EXECUTIVE SUMMARY

Union Street Geotechnical Ltd. (Union Street) was retained by the 1150319 Alberta Ltd. in July, 2020 to perform a Phase I Environmental Site Assessment at 5306 - 50th Avenue in Pickardville, Alberta (referred to herein as the “Site”). The intent of this report is to review readily available past site information to identify any areas of potential environmental concern (APEC).

Information obtained from historical land titles, aerial photographs, business directories, on-site inspections, interviews, observations of neighbouring properties, and hydrogeological conditions outlined within this report were supplemented with searches for Environmental Protection Orders, Water Well data, registrations with the Alberta Safety Codes Authority, the Alberta Energy Regulator, and the Environmental Site Assessment Repository.

This report was prepared in general accordance with the Canadian Standards Association (CSA) Standard Z768-1.

FINDING AND CONCLUSIONS

The Site, consisting of approximately 1.60 ha of occupied, developed land is located within the S.W. ¼ of 36-58-27 W4 in Pickardville, Alberta. The Site is zoned UG - Urban General. A shop and office building, presently vacant, but previously utilized by Silverstone Builders Inc., currently occupies the Site. Silverstone Builders Inc. was a concrete precast builder who moved onto the Site in 2018 and it is understood that site was previously utilized by Polar Bear Water Distillers since 1990.

The building is approximately 3,900 m2 and occupies approximately 20% of the Site. The remainder of the Site is either landscaped or consists of gravelled yard or parking areas. The building contains various materials handling equipment, silos, casting beds, and various other equipment associated with a precast concrete plant and office. The shop and office floor consists of a grade supported concrete floor slab. An empty, steel walled fuel tank and barrel labelled “Kerosene” was observed on-site. Besides the fuel tank and barrel, there was no evidence of current or past environmental contamination or APECs at the site discovered through interviews and a review of records by the county. Repository, Environmental Law Centre, Alberta Safety Codes Authority, and a site visit indicated no additional APEC’s on-site.

Based on the information collected, it is Union Street’s opinion that the potential for soil and groundwater impacts related to historical activities at the Site are low. Union Street does not recommend any further investigation at this time.

Union Street Geotechnical Ltd. prepared this report for the exclusive use of the 1150319 Alberta Ltd., and their financial agency, and the content reflect Union Street’s best judgement available to it at the time of preparation. Any use which a third party makes of this report, or any reliance on, or decisions to be made based on it, are the responsibility of such third party and Union Street accepts no responsibility for damages, if any, suffered by any third party as a result of decisions made or actions based on this report.

Our recommendations and conclusions are based upon the information obtained from the site investigation and from third party sources. The interpretation of conditions observed and information obtained is a professional opinion of conditions and is not a certification or guarantee of site conditions. The nature and extent of potential contaminants may not become evident until sub-surface excavation or investigation has been conducted.

No non-intrusive environmental site investigation can totally eliminate uncertainty, or provide concrete evidence, regarding environmental conditions in connection with a property. This investigation is not intended to eliminate or prove, but rather reduce the uncertainty, regarding the environmental conditions at the Site. Conclusions regarding the condition of the Site do not represent a warranty of the Sites’ environmental condition. Contamination could also be present in forms not investigated in this study. The work was based upon environmental quality guidelines and regulations in effect when the investigation was begun. Future regulatory changes may require a re-assessment of the findings outlined in the investigation. If variations or other latent conditions become evident, Union Street Geotechnical Ltd. should be notified immediately so that the results and recommendations may be re-evaluated.

1 INTRODUCTION

Union Street Geotechnical Ltd. (Union Street) was retained by 1150319 Alberta Ltd. in July, 2020, to complete a Phase I Environmental Site Assessment (ESA) at 5306 - 50th Avenue in Pickardville, Alberta (referred to herein as the “Site”). The site is located within the S.W. ¼ of 36-58-27 W4 with a Land Identification Numeric Code (LINC) 0017 634 122. The intent of this report is to review readily available past site information and attempt to identify any areas of potential environmental concern (APECs).

The Site, consisting of approximately 1.60 ha of occupied, developed land, is located within the S.W. ¼ of 36-58-27 W4 in Pickardville, Alberta. The Site is zoned UG - Urban General. The Site is currently vacant but was previously occupied by Silverstone Builders Inc. and still houses the majority of their equipment. Prior to Silverstone Builders Inc., the building was occupied by Polar Bear Water Distillers.

Based on historical information, the Site has been utilized by a concrete precast builder, water company, and used as a residence, school, and farm. The intent of this report is to review available past site information in an attempt to identify any APECs through a non-intrusive investigation.

1.1 STANDARDS AND METHODOLOGY

Union Street conducted this Phase I ESA in general accordance with the following documents:

x The Canadian Standards Association Phase I ESA Standard Z768-01 (CSA, 2003); and,

x The Alberta Environmental and Parks (AEP), 2016 Alberta Environmental Site Assessment Standards.

1.2 PURPOSE, OBJECTIVE, AND SCOPE OF WORK

The objective of the Phase 1 ESA was to estimate the likelihood, location, and types of surface and/or subsurface contamination that may be present by reviewing

File No.: USG992 Page 2 available current and historical site information. The client requested that the Phase I ESA be conducted due to the proposed purchase of the Site.

The approved scope of work for this study was discussed with Mr. Craig Haan on the 20th July, 2020.

The Phase I ESA consisted of the following principal activities:

x Review aerial photographs dating back to the 1960’s;

x Obtain environmental review letter from Westlock County;

x Interview person(s) familiar with the Site;

x Perform an Alberta Water Well Database search in a 750 m radius of the Site;

x Conduct a search of available databases consisting of, but not limited to, the Alberta Safety Codes Authority (ASCA), Environmental Site Assessment Repository, Alberta Energy Regulator, and the Environmental Law Centre;

x Review historical land titles to determine current and past owners;

x Conduct a site reconnaissance for visual observation of the property; and,

x Summarize the findings of the investigation in a report and provide an opinion as to the environmental condition of the property.

1.3 QUALIFICATION OF THE ASSESSORS

Mr. Joshua Wilson, P.Eng. was the project manager for this assessment and was responsible for data acquisition and compilation, interviews, and was responsible for all client contacts, coordinating, execution, and review of the work. Mr. Wilson has 14 years of experience in the environmental field with a knowledge and understanding of each phase of the environmental site assessment process.

The named staff were supported by unnamed Union Street personnel providing clerical and administrative support.

2 PREVIOUS ENVIRONMENTAL ASSESSMENTS

No previous environmental assessments relative to the Site were provided by the owner or made available to Union Street personnel while compiling this report.

3 SITE DESCRIPTION

Union Street personnel conducted a site visit on the 6th August, 2020. The following section outlines the location, land use, adjacent properties, topography, surface water, and geology data identified during the site visit and is supplemented with information obtained from records review. Photographs of the Site are appended to this report.

3.1 LOCATION AND LAND USE

The Site, consisting of approximately 1.60 ha of occupied, developed land, is located within the S.W. ¼ of 36-58-27 W4, at 5306 - 50th Avenue in Pickardville, Alberta, as shown on Drawing No. 1. The Site consists of LINC 0017 634 1220. The Site is zoned UG - Urban General and was most recently utilized by Silverstone Builders Inc., a concrete precast construction company.

3.2 ADJACENT LAND USE

Land uses of adjacent properties were observed during the site visit and compared to the most current map of Pickardville as available on open Westlock County GIS Data Files. The current land use of the surrounding properties are shown on Drawing No. 2.

The Site is bordered by a vacant, undeveloped UG lot to the north then agricultural land, a vacant, undeveloped lot and St. Benoit Catholic Church to the east, 50th Avenue then agricultural land to the south, and the same vacant, undeveloped UG lot to the west that borders the Site to the north. A cemetery and church occupy the St. Benoit Catholic Church lot and the vacant lot to the west contains various precast concrete items such as Jersey Barriers, hollow core floor slabs, and other items, as well as concrete debris pile.

The closest known waterbody, a slough located in a field, is located approximately 510 m to the west and a sewage system lagoon is located approximately 870 m southwest of the Site. No known creeks, rivers, or lakes are located within a 1.0 km radius of the site.

No known current gas stations, card locks, or bulk fuel stations are located within a 1.0 km radius of the Site. However, a review of aerial photographs and interviews indicated a historical gas station located approximately 435 m to the east-southeast and a historic bulk fuel station located approximately 420 m to the southeast.

3.3 TOPOGRAPHY AND SURFACE WATER

The Site has been graded away from the building, but overall, the Site is relatively level. A portion of the surrounding land has been developed, and a variety of local grades leading to drainage infrastructure were observed. Several minor puddles were observed in the gravelled yard but no ponds/sloughs or hydrophilic vegetation were observed within the Site boundary during the site visit.

3.4 GEOLOGY

The surface geology for the region generally consists of moraines. A diamicton (till) deposit placed by glacial ice consisting of a mixture of clay, silt, and sand and a variety of gravel consisting of pebbles, cobbles, and boulders. It is characterized by a lack of distinctive topography. Bedrock blocks are not uncommon and the maraine may contain stratified sediment or lenses of flaciolacustrine and/or glaciofluvial sediment. The dominant bedrock formation for the area consists of the Horseshoe Canyon Formation within the Group, a formation consisting of pale grey, fine to very fine grained, feldspathic sandstone interbedded with siltstone, bentonitic mudstone, carbonaceous mudstone, coal seams (AGS, Map 600).

3.5 INFRASTRUCTURE

3.5.1 Building Description, Use, and Age.

Based on aerial photographs, it appears that the original, existing structure was constructed prior to 1982 and an addition was constructed between 1990 and 2016. The existing building is a tin cladded, steel structure, two storey/mezzanied,

File No.: USG992 Page 5 approximately 3,900 m2 shop and office building. The building is currently vacant but was previously occupied by Silverstone Builders Inc. and multiple pieces of equipment related to precast concrete construction are still inside the building.

3.5.2 Potable Water Supply

The owner was unaware of how the site was serviced, but no fire hydrants were observed along 50th Avenue, and she understood the Site was serviced with two on- site wells.

3.5.3 Storm Sewer and Sanitary System.

Surface runoff is directed away from the building and 50th Avenue is serviced by two ditches. No evidence of a storm sewer system was observed. It is understood Pickardville has a sanitary sewer system which services the Site.

4 RECORDS REVIEW AND REGULATORY INQUIRIES

4.1 LAND TITLE RECORDS

A historical search of the Alberta Government Information System was completed using the Government of Alberta’s Spatial Information System (Spin2). The search results show the landowners dating back to 16th January, 1998. The land title search is summarized below in Table 4.1 and a copy of the current and historical titles are appended to this report.

4.2 HISTORICAL AERIAL PHOTOGRAPHS

An aerial photograph review was performed referencing historical photographs dated from 1949 to 1990. The historical photograph review is summarized below.

A review of the historical aerial photographs indicates that the Site has changed since 1949, however, the surrounding land has remained relatively unchanged. The aerial photographs did not depict any additional APECs.

4.2.1 1949 Aerial Photograph

The resolution of the 1949 aerial photograph is moderate and the Site appears to be a farm. The land to the north and west is being utilized as agricultural land, the existing St. Benoit Catholic Church is visible to the east and a house is on the currently vacant lot, and 50th Avenue is present to the south. A farm is located across 50th Avenue to the south and 2nd Street West then residential development borders the church to the east.

4.2.2 1964 Aerial Photograph

A residence/school house has been constructed on-site and agricultural infrastructure is no longer visible. The surrounding land is relatively unchanged.

4.2.3 1974 Aerial Photograph

The resolution of the 1974 aerial photograph is poor but the site appears to be relatively unchanged. The commercial building located on 4834 - 51st Street has been demolished and the existing Quonset style structure is visible. Existing infrastructure constructed along the railway to the west has been demolished. The majority of the immediate surrounding area appears to be unchanged.

4.2.4 1982 Aerial Photograph

A shop and office building, part of the existing structure located on-site, is visible. The residential building and church to the east seem relatively unchanged. Some buildings have been constructed at the farm across 50th Avenue to the south. The land to the north and west remains agricultural land.

4.2.5 1990 Aerial Photograph

The resolution of the 1990 aerial photograph is poor but the site and surrounding areas seem relatively unchanged. One of the residences/school house may be absent.

4.3 PROPERTY USE RECORDS

4.3.1 Fire Insurance Records

There were no fire insurance plans available from Westlock County.

4.3.2 Property Use Directories

Westlock County records search did not include a list of issued business licenses, but historically, the Site has been utilized by a concrete precast builder, water company, and used as a residence, school, and farm. It is understood that the Site had been occupied Silverstone Builders Inc. since 2018.

4.4 ENVIRONMENTAL PROTECTION ORDERS

The Environmental Law Centre (ELC) was contacted to determine if the Site’s current landowner, Custom Carriers & Oilfield Hauling Ltd., have received any environmental enforcement actions issued towards them regarding their actions. The

File No.: USG992 Page 8 results of the search concluded that enforcement actions have not been issued by Alberta Environment and Parks pursuant to the Alberta “Environmental Protection and Enhancement Act”, or its predecessor legislation.

4.5 ENVIRONMENTAL SITE ASSESSMENT REPOSITORY

A search was completed of the Alberta Environmental Site Assessment Repository (ESAR) for any information pertaining to potential contamination of the Site and surrounding properties. The search resulted in no files on record for the Site. The search result can be viewed in Appendix B. Records were issued on nearby sites, the historic Pickardville Hardware Store, located about 410 m south-southeast and a former United Farmers of Alberta Co-operative Ltd. bulk agency located approximately 415 m southeast of the Site. It is understood the Pickardville Hardware site was remediated and contaminant migration off-site was “minor”. Regarding the bulk agency, following a review of the available information, a Clifton Associates LTd. letter dated 18th February, 2000, File No. CG767, indicated that “the direction of g roundwater movement is southeast at a gradient of 0.014.”. As the one site was remediated and off-site migration was “minor”, and the groundwater flow is flowing to the southeast, it is unlikely that either of these two sites would impact the Site.

4.6 ALBERTA SAFETY CODES AUTHORITY

The Alberta Safety Codes Authority (ASCA) was contacted to determine if they have any records regarding underground or aboveground storage tanks (UST’s or AST’s) being located on the Site. The ASCA results determined that no records were available for the Site. The ASCA correspondence can be viewed in Appendix B.

4.7 ALBERTA ENERGY REGULATOR

A search of the Alberta Energy Regulator’s (AER) One Stop Public Map Viewer online database was conducted to obtain information regarding oil and gas facilities, spills, and/or releases near the Site. The search indicated one natural gas pipeline and not oil and gas facilities, lease sites, spills, and/or releases within a 750 m radius of the Site. A detailed map showing the search has been attached in Appendix B.

4.8 COAL MINE ATLAS

The AER Coal Mine Map Viewer was utilized to determine if operating or abandon coal mines were located on, or in, the vicinity of the Site. The search results indicated that no mines were identified on, or within a 750 m radius, of the Site.

4.9 WATER WELL SURVEY

A search of the Alberta Water Well Database was conducted and twenty water wells were found within a 750 m radius from near the centre of the Site. The results of the Alberta Water Well Database are in the attached Reconnaissance Report and 750 m Radius Map attached in Appendix B.

Information was obtained from a search of the Alberta Environment & Parks Water Well Database which contains a listing of groundwater wells in Alberta. The July, 2020, search of the site lists all wells within an approximate 750 m radius of the Site. The Province of Alberta disclaims any responsibility for the database’s accuracy, as does Union Street Geotechnical Ltd. The information above, or the current status of the wells listed shown in the attached, was not confirmed by Union Street Geotechnical Ltd.

4.10 WESTLOCK COUNTY REVIEW LETTER

An application to Westlock County was submitted and a records search was finalized on the 27th July, 2020 by Development Department personnel. Paper records were limited . Their remaining records indicate the following:

x A landfill was located on the N.E. ¼ of 26-58-27 W4 which was reclaimed in or around 2004. Aerial photographs indicate the landfill was located near the sewage lagoon system, approximately 955 m southwest of the site;

x School was located on-site which burned down with construction debris buried on-site;

x Unaware of any spills, contamination, environmental, or bylaw infractions on-site; and,

x Multiple development permits issued for the Site since 1980 with the site sitting vacant for years with no activity.

4.11 PREVIOUS REPORTS

No previous environmental assessments relative to the Site were provided by the owner or made available to Union Street personnel while compiling this report.

5 CORRESPONDENCE

At the time of this Phase I ESA investigation, the current landowner was Custom Carriers & Oilfield Hauling Ltd. Ms. Amanda Witty, owner of Custom Carriers & Oilfield Hauling Ltd., was interviewed on the 6th August, 2020. Ms. Witty inherited the Site in 2019 and it had been owner by her late father since 2015. Ms. Witty implied her father had been more familiar with the Site than she was but was unaware of any, with the exception of the current fuel tank, above or below grade fuel tanks or environmental concerns regarding the Site.

The owner of the residential lot to the east, between the Site and church, and his wife, a former employee of Polar Bear Water Distillers, was also interviewed on the 6th August, 2020. They understood that Polar Bear Water Distillers had occupied the site since about 1990 and before that was used as a catholic school, residence, and farm. They were unaware of any fires on-site but understood a residence on the lot between the Site and church had burned down. Either interviewee was aware of any spills or environmental concerns regarding the Site.

An attempt was made to contact Mr. Ehreth Horinek but no other successful interviews were conducted with any other individuals.

6 SITE ASSESSMENT

On 6th August, 2020, Union Street personnel visited the Site to record the findings of any APECs. The site assessment was conducted in reference to the Canadian Standards Association (CSA) Standard Z768-1. At the time of the site assessment no areas of immediate environmental concern were observed. The Site was developed

File No.: USG992 Page 11 but vacant at the time of the site visit. An approximately 3,900 m2, two storey, tin clad steel shop and office building has been constructed on the Site. Photographs taken at the time of the site visit have been appended to this report. The Site Assessment Checklist can be viewed in Appendix C.

The following sections outline the infrastructure and site feature details identified during the site visit and are supplemented with information obtained through the records review and regulatory inquiries.

6.1 GENERAL OBSERVATIONS

Observations were made in regards to general areas of concern for potential contamination. A partially filled barrel of kerosene and concrete mix bags were observed in the shop. An empty, steel walled fuel tank, used for fueling vehicles, was observed on-site. No observable staining was observed around the tank and it seemed to be in exceptional condition. Additionally, a large plastic water tank was observed in the shop and two silos, for holding concrete material, were observed outside the building. There were no other hazardous materials, unidentified substances, storage tanks and/or containers, or odours observed during the site assessment.

6.1.1 Stained Materials

Minor slab staining from equipment leaks observed in the shop. No significant staining was observed throughout the Site or staining outside the building.

6.1.2 Stressed Vegetation

A majority of the site was developed, but no stressed vegetation was observed at the time of the assessment.

6.1.3 Areas of Fill

The main concern with areas of fill is the unknown origin, physical, and chemical quality of the material. Outside a gravel running surface in the yard and parking lot, no apparent fill was observed.

6.1.4 Neighboring Properties

No tanks or APEC’s were observed on neighbouring or adjacent properties.

6.2 SPECIAL ATTENTION ITEMS

The following information was obtained from the Government of Canada’s information website on Ozone-depleting Substances (Government of Canada, 2013) and Sources of Toxic Substances (Government of Canada, 2017).

6.2.1 Polychlorinated Biphenyls

Polychlorinated Biphenyls (PCBs) have been regulated under the Canadian Environmental Protection Act. This act has served the purpose of restricting the use and phasing out of PCBs in Canada. PCBs were used mainly in electrical components such as transformers, capacitors, and light ballast manufactures prior to 1980.

No transformers were observed within the Site.

6.2.2 Asbestos-containing Materials

Historically, asbestos minerals have been used to make products strong, fire resistant, and long-lasting. Prior to 1990, asbestos was used in the construction and commercial sector in products such as industrial furnaces and heating systems, building insulation, floor and ceiling tiles, and siding.

The original building was constructed prior to 1982 and appears to have since been renovated and expanded. It is possible that asbestos containing material may be present in the original building footprint.

6.2.3 Lead

Lead may be associated with such materials as lead-acid batteries, radiation shields, gasoline, and paint. The most common concern for lead contamination is surrounding lead-based paints. These paints were withdrawn from the Canadian market in the late 1970s but remained on the market into the early 1980s.

Based on the age of the building, it is possible that lead-based paints were used within the original building footprint. Due to the nature of the building, the potential for other lead containing materials is unlikely.

6.2.4 Ozone-depleting Substances and Halocarbon Alternatives

The Ozone-depleting Substances Regulation (1998) was replaced with the Ozone- depleting Substances and Halocarbon Alternatives Regulation (ODSHAR) on 29th December, 2016. This regulation governs the use, handling, and release of ozone- depleting substances and halocarbon alternatives (ODSHA). ODSHAs may include, although are not limited to, chlorofluorocarbons, hydrochlorofluorocarbons, halons, methyl bromide, and methyl chloroform. These substances are typically associated with operations such as fire extinguishing systems, foam blowing agents, fumigant and pesticide application, refrigeration units, and solvent cleaning/degreasing facilities.

There were no potential areas identified with ODSHAs observed on the Site.

6.2.5 Urea Foam Formaldehyde Insulation

Insulation materials used during the 1970s and 1980s were known to possibly contain Urea Foam Formaldehyde Insulation (UFFI). UFFI was banned in 1980 under the Federal Hazardous Products Act.

The original building was constructed prior to 1982 and appears to have since been renovated and expanded. It is possible that Urea Foam Formaldehyde Insulation may be present in the original building footprint.

7 AREAS OF POTENTIAL ENVIRONMENTAL CONCERN

After completion of a thorough review of the Site, it appears that the most likely contaminant on-site would be cement. As cement is not traditionally considered an environmental concern, solidifies with moisture, doesn’t tend to penetrate the subgrade to any significant degree, or flow with the groundwater, it does not appear that current or historical activities on the Site may have caused contamination. An above grade fuel tank was observed, however the tank was empty, appeared to be in

File No.: USG992 Page 14 exceptional conditions and likely wasn’t leaking, and no staining was observed around the tank, the risks associated with the APEC are deemed low.

The original shop and office building was constructed prior to 1982. Based on the age of this building, there is potential that asbestos, lead containing material, and Urea Foam Formaldehyde Insulation may be present in the original building structure. Intrusive investigation of the building materials and associated sampling was not within the scope of work for this Phase I ESA.

8SUMMARY

Based on the information collected and reviewed while compiling this report, the following conclusions have been made relative to the Site:

x Historically, the Site was utilized by a concrete precast builder, water company, and used as a residence, school, and farm;

x With the possible exception of cement/concrete contamination, historical reports and correspondences with various agencies did not indicated any potential environmental concerns due to previous or current owner’s past use;

x On-site, APECs include a partially filled barrel of kerosene and an empty fuel tank, however no evidence of contamination were observed. It is not recommended that these APEC are investigated further;

x Based on the age of the building, there is potential that asbestos, lead containing material, and Urea Foam Formaldehyde Insulation may be present in the original building footprint. Intrusive investigation of the building materials and associated sampling was not within the scope of work for this Phase I ESA. File No.: USG992 Page 15

Overall, with the exception of those noted above, there is no evidence of environmental contamination or APEC from on-site activities. It is of the opinion of Union Street, that if undisturbed, these APECs do not pose a significant environmental risk to the future use of the site.

Based on the information collected, it is Union Street’s opinion that the potential for soil and groundwater impacts related to historical activities at the Site are low. Union Street does not recommend any further investigations at this time.
