Minutes of the Parish Council Meeting of Parish Council Held on Tuesday 21st July 2020 on Restoration Cottages Green at 6.00p.m.

Coronavirus- • Parish Councillors ratified the previously published Risk Assessment which had been carried out ahead of the meeting and any identified actions to reduce the risk to attendees had been implemented. • Parish Councillors agreed the following reasons for holding a face to face Parish Council meeting: The valid reason for the face to face meeting is that we cannot get a quorum via a zoom meeting. Parish councillors do not have the equipment to carry out a virtual meeting and have no alternative but to have a physical meeting • Parish Councillors ratified the Business Continuity Plan.

Public Question Time: - None

Community Police – Parish Councillors noted the previously circulated report: 13 incidents of Covid 19 Information or Enforcement called in across your area. There were also: 2 reports of information re motorbikes at Cocklawburn Beach and a motorbike disorder in Goswick. 3 reports of animals that had wandered into roads. 7 incidents of suspicious activity across your area. A report of fly tipping. 10 traffic related incidents including a report of a possible drink driver. Finally, an information re animals where a trap was discovered and reported to the wildlife officer. There have been 5 relevant crimes. 1 theft of a purse. 1 theft from a caravan. 1 theft of a motor vehicle. 1 vehicle interference where tires were let down. 2 separate crimes relating to dangerous dogs.

Minutes of the Parish Council Meeting: The Minutes of the Parish Council Meeting held on 11th March 2020 previously circulated were agreed as a true record then signed by the Chairman.

Min 1547- Christmas Lights- Parish Councillor C Greenall informed the meeting that a Scremerston Christmas Committee has been setup and that Parish Councillor D Belcher is Chair. She also informed the meeting that an online weekly raffle has been setup to raise funds. Parish Councillor D Belcher informed the meeting that he has applied to County Council for a small lottery licence on behalf of the Committee. The Clerk informed the meeting that Northumberland County Council have again contacted asking for the number of the street light which the Parish Council would like to install a commando switch for the Christmas tree, and she has provided the No’s of the 2 street lights at the end of Derwentwater Terrace. Parish Councillors agreed they would prefer a connection box at the bottom of the street light. Parish Councillor D Belcher asked the Clerk to forward him the contact details of the Street Light Officer at Northumberland County Council, so he could also make contact about the connection box. Parish Councillor C Greenall informed the meeting that the Christmas lights which were purchased in 2019 will be used on the cherry trees in the Scremerston Churchyard, and said they will consider having a plaque at the Christmas tree advertising the funders. Parish Councillor D Belcher asked the Clerk to forward him contact details of possible grant funders. Parish Councillors asked the Clerk to contact Northumberland County Council Insurance Department to see if the Christmas tree will be covered under the Parish Council insurance policy and if the Public Liability element of the Insurance Policy would cover any issues that were to arise with the tree. The Vice-Chairman proposed and the Chairman seconded the Parish Council allocates £2500 towards the 2020 Scremerston Christmas lights.

Min 1548- Street Lights- The Clerk advised the meeting that the lights had been converted to LED in June 2020.

Min 1549- Flagpole/ War Memorial - The Vice-Chairman advised the meeting that he had obtained the following quotes for a flagpole: Flagpole Express – 6mtr hinged flagpole £344.16 + VAT Flags & Flagpoles £441.60 + delivery + VAT Another quote to follow Parish Councillor D Belcher informed the meeting that he had obtained a quote of approx. £500 for the supply and laying 1 cubic mtr of concrete. Parish Councillors agreed this quote may be less as the amount of concrete required has reduced. The Vice-Chairman confirmed that he had not obtained a price for flags at the present time. Parish Councillors agreed to allocate £1000 towards the purchase and installation of a flag pole along with the purchase of an & Northumberland flag.

Parish Councillors agreed the preferred location for the installation of the flagpole would be on the land adjacent to the War Memorial which is under the ownership of Greenwich Estates. The Chairman raised concerns about the state of the area of land adjacent to the War Memorial, stating that the fence at the rear of the War Memorial cannot be painted until Greenwich Estates clear the brambles etc. Parish Councillors agreed that Clerk contact Savills and ask for the area to be cleared within the next month to allow the fence at the rear of the War Memorial to be painted, as well as ask if the Parish Council can install a concrete pad on their land to take the flagpole. Parish Councillors also agreed that Clerk ask Savills if the Parish Council could take over the maintenance of the area under a 99-year lease for a peppercorn rent.

Min 1550- - Annual Governance and Accountability Return for 2019/20 • Parish Councillors noted that no actions were raised from the report of the Internal Auditor • Parish Councillors completed and approved the Annual Governance Statement • Parish Councillors approved the draft Annual Accounts for 2019/20 • Parish Councillors approved the Accounting Statement and Explanation of Variances • Parish Councillors agreed the completion and the submission of the Certification of Exemption. • Parish Councillors agreed to pay the Internal Auditor £60 for undertaking the Internal Audit.

There will still be some holiday makers who do not own a mobile phone and may need to use a telephone box. • The phone box is in area which is remote and, in an emergency, could be a valuable lifeline

Min 1556- Parking- The Chairman raised concerns about people parking on the grass area at the Restoration Cottages end of the Wickety Footpath which the Parish Council paid to be cleared and re-seeded. Parish Councillors agreed the Clerk contact the Footpath’s Officer at Northumberland County Council and see if a No Parking sign could be erected in this area. Parish Councillors agreed a seat may be erected in this area next year and asked the Clerk to obtain a price for a recycled plastic product seat.

Min 1558- Annual Insurance Premium- Parish Councillors agreed to agree the 2020/21 Insurance premium via e-mail and ratify the decision at the October meeting. Parish Councillors agreed the Clerk obtain a value for the Scremerston War Memorial and the 2 Bus Shelters and then obtain a quote for them to be covered under All Risks within the insurance policy.

Min 1559- Donations- Parish Councillors ratified the donation of £150 to Hospice Care Parish Councillors agreed to donated £200 each to St Anne’s PCC & St Peter’s PCC towards the grass cutting of the 2 Churchyards in 2020.

Min 1560- Play Area- Parish Councillors noted and accepted the 2020 Annual ROSPA inspection report of the swings in Scremerston. Parish Councillors considered all quotes received for undertaking the 2021 Annual ROSPA inspection of the swings in Scremerston and agreed to accept the quote of £68.50 + VAT from RosPA Playsafety to undertake the inspection in June/July 2021.

Min 1561- Community Updates- Parish Councillor C Greenall informed the meeting that she has organised an event to be held in the Rugby Club car park on 25th July to raise funds for the Christmas pensioners meal, and that she is making contact with ASDA to see if they are able to provide any support towards the meal.

Min 1563- Scremerston First School- Play equipment- The Vice-Chairman asked if there were any updates. The Clerk responded to say that County Councillor R Lawrie has agreed to fund the project, however Northumberland County Council require quotes from play providers before the project can progress. She concluded by saying that the Head Teacher of Scremerston First School was advised of the requirements to progress the project. Parish Councillors asked the Clerk to contact the Head Teacher of Scremerston First School to check if she has supplied quotes to allow the project to progress.
