue. -Ribbons and trophies will be available ringside when exiting the ring. -Group Judging: Dogs to be judged in Group competition may re-enter the building no more than 30 minutes prior to their group.

5 BLUE & GRAY CLUSTER DOG SHOWS - Effective April 13-18, 2021, Lebanon, PA COVID-19 PROTOCOLS

1. Cooperation and following instructions and directions of all venue staff, event committee, club members, event officials, or any other persons of authority for the event is required. 2. DUE to COVID-19 BE AWARE. The Governor of Pennsylvania, or Lebanon County mandates may change and will be enforced. All current state, city, county, and local guidelines must be followed by everyone in attendance at these events. COVID protocols could change at any time. 3. THIS EVENT IS CLOSED TO THE PUBLIC. 4. A wrist band will be given to each person after a signed COVID waiver is submitted BEFORE ENTRANCE IS PERMITTED ONTO THE SHOW GROUNDS. The wrist band must be worn at all times during the cluster, both indoors and outdoors on show grounds. There will be NO ADMITTANCE to the show site property without a wrist band. NO EXCEPTIONS. 5. All directional signs for building entry and exit must be adhered to. 6. Face masks MUST be worn at all times when on show site property, both indoors and outdoors, per PA Covid protocols, NO EXCEPTIONS. If a face shield is worn, a mask must also be worn. Masks MUST cover the nose and the mouth. IF YOU CANNOT WEAR A FACE MASK AT ALL TIMES INDOORS AND OUTDOORS, STAY HOME. MASK WEARING WILL BE ENFORCED. REFUSAL TO COMPLY WITH SHOW COMMITTEE AND/OR EVENT STAFF MAY RESULT IN BEING DIRECTED TO LEAVE THE SHOW GROUNDS AND/OR SUBJECT TO DISCIPLINARY ACTION IN ACCORDANCE WITH AKC's "DEALING WITH MISCONDUCT" BOOKLET. 7. Social distancing will be enforced as is consistent with protocols in effect at the time of the event. 8. Sanitize hands as frequently as possible. 9. Avoid shaking hands, hugging or physical contact with people and avoid touching dogs that are not your responsibility. 10. ALL dogs and people MUST leave the building immediately upon completion of your participation in breed competition. Dogs qualifying for Group may re-enter 30 minutes prior to their Group judging. 11. Social distancing is required at all show rings. 12. NO chairs allowed ringside. NO chairs allowed in any areas of show ring buildings except for officials and event staff. 13. NO fans are allowed ringside. 14. NO crating in any parts of the show buildings.

Due to the COVID-19 pandemic, the Blue and Gray Cluster is following PA COVID-19 protocols to serve in the best interest of all attendees.

Symptoms of COVID-19 may include: Fever or chills, cough, shortness of breath or difficulty breathing, fatigue, muscle or body aches, headache, new loss of taste or smell, sore throat, congestion or runny nose, nausea or vomiting, diarrhea, etc.

By signing this waiver, I agree to the following: G I understand the above symptoms and affirm that I, and my household members, do not have and am not experiencing the symptoms listed above within the last 14 days. G I affirm that I and those in my household have not been diagnosed with Covid-19 in the past 30 days. G I have not knowingly been exposed to anyone diagnosed with COVID-19 within the past 30 days. G I affirm that I have not traveled outside of the country within the past 30 days. G I understand that the Centers for Disease Control (CDC) has stated that there is evidence that persons with COVID-19 may be asymptomatic or pre-symptomatic, and that the virus may be transmitted to others by me if I am such a carrier. The Harrisburg Kennel Club, Lebanon County Kennel Club, and Mason & Dixon Kennel Club reserve the right to decline future entries from the offending party in accordance with the provisions of Chapter 11, Section 15 of the Rules Applying to Dog Shows.

8 BLUE & GRAY CLUSTER 2021 - RV PARKING RESERVATION FORM ALL RV PARKING RESERVATIONS MUST BE MADE THROUGH HARRY MILLER, KIARRY ENTERPRISES Parking of RVs Will Begin at 12:00 Noon, Tuesday, April 13, 2021 Anyone attempting to park themselves prior to 12:00 Noon, April 13, 2021 will be required to move as directed by site control and may be required to pay additional fees as outlined in the premium list. On show days, RV parking will be 6:30 am until 6:30 pm.

Payment and reservation form are due together by March 31, 2021. Persons wishing to reserve adjoining spaces must send their forms and payment in the same envelope.

Limited hook ups (about 60 spaces) with electric and water (No dumping), available upon arrival at the show site on a first come first served basis when you are parked by site staff. No guarantees for hook ups, so plan accordingly. Additional unlimited space without hook ups is available for RV parking. CAMPERS WILL HAVE ACCESS TO THE EXPO CENTER’S INDOOR RESTROOMS AND SHOWERS. Fees are the same with or without hook ups.

10 NATIONAL OWNER-HANDLED SERIES ÚALL FIVE DAYSÚ The AKC Owner/Handled Series is a non-titling competition for dogs that are exhibited by their owners who are not professional handlers. This series of special competitions will be offered at dog shows across the country. All dogs that are owner/handled and are not owned or exhibited by professional handlers' meet the requirements for this competition. Exhibitors must declare their dog is Owner/Handler eligible at the time of entry using the check box on the entry form. Eligible dogs will be identified by an asterisk in the steward's book and the catalog. Dogs must be handled throughout the competition by an eligible owner. Professional handlers may not exhibit the dog in this competition. The Owner Handled Best of Breed will be selected from the dogs that are eligible to compete in the Best of Breed competition including Winners Dog, Winners Bitch and winners of the non-regular classes. ! If the Best of Breed/Variety winner is Owner-Handled competition eligible, it will automatically be Owner Handled Best of Breed/Variety and be eligible to compete in both the regular as well as the Owner- Handled Group. ! If the Best of Breed/Variety winner is Owner-Handled competition ineligible and the Best of Opposite Sex to Best of Breed/Variety will compete against the eligible undefeated exhibits of the owner sex to determine Owner-Handled Best of Breed/Variety. ! If the Best of Breed and Best of Opposite Sex to Best of Breed/Variety are both ineligible and Select Dog and Select Bitch are both eligible, the judge is to choose Best Owner-Handled exhibit from the Selects and eligible Winners Dog or Winners Bitch. ! If one of the Selects is eligible, excuse all dogs of the same sex and then choose Best Owner-Handled exhibit from the remaining dogs of the opposite sex including the eligible Winners. ! If Best of Breed, Best of Opposite Sex to Best of Breed, Select Dog & Select Bitch are ineligible, the judge may choose any eligible dog remaining in the ring including Winners Dog or Winners Bitch as Owner-Handled Best of Breed/Variety. The breed will not be represented in the Owner-Handled Group if there is no eligible dog competing in the Best of Breed or in Best of Winners Competition. *Professional handlers are defined as any person who belongs or has belonged to a professional handlers' organization, distributed rate cards, or otherwise advertised or represented themselves as handling dogs for pay or received payment for handling a dog.

A judge requesting the use of a ramp must give notice to the show superintendent/show secretary prior to judging. AKC approval is not required. The entire entry in a breed is to be examined in the same manner (ground, table or ramp).

At the discretion of the judge, the following breeds may be judged on the ground or on a ramp through all levels of competition including Group and Best in Show judging: , English Springer , Field Spaniels, Sussex Spaniels, Welsh Springer Spaniels, Irish Terriers, Kerry Blue Terriers, Soft Coated Wheaten Terriers, Staffordshire Bull Terriers, Chinese Shar-Pei, Keeshonden, Norwegian Buhunds, Polish Lowland Sheepdogs and (Misc).

At the discretion of the judge the following breed may be judged on the table or on a ramp through all levels of competition including Group and Best in Show judging: Cardigan Welsh Corgis. At the discretion of the judge through all levels of competition including Group and Best in Show judging, the following breeds may be judged on the ground, a ramp or on a table: Boykin Spaniels and .

The following breeds must be judged on a ramp through all levels of conformation competition: Basset , and Chow Chows. This extends to all conformation competition at AKC conformation doing shows and any AKC event where a conformation title may be earned. This policy includes Group, BIS, , the 4-6 Month Beginner Puppy Competition, the AKC National Owner-Handled Series (NOHS), and all other special attractions that offers Group and BIS competitions.

Ramps may be used in emergency situations to judge any ground breed. In an emergency situation, where use of a ramp is not indicated in the premium list, an exhibitor has the option of withdrawing their entry and receiving a refund. For the judging of juniors the ramp may be used at the discretion of the judge for the ramp optional breeds.

OPEN JUNIOR CLASS: For Boys and Girls who are at least 9 years old and under 12 years old on the day of the show and who, at the time entries close, have won three First Places, with competition present, in a Novice Showmanship Class at a licensed or member show. OPEN INTERMEDIATE CLASS: For Boys and Girls who are at least 12 years old and under 15 years old on the day of the show and who, at the time entries close, have won three First Places, with competition present, in a Novice Class at a licensed or member show. OPEN SENIOR CLASS: For Boys and Girls who are least 15 years old and under 18 years old on the day of the show and who, at the time entries close, have won three First Places, with competition present, in a Novice Showmanship Class at a licensed or member show. MASTER CLASS: This Class will be for boys and girls who are at least 9 years old and under 18 years on the day of the show, and who have won the 10 Best Junior wins with competition from the Open Class. The calendar for this class will consistent with the eligibility dates for the AKC National Championship. All Juniors meeting the criteria for this class are required to entry the Master Class and may change their entry the day of the show if entries have already closed. Once the eligibility time frame for that year has passed all participants return to the Open Class to complete for the following year.

51 AGREEMENT I (we) agree that the club holding this event has the right to refuse this entry for cause which the club shall deem sufficient. In consideration of the acceptance of this entry and of the holding of this event and of the opportunity to have the dog judged and to win prizes, ribbons, or trophies, I (we) agree to hold the AKC, the event-giving club, their members, directors, governors, officers agents, superintendents or event secretary and the owner and/or lessor of the premises and any provider of services that are necessary to hold this event and any employees or volunteers of the aforementioned parties, and any AKC approved judge, judging at this event, harmless from any claim for loss or injury which may be alleged to have been caused directly or indirectly to any person or thing by the act of this dog while in or about the event premises or grounds or near any entrance thereto, and I (we) personally assume all responsibility and liability for any such claim; and I (we) further agree to hold the aforementioned parties harmless from any claim for loss, injury or damage to this dog. Additionally, I (we) hereby assume the sole responsibility for and agree to indemnify, defend and save the aforementioned parties harmless from any and all loss and expense (including legal fees) by reason of the liability imposed by law upon any of the aforementioned parties for damage because of bodily injuries, including death at any time resulting therefrom, sustained by any person or persons, including myself (ourselves), or on account of damage to property, arising out of or in consequence or my (our) participation in this event, however such, injuries, death or prperty damage may be caused, and whether or not the same may have been caused or may be alleged to have been caused by the negligence of the aforementioned parties or any of their employees, agents, or any other persons. The following categories of dogs may be entered and shown in Best of Breed Competition: Dogs that are Champions of Record and dogs which, according to their owner's records, have completed the requirements for a championship, but whose championships are unconfirmed. The showing of unconfirmed Champions in Best of Breed competition is Limited to a period of 90 days from the date of the show where the dog completed the requirements for a championship. 3. (Dog Show Class) Consult the classification in this premium list, if the dog show class in which you are entering your dog is divided, then, in addition to designating the class, specify the particular division of the class in which you are entering your dog, i.e., age division, color division, weight division. 4. A dog must be entered in the name of the person who actually owned it at the time entries for a show closed. If a registered dog has been acquired by a new owner it must be entered in the name of its new owner in any show for which entries closed after the date of acquirement, regardless of whether the new owner has received the registration certificate indicating that the dog is recorded in his name. State on the entry form whether transfer application has been mailed to A.K.C. (For complete rule refer to Chapter 14, Section 3.).
