The United Nations Educational, Scientific and Cultural Organization (UNESCO), a founding member and Cosponsor of the Joint United Nations Programme on HIV/AIDS (UNAIDS), is committed to supporting Member States to achieve universal access to HIV prevention, treatment, care and support.

UNESCO’s Strategy on HIV and AIDS (2011) highlights UNESCO’s contribution to the Joint Programme including three strategic priorities: 1) building country capacity for effective and sustainable education responses to HIV; 2) strengthening comprehensive HIV and sexuality education; and 3) advancing gender equality and protecting human rights. All arms of the Organization are mobilized at the global, regional and country levels to take forward activities that are culturally appropriate, gender-transformative and evidence-based.

UNESCO has strengthened its capacity to deliver on national priorities on AIDS by establishing HIV and AIDS National Programme Officer positions in many countries, including in Papua New Guinea (PNG). This position will be based in the UNAIDS Office in PNG, and support UNESCO’s contribution to the Joint Programme of Support in PNG.

2. Duties and requirements

Under the overall authority of the Director of the UNESCO Apia Office, and the supervision of the UNAIDS Country Coordinator in PNG, the National Programme Officer will be responsible for programme activities related to HIV and AIDS in PNG. S/he will be based in Port Moresby, reporting regularly to the Director of the UNESCO Apia Office and under the day to day supervision of the UNAIDS Country Coordinator. The National Programme Officer will also work in collaboration with other staff in the UNESCO Apia Office, and with the Regional HIV and AIDS Advisor based in UNESCO Bangkok.

S/he will be responsible for the following areas:

 Strategy and policy development:

o Identifying opportunities for UNESCO engagement in HIV policy development, standard setting and programming (within the framework of the UNESCO Strategy on HIV and AIDS, UNESCO’s Regional Bureau Education Support Strategy 2010-2013, national strategies, and the UNAIDS division of labour). o Participating in strategic planning within UNESCO for engagement in these opportunities, and contributing to joint planning at country level in PNG.

 Representation and partner relations: o Representing UNESCO in appropriate coordination forums, such as the Joint UN Team on AIDS, inter-agency meetings and relevant thematic meetings. o Developing and maintaining partner relations with the Department of Education, national bodies and development partners, including civil society organizations.

 Technical support

o Providing technical support to the Department of Education and other national partners to advance HIV programming, particularly targeting young people including young key affected populations o Building capacity through country-level consultations and workshops to develop comprehensive action on HIV and AIDS and to contribute to national responses.

Page 1 o Involvement in country-level advocacy activities to advance use of the evidence and strengthen joint UN and national responses to HIV and AIDS.

 Liaison:

o Liaising with other colleagues at UNESCO Headquarters and in the region working on HIV and AIDS, including staff in the Section on HIV and AIDS at UNESCO Headquarters, the HIV Prevention and Health Promotion (HP2) Unit at UNESCO Bangkok, and other colleagues in the region. o Working closely with counterparts in the Department of Education providing technical guidance and guidelines for further development of their capacities and activities.

 Resource mobilization

o Identifying potential for resource mobilization, participating in and supporting proposal development.

Conducting other relevant work or responsibilities as required.

Profile The incumbent must possess the following qualifications and experience:  An advanced university degree (Masters or equivalent) in a relevant field  At least four to seven years of relevant work experience

The competencies required include: o Strong experience and understanding of the country and region and a clear understanding of development work o Extensive professional knowledge and experience in HIV, with significant technical expertise and experience in UNESCO’s key leadership and main partner responsibilities within the UNAIDS division of labour and familiarity with UNAIDS o A track record in resource mobilization and ability to manage budgets and report on implementation o Excellent organizational, networking and partnership building skills, tact and discretion o Experience in joint programming o Experience in monitoring and evaluation o Strong strategic, analytical skills o Good communication skills, including writing skills

Languages: o Fluency (oral and written) in English o Fluency in other regional languages and Tok Pisin would be an advantage

In terms of personality, the post requires maturity, excellent interpersonal skills, tact and diplomacy, ability to multi-task, prioritize and deliver to deadline, as well as work under pressure.

A key requirement is credibility and confidence, with high level representational and partnership building skills, and with a wide range of partners (including the Department of Education, UNAIDS and cosponsors, donors, civil society) and the UN system in Papua New Guinea.

Conditions of  The remuneration of this post is PGK 9,350 per month. employment  UNESCO is a non-smoking organization.
