(15) NA (S) PC-6 by Karam 1 (26th Session) NATIONAL ASSEMBLY SECRETARIAT ———— “QUESTIONS FOR ORAL ANSWERS AND THEIR REPLIES” to be asked at a sitting of the National Assembly to be held on Thursday, the 26th November, 2015 194. *Sheikh Salahuddin: (Deferred during 24th Session) Will the Minister In-charge of the Cabinet Division be pleased to state: (a) whether it is a fact that the Capital Development Authority sold out/auctioned a number of valuable plots in Islamabad during the last five years; if so, the justifications thereof; and (b) the plot-wise amount accrued from the said sale alongwith utilization thereof? Minister In-charge of the Cabinet Division: (a) Yes. CDA has sold out/Auctioned some residential & Commercial plots in last five years; (List attached at Annex-A) to meet the increasing need of housing in the city and to generate revenue for the Authority. Auction of plots by the Authority is covered under Islamabad Land Disposal Regulation, 2005. (b) The plot-wise detail of Auctioned plots is placed at Annexure “A”. CDA mainly collects the revenue under following two major heads; (i) Self Financing Account (i.e. sale proceeds of residential and commercial plots.) (ii) Revenue Account (i.e. property tax and other municipal receipts) 2 The proceeds collected/ received under “Self Financing Account” is being utilized for execution of development projects while the proceeds collected under “Revenue Account” is being utilized for non-development expenditure including: Pay & allowances Pension Utility bills etc. In case of shortfall of funds under revenue account, the proceeds collected under self financing account is being utilized for the purpose. Annex-A 3 Annex-A 4 @61. *Ms. Sajida Begum: Will the Minister In-charge of the Capital Administration and Development Division be pleased to state whether it is a fact that a number of mothers lost their lives during delivery due to negligence of Doctors in the Federal Government Hospitals; if so, the steps taken by the Government in this regard? Minister In-Charge of the Capital Administration and Development Division: It is not fact that a number of mothers lost their lives during delivery due to negligence of doctors in the federal Government hospitals. In the Federal Capital there are 2 referral level hospitals under the Ministry of CA&DD namely FGSH and PIMS. Following steps and measures are being taken by the Federal Government to save the mother and children: • Highest % allocation of beds of Maternal and child Health services i.e. around 55%. Which means sufficient medicine and staff is deputed for proper care. • Each delivery is conducted by expert /specialist doctor. • Round the clock labour room services with all quality and standard medicines are arranged free of cost. • Efficient and regular Antenatal clinics which provides Health education, early detection of high risk pregnancies and early plans of interventions through regular Ante-natal visits. • Distribution of iron tablets to prevent Anemia. • Vaccination of Mothers against Tatanus and EPI Programme for children. • Distribution of Misoprostol for the prevention of PPH among pregnant women at the time of the childbirth in country. ————————————————————————————————————— @Transferred from National Health Services, Regulations and Coordination Division. 5 91. *Ms. Sajida Begum: Will the Minister In-charge of the Capital Administration and Development Division be pleased to state: (a) whether it is a fact that there is shortage of School buildings and teachers in Islamabad; if so, the reasons thereof; (b) the steps taken by the Government to remove the said deficiency and improve the performance of teachers therein? Minister In-Charge of the Capital Administration and Development Division: (a) It is a fact that there is shortage of buildings in some of the educational institutions of Islamabad especially in Model Colleges. This is due to the fact that no Model College has been established since last twenty years. There is a shortage of teachers especially subject- wise teachers due to the reason that no regular appointments have been made on subject bases. Shortfall of teachers in educational institutions has been created due to the retirement, death, resignation and removal from service of teacher. (b) Various steps have been taken by Federal Directorate of Education to remove the said deficiency and to improve to the performance of teachers. The detail is as under:— In order to improve the existing infrastructure, the Government has allocated Rs. 100.000 million in PSDP 2015-16 for up-gradation of High Schools. The PC-I of the subject schemes will be submitted after the survey of schools in ICT. In order to remove the said deficiency, teachers have been engaged on daily wage basis as stop gap arrangement to fill the shortfall of teaching staff. In order to improve the performance of teachers, Training wing of FDE conducts various training workshop in collaboration with local and foreign NGOs on modern day techniques which is helpful for teachers while delivering lecture in the classrooms. (Number of Trainings conducted during last 3 years is Annex-A). 6 7 92. *Ms. Sajida Begum: Will the Minister for Climate Change be pleased to state: (a) the present status of the melting of Glaciers in Pakistan as compared to other countries; and (b) the steps being taken by the Government in this regards? Minister for Climate Change (Mr. Zahid Hamid): (a) Glacier melting is a global concern and changes in glaciers are being determined in mountain ranges of all continents but still there are multiple regions where one can find limited or only local information. The Himalaya–Karakoram–Hindu–Kush (HKH) region of upper Indus basin is one among them. The region has an extensive formation of glaciers due to its high altitudes. The glaciers located in this region are an important source of fresh water for China, Pakistan, Nepal and India. This region has been a subject of much controversy because it is less studied due to its inaccessibility, complex topography, rugged terrain and harsh environment. Intergovernmental Panel on Climate Change (IPCC) 4th Annual Report (AR4) has reported this region as a ‘blank spot’ due to scarcity of information regarding this area. Out of 15000 glaciers in HKH region, only few glaciers have been studied with conflicting findings. Dirk Scherler in his study (2011) showed that out of 42 studied glaciers in Karakoram region, 58% are advancing/stable and 42% are retreating. This is in contrast to worldwide decline of mountain glaciers. A number of other scientists including Hewitt-2011, Bishop-2008 and Copland-2011 report this region with stable/slightly advancing glaciers. Still there are some other studies which denote melting of glaciers. Inman (2010) reported that according to a 2006 review by Cogley and others, the Himalayan glaciers are losing mass faster than European glaciers but slower than those in Alaska. International Center for Integrated Mountain Development (ICIMOD) has described 2420 glacial lakes in Pakistan which have now increased to 3044 as reported by Pakistan Meteorological Department (PMD) most recently. Climate change projections developed by Pakistan Global Change Impact Studies Centre (GCISC) indicate that the rate of change in Northern Areas in Pakistan is higher than southern Pakistan. Higher rate of increase in temperature and formation of glacial lakes in the vicinity of glaciers are strong evidence of melting of glaciers. 8 (b) Where is a need for concerted efforts to overcome difficulties that hinder the true assessment of glacier mass balance in the HKH region. The number of meteorological observations needs to be increased in that area. Pakistan Meteorological Department (PMD) in collaboration with International Center for Integrated Mountain Development (1CIMOD) is trying to expand meteorological information network in the region. Rapidly increasing number of Glacial Lakes is an impending threat to the communities in Northern Areas of Pakistan. Keeping in view the gravity of concern. Government of Pakistan in collaboration with UNDP has initiated a project titled “Glacial Lake Outburst Flood (GLOF)” to avert GLOF risks in Chitral and Gilgit areas. This project will be completed by the end of this year. The Government is also taking steps to strengthen National Disaster Management Authority (NDMA) and Provincial Disaster Management Authorities (PDMAs). 93. *Dr. Nafisa Shah: Will the Minister for Information, Broadcasting and National Heritage be pleased to state: (a) the steps taken by the Government for promotion of the Film Production in the country; and (b) the year-wise total funds allocated for the development of the Film Industry during the last two years? Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): (a)The Federal Government has taken the following steps for promotion of Film Industry:— (i) Swift process of registration as feature film producers has been introduced in CBFC to facilitate and encourage the local film industry. (ii) After omission of the clause 5 on Affidavit Form-B, prescribed under Rule 10 of the Censorship of Film Rules, 1980, the foreign films containing Pakistani artists in leading roles have been allowed for exhibition into the country in 2006. (Annex-A) (iii) After Constitution (18th Amendment) Act 2010, the Central Board of Film Censors has been mandated to function at Federal level for 9 censorship and regulating the exhibition of cinematographic films under the Motion Pictures Ordinance, 1979 for terrtoies of Federal Administrative Areas including KPK and Balochistan, where legislation work for setting up of their own Censor Boards has not been completed so far. (iv) A proposal for waiving off the censorship fee related to the local films is under consideration. (v) The Ministry of Information, Broadcasting and National Heritage, in collaboration with Ministry of Foreign Affairs, is providing a facility and platform to all the local film producers for participation in the International Film Festivals.
