DIVISION LEARNING CONTINUITY PLAN

1. In pursuance to the direction of the Department of Education (DepEd) to ensure continuity of quality education of learners amidst the pandemic brought by COVID- 19, the Division of Davao del Norte designed this Division Learning Continuity Plan (LCP).

2. This LCP lays down the direction of the Division for School Year 2020-2021. This is the result of the inputs coming from the different units, sections, and schools of the Division. Data coming from the result of the readiness survey given to the learners, teachers, school heads and parents both in public and private schools also form a part in this LCP.

3. All public and private schools in this Division are hereby directed to design their own school’s Learning Continuity Plan that will embody the unique needs of the learners and teachers in each school.

4. Attached are the Division Learning Continuity Plan and the Division Survey Results and Analysis for your ready reference.

DIVISION OF DAVAO DEL NORTE’s LEARNING CONTINUITY PLAN (LCP)

I. Introduction The worldwide pandemic caused by coronavirus disease (COVID-19) has disturbed and changed the normal activities of the world and created the so called “new normal” in life. The COVID-19 is an infectious disease caused by a new strain of coronavirus. It is first and foremost a crisis in health. Efforts to stem its transmission through non- pharmaceutical interventions and preventive measures such as social-distancing and self- isolation were being required worldwide.

These measures have affected the educational systems in countries that are hit by COVID-19. Many of these countries have temporarily closed their educational institutions in an attempt to contain its spread.

Based on the United Nations Children’s Fund (UNICEF) data, there are approximately 1.725 billion learners that are currently affected due to school closures worldwide and there are around 153 countries implementing nationwide closures that has impacted around 98.6 percent of the world’s student population.

This health crisis made its impact in the Philippines when the Department of Health announced on January 30, 2020 that the nation had its first patient who tested positive for it on the same day that the World Health Organization (WHO) declared COVID- 19 as a Public Health Emergency of International Concern.

On March 7, 2020, the first local transmission of COVID-19 in the country was confirmed by DOH. From then on, positive cases multiplied daily and have reached all of the Regions in the country leaving only 14 out of the 81 provinces that are still COVID-19 free as of May 30, 2020. The country’s confirmed cases have already reached almost 19,000 thus making the Philippines the third country in Southeast Asia with the most number of cases.

COVID-19 landed in on March 15, 2020 when the first case was confirmed by the Department of Health's Davao Regional Office. The case was that of a 21-year-old female resident of Pantukan, who had a travel history to the United Kingdom and Manila.

On the same day, Mayor Sara Duterte placed on community quarantine to prevent the spread of the 2019 novel coronavirus through an executive order. Under the executive order, community quarantine rules require people to stay in their homes and only leave for work, food or medicine, take out garbage, or go to the hospital. Mass gatherings are suspended as well, including religious activities and classes from kindergarten to postgraduate studies.

All other local chief executives in the region followed also by issuing their respective executive orders placing their localities under community quarantines.

As such, classes were automatically suspended starting March 16, 2020 thus, cutting them shortly before they will officially close for the School Year 2019-2020. However, there are uncertainties whether or not schools will be opened for School Year 2020-2021. If it will be allowed to open, in what particular conditions?

The Department of Education (DepEd) through Secretary Leonor Magtolis Briones welcomed this crisis with a positive outlook. She declared that education must continue amidst COVID-19. While DepEd is ensuring the health, safety and welfare of all learners, teachers and personnel of the department, it is also finding ways for learning to continue.

Thus, DepEd developed the Basic Education Learning Continuity Plan (BE-LCP) that provides guidance to the department on how to deliver education in this time of crisis. It lays down the direction for basic education in the coming school year. Its implementation specifics will be embodied in appropriate guidelines, rules, or directives and operationalized through programs, projects and activities.

In this, the Division of Davao del Norte anchored its own Learning Continuity Plan on the department’s BE-LCP but contextualized it based on the inputs of the Chiefs, Learning Supervisors, school heads, teachers, parents and learners. The result of the localized survey on school readiness has a great part in the Division’s LCP.

The DDN’s LCP covers the essential requirements of education in the time of COVID -19. It contains the learning competencies, school calendar, learning delivery modalities, and required health standards in schools and workplaces.

II. Methodologies

The Division of Davao del Norte (DDN) has contextualized its own Learning Continuity Plan (DDN-LCP) to suit to the needs of its learners and teachers. In doing so, DDN conducted a survey on the readiness of schools for offline and online learning wherein the respondents of this were the school heads, teachers, parents and learners themselves (Annex A). The results of the said survey were the inputs incorporated in the DDN-LCP.

Information drives will be given to the parents and local chief executives through teleconferences in the province, municipalities and barangays on the content of the LCP so that maximum participation and cooperation from them will be established.

Radio and television guestings will be done particularly on the provincial radio and TV station for the presentation and discussion of the contents of the LCP so that it can reach the far-flung areas in the province.

The LGUs, functionaries and other community partners will be tapped to assist in the distribution of the LESF and learning materials for blended and distance learning.

Teachers and school heads are told to attend different webinars that are related and helpful in their preparation for the different learning modalities that will be used in the classroom in this time of the new normal.

Series of webinars in reading and in developing modules and activity sheets will be conducted particularly in the development of the 8-week Reading Curriculum for Non- Readers and Frustration Level Readers.

Engagements with the different local government units will also be done as we reviewed and revised the allocation of the Special Education Funds (SEF) to address the need of the learners in time of COVID-19. Specifically, it addresses the need on beefing-up the internet connectivity of the schools, the reproduction of modules and activity sheets, and provisions of protective health materials and equipment for the school heads, teachers and learners in schools.

III. School Calendar and Activities

The opening of School Year 2020-2021 will be on August 24, 2020 and will end on April 30, 2021. It will comprise a total of 203 class days.

The school opening will not necessarily mean the traditional face-to-face learning in classroom. It will depend on the risk severity grading of a locality and the recommendations of the Inter-Agency Task Force on COVID.

The enrolment period for all learners intending to attend SY 2020-2021 will be on June 1-30, 2020. The manner of enrolment will either be through remote or online by filling-up the Learners Enrolment Survey Form (LESF) that will be uploaded online by the school on June 1-15, 2020. However, kiosks and enrolment centers will be established in barangays and schools where parents can get the printed format of the LESF in the third week of June, 2020.

Those who have enrolled during the early registration period will have to enroll again, given that circumstances have changed drastically. This is also one way of validating whether those who enrolled last February and March will still go to school or not.

Teachers shall start rendering service on June 1, 2020. They will attend orientation and trainings on the use of multiple learning delivery modalities, prepare instructional materials, and plan the organization of classes.

The conduct of curricular and co-curricular activities that involve mass gathering of learners such as science fairs, showcase of portfolios, trade and job fairs, school sports, campus journalism, festival of talents, career orientation and other similar activities are cancelled for the school year, except for those that can be conducted through online platforms. Private schools will be allowed to open classes within the period authorized by law, which is on the first Monday of June but not later than the last day of August. However, no face-to-face classes will be allowed earlier that August 24, 2020, and from then on only in areas where schools are allowed to open physically.

IV. Learning Competencies

The Division of Davao del Norte will utilize the recently released Most Essential Learning Competencies (MELCs) of the Department of Education.

The DepEd Curriculum and Instruction strand has streamlined the total number of competencies in all learning areas from Kindergarten to Grade 12 (excluding the TVL specializations in Senior High School) to 5,689 from the original 14,171 or a reduction by 60 percent.

By streamlining the learning competencies to the most essential, we will be able to give more focus to the learning activities and resources, while having sufficient time for coverage and mastery.

V. Learning Delivery Modalities

In response to school closures, United Nations Educational, Scientific and Cultural Organization (UNESCO) recommended the use of distance learning programs and open educational applications and platforms that schools and teachers can use to reach learners remotely and limit the disruption of education.

The Division of Davao del Norte will adopt the ten recommendations for engaging in online learning made by the UNESCO.

1. Examine the readiness and choose the most relevant tools: Decide on the use high-technology and low-technology solutions based on the reliability of local power supplies, internet connectivity, and digital skills of teachers and students. This could range through integrated digital learning platforms, video lessons, MOOCs, to broadcasting through radios and TVs. 2. Ensure inclusion of the distance learning programs: Implement measures to ensure that students including those with disabilities or from low-income backgrounds have access to distance learning programs, if only a limited number of them have access to digital devices. Consider temporarily decentralizing such devices from computer labs to families and support them with internet connectivity. 3. Protect data privacy and data security: Assess data security when uploading data or educational resources to web spaces, as well as when sharing them with other organizations or individuals. Ensure that the use of applications and platforms does not violate students’ data privacy. 4. Prioritize solutions to address psychosocial challenges before teaching: Mobilize available tools to connect schools, parents, teachers, and students with each other. Create communities to ensure regular human interactions, enable social caring measures, and address possible psychosocial challenges that students may face when they are isolated. 5. Plan the study schedule of the distance learning programs: Organize discussions with stakeholders to examine the possible duration of school closures and decide whether the distance learning program should focus on teaching new knowledge or enhance students’ knowledge of prior lessons. Plan the schedule depending on the situation of the affected zones, level of studies, needs of student’s needs, and availability of parents. Choose the appropriate learning methodologies based on the status of school closures and home-based quarantines. Avoid learning methodologies that require face-to-face communication. 6. Provide support to teachers and parents on the use of digital tools: Organize brief training or orientation sessions for teachers and parents as well, if monitoring and facilitation are needed. Help teachers to prepare the basic settings such as solutions to the use of internet data if they are required to provide live streaming of lessons.

7. Blend appropriate approaches and limit the number of applications and platforms: Blend tools or media that are available for most students, both for synchronous communication and lessons, and for asynchronous learning. Avoid overloading students and parents by asking them to download and test too many applications or platforms. 8. Develop distance learning rules and monitor students’ learning process: Define the rules with parents and students on distance learning. Design formative questions, tests, or exercises to monitor closely students’ learning process. Try to use tools to support submission of students’ feedback and avoid overloading parents by requesting them to scan and send students’ feedback 9. Define the duration of distance learning units based on students’ self- regulation skills: Keep a coherent timing according to the level of the students’ self-regulation and metacognitive abilities especially for livestreaming classes. Preferably, the unit for primary school students should not be more than 20 minutes, and no longer than 40 minutes for secondary school students. 10. Create communities and enhance connection: Create communities of teachers, parents, and school managers to address sense of loneliness or helplessness, facilitate sharing of experience and discussion on coping strategies when facing learning difficulties.

Meanwhile, DepEd through its BE-LCP has recommended four learning delivery modalities that schools can adopt may be one or a combination depending on the COVID - 19 restrictions and the particular context of learners in the school or locality.

1. Face-to-face. This refers to a learning delivery modality where the students and the teacher are both physically present in the classroom, and there are opportunities for active engagement, immediate feedback, and socio-emotional development of learners.

Any face-to-face learning delivery must have proper risk assessment and must adhere to the health protocols in place. Potential learning spaces in the community near the school may be explored to add spaces for the conduct of classes with the appropriate social distancing.

2. Distance learning. This refers to a learning delivery modality where learning takes place between the teacher and the learners who are geographically remote from each other during instruction. This modality has three types: Modular Distance Learning (MDL), Online Distance Learning (ODL), and TV/Radio-Based Instruction.

a. Modular Distance Learning involves individualized instruction that allows learners to use self-learning modules (SLMs) in print or digital format/electronic copy, whichever is applicable in the context of the learner, and other learning resources like Learner’s Materials, textbooks, activity sheets, study guides and other study materials. The teacher takes the responsibility of monitoring the progress of the learners. The learners may ask assistance from the teacher via e-mail, telephone, text message/instant messaging, etc. Where possible, the teacher shall do home visits to learners needing remediation or assistance. Any member of the family or other stakeholder in the community needs to serve as para-teachers. b. Online Distance Learning features the teacher as facilitator, engaging learners’ active participation through the use of various technologies accessed through the internet while they are geographically remote from

each other during instruction. The DepEd Commons and LR Portal fall in this category. c. TV/Radio-Based Instruction utilizes SLMs converted to video lessons for TV-Based instruction and SLMs converted to radio script for Radio-Based Instruction.

3. Blended Learning. This refers to a learning delivery that combines face-to-face with any or a mix ofonline distance learning, modular distance learning, and TV/Radio- Based Instruction. Blended learning will enable the schools to limit face-to-face learning, ensure social distancing, and decrease the volume of people outside the home at any given time.

4. Homeschooling. This is an Alternative Delivery Mode (ADM) that aims to provide learners with access to quality basic education through a home-based environment to be facilitated by qualified parents, guardians, or tutors who have undergone relevant trainings.

In the case of the Division of Davao del Norte, based on the result of the survey conducted and in consideration of the geographical locations of its schools it is recommending the use of the following learning modalities: distance learning and blended learning. However, if the situation will already warrant the use of face-to-face mode can also be an option but still following all the health standard protocols.

VI. Learning Resources

The Division of Davao del Norte will utilize the Self-Learning Modules (SLMs) that DepEd will provide. However, it is also developing modules and activity sheets based on the MELC that can be utilized also by the teachers.

Aside from this, materials that are uploaded in the LR Portal, Learner’s Manual and Teacher”s Guide, activity sheets, ADM Learning Materials, lesson exemplars, and PRIMALS modules and other digital interactive, e-books and video lessons available in schools that are aligned with the MELC can be used by teachers.

VII. Physical and Financial Resources

In the implementation of the LCP it will incur financial and physical changes in the way the Division of Davao del Norte works. For this reason, the Division Office will have to revisit its Maintenance and Operations and Other Expenses (MOOE) fund as well as its Capital Outlay (CO) fund to align with the current needs of the new normal in delivering education such as putting up hybrid internet connectivity, purchase of medical and health supplies and equipment (PPEs, thermal scanners, facemasks, disinfectants, handwashing facilities and supplies, vitamins). Anent to that, a revision of its Project Procurement Management Plan (PPMP) and its Annual Procurement Plan (APP) will have to be done.

In this, the schools in the Division will also have to revise their PPMP/APP in order that their needs will be addressed but still in accordance to the auditing laws and regulations of the government.

On the other hand, in the advent of the increase utilization of internet the Office will also look into its information and technology communications (ICT) infrastructure. It will work for the increase of its bandwidth and servers. Schools will also have to do the same.

The Division Information Technology Officer (DITO) will have to identify the schools with low internet connectivity and those without connectivity at all.

The Division Office will also coordinate with the local chief executive of the Province and that of the eight municipalities under its jurisdiction in order to revisit also the budget allocation of the Special Education Fund (SEF) in order for it to be receptive to the need of the schools and learners.

A strong coordination will also be done to the Parent Teachers Associations (PTAs) in the schools since this group of parents has been a strong partner in the schools particularly in providing some infrastructure needs of the schools.

VIII. Assessment

Learner’s outcomes will still be assessed in the form of knowledge, skill, and attitude, and values. They will be asked to prepare their portfolios to include written works, and performances whether hard or soft copies.

The Division will also adhere on the specific guidelines that DepEd will issue on learners’ assessment.

IX. Health Standards

In consideration of the health and safety of its personnel in the office and schools the Division of Davao del Norte will implement the basic health standards and protocols that the Department of Health and IATF will require.

The following basic measures shall be implemented:

a. All students, teachers, and personnel who will be entering the school/office shall sanitize themselves by washing their hands or by using alcohol. b. All students, teachers, and personnel who will be entering the school/office shall wear facemasks. c. Body temperature of all students, teachers, and personnel who will be entering the school/office shall be checked using thermal scanner. d. All students, teachers, and personnel who will be detected as having respiratory symptoms and fever shall not be allowed to enter the school/office. e. Regular disinfection of schools and offices shall be conducted. f. Teachers shall regularly and closely monitor the health of their learners. g. Proper social distancing shall be observed in the schools and offices.

X. Partners Engagement

Implementing this LCP will not be that easy. It is not also a perfect plan and operational complications are expected along the way. Thus, we seek the understanding, support, and solidarity of our stakeholders and partners in the true spirit of unity and bayanihan.

The SDO will inform the Provincial Local School Board of the proposed realignment of the LSB budget thru the Budget Officer and Accountant Officer. Basis for the realignment request will be the results of the survey on the readiness for offline and online learning conducted by the Division.

The Public Schools Division Supervisors (PSDSs) will be asked to coordinate with their respective LGUs in the realignment of the SEF to address the needs of the new normal of the schools in their districts based on the LCP. In the conduct of the enrolment, a massive information dissemination drive will be done thru the LGUs virtual presser, PTV 48, radio stations, social media and info graphics made by the schools to be posted in the schools and conspicuous places in the barangay like purok centers, barangay halls and market places and in virtual meetings with PTAs and other stakeholders, convergence with other agencies and other assemblies. Coordination with the barangay LGUs for the set-up of enrolment kiosks in the barangay halls and purok centers will also be done. The assistance of the Brgy. Tanod and Brgy Health Workers and IP leaders to distribute the LESF and possible distribution of learning modules to the houses of the learners in the GIDAs will also be sought. Meanwhile, the SDO will also have to capitalize the tried and tested Brigada Eskwela (BE) in harnessing the capabilities of the stakeholders to bankroll and provide the needs of the schools. The campaign now will also be on different scale since the needs have also changed. Instead of asking for cleaning materials, paints and school repairs the drive now for the BE will be on looking for partners who will fund for the installation of internet connectivity or enhance the speed and bandwidth in schools, installation of handwashing facilities and its supplies, provision of disinfectants, facemasks and vitamins for the school heads, teachers and learners, procurement of riso machine and high end photocopiers that can be used in the production of learning modules and worksheets.

In this time of pandemic, we cannot afford to stop giving education to our children. We have to give them learning opportunities in order for education to continue. We have to engage everyone in the community to help. For this Deped DavNor echoed DepEd’s battlecry, Sulong Edukalidad!

As shown in the table, 3,904 out of 4,320 or 90% of teachers of the Division of Davao del Norte have responded to the survey that was conducted last May 19, 2020. Davao Regional Sports Academy and Kapalong East District of Congressional District I, and Sto. Tomas East District of Congressional District II have the highest percentage of response to the survey.

As shown in the table, 3,473 out of 4,320 or 80% of our teachers have mobile phones, 2,614 or 61% have laptop computers, 259 or 6% have personal computers, 185 or only 4% have tablets, 7 or .16% have netbooks, and 19 or .44% do not have any equipment or gadget that can be used for digital learning.

The results reveal that most of our teachers use their mobile phones to get connected to the internet. More than half of them have laptops while the remaining number do no not have.

The data imply that many of our teachers are not equipped with the necessary technology infrastructure specifically the physical components.

As shown in the table, 1,878 or 43% of the teachers use access the internet via cellular system thru data plan, 1,610 or 37% use the WiFi to interface with the internet, 78 or 2% use the Point 2 Point to connect, 4 or 0.09% use the Piso net, and 583 or 13% do not have internet access at home.

The results show that more than half of our teaching force do not have the means to access the internet while at home. This implies that a number of teachers will have difficulty in performing online teaching from home due to non- availability of internet connection.

It is gleamed that less than 50% of the teacher population can access the internet using the school’s facility. This would imply that online teaching – learning process cannot be fully implemented while teachers are in school due to limited access to the internet.

The table shows that 2,250 or 52% of the teachers preferred the face to face and modular delivery, 1,493 or 35% opted for the face to face, online, and modular deliver, while 375 or 9% preferred the face to face and online delivery of teaching and learning process.

Based on the result, the blended face and face and modular delivery is the most popular mode of delivery among the respondents. Since the face to face mode of delivery will still not warrant due to the current health emergency, it is implied that the modular form of delivery will be implemented.

The table shows that 3,155 or 73 % of the teachers affirmed that it is possible for them to deliver the modules to their learners whole 694 or 16% said that it is not. 3,262 0r 76% of the teachers are willing to deliver to modules to their learners while 587 or 14% of them are not.

The results imply that the modules can be and will be delivered to the learners if and when the current situation warrants. The modular form of learning is highly probable in the division given the possibility of bringing the modules to the learners coupled with the willingness of the teachers to bring education to the homes of their learners.

Results show that 1,406 or 33% of the teachers said that they are capable of conducting online teaching while 2,458 or 63% of them said that they are not. Alongside with this are 590 or 14% of the teachers have attended trainings in online teaching while 3,262 or 84% of teachers have not.

The data imply that there is a need to capacitate our teachers on how to facilitate online learning.

CONCLUSION:

Majority of the teaching force use their mobile phones to access the internet. Almost half of the teacher population have no laptop or personal computers to use. These equipment are currently the lifeline of the teachers to be able to thrive in the new normal environment. Teachers basically need laptop to be able to attend, participate, and facilitate online activities.

Given the new normal, teachers have to be online most of the time to be adept with the recent developments in the organization. Since the face to face modality is not yet recommended, most of the field personnel need to be online while working at home. However, less than half of the teacher population can to access the internet using their data plan. The remaining number of teachers remained off the line while at home. When in school, the same situation begets the field personnel. Majority of them cannot go online due to poor, limited, or no access to internet.

With the current situation, teachers opted the blended learning delivery option over online teaching, specifically the blended face to face and modular type of delivery. Since face to face is not yet allowed due to the continuing health emergency, the modular learning delivery suits best for the division. The online teaching and learning mode of delivery is not yet feasible for the Division of Davao del Norte since internet access to most schools is impossible. Further, majority of the teaching force are not yet ready to conduct online teaching as teachers were not readily prepared for this unprecedented situation.

RECOMMENDATION:

It is recommended that teachers will be provided with the needed support in technology infrastructure such as laptop computers, printers, and ink. These are needed in the preparation of printed materials such as but not limited to activity worksheets, modules, and other learning materials that will be utilized by the learners.

Training and development in online teaching and learning must also be given priority in preparation for a possible online interaction with learners who have the capacity and ability to participate in an online class.

Strengthening our partnership with stakeholders is encouraged to supplement the resources needed by our teachers in digital learning.

The delivery of education must continue in whatever available form of learning delivery without compromising the safety of all concerned, by observing the minimum health standards as required, and by providing safety nets to all activities that the division will implement.

Table shows that 135 or 55% of the schools can provide worksheets/activity sheets, 131 or 53% of the schools have laptop computers, 128 or 52% have personal computers, 54 or 22% can provide modules, 1 or 0.41% has tablet in the school,4 or 2% have smart phone, while 3 or 1% of the schools only have textbooks as support materials for learning. As to services, 80 or 33% of the schools have internet connection, and only 1 school or 0.41% provide connection via data plan.

The results imply that almost half of the schools in the division do not have the necessary equipment such as but not limited to laptops and printers that can help the teachers in the preparation and reproduction of learning materials. Only few schools can connect to the internet. This would lead the teachers to use their own personal equipment and utilize their internet plan to deliver the required output from them.

This can be attributed to the geographical location of the province. Based on the data, the available materials in the school that are required under the minimum health standards are limited.

Conclusion:

The type of learning delivery that us preferred by the school heads is the blended face to face and modular form. As of this time, it is only the modular form that is allowed to be conducted. Preparation of worksheets, modules, and other printed materials shall be the priority tasks that will be undertaken by the teachers. This would entail massive utilization of laptop, personal computers, printers and ink printers,

It was noted that the technological infrastructure in the school, both the physical and soft components, is either limited, poor, or none at all. Given the limited resources, teachers have to use their own equipment and personal plans to be able to participate online, facilitate what they have learned, and provide the required outputs from them.

There was a very low turn – out of online participation of students in online learning. Based on the results of their participation in DepEd commons, only 10% of the population were able to participate. Many of our students belong to a poor family where they may have the ability to perform online but they just do not have the capacity to join other children online.

As to schools preparedness for the possible face to face modality, the schools have still a lot to do in terms of preparation and provision of health materials as required under the minimum health standards.

Recommendation :

Given the preferred the modality of learning delivery, support materials such as but not limited to laptops, bond papers, printers, and ink are needed to be able to produce the necessary worksheets/activity sheets and printed learning materials for our learners while still at home.

This reached to 12,658 or 74.40% which means that the most available gadget to be used for the online class is Smart phone. Survey question number 2, shows that in the availability of the learners/students' internet connection in their houses, most of them responded the "Wala kami internet sa balay" with 7,953 or 46.74% followed by Data connection that reached to 5,090 or 29.91% and third to the highest is the WIFI that summed up to 2,953 or 17.35%. The results show that if online classes will be implemented, this only be possible to the 53.23% learners/students but not to the 46.74% who have no internet connection in their respective houses.

Among the three options given by DepEd, Blended Learning got the most responses that reached to 7,142 which means 41.97% of the students preferred blended learning as their option for the learning delivery. In this item, the result for "Mama" with 6,226 or 40.99% is closely equal to "Papa" with 5,466 or 35.99%, then next is "Igsoon" with 2,657 or 17.49% and last is "Uban pa" with 837 or 5.51%. This means that if Offline will be chosen, most of the learners/students considered "Mama" who will possibly get the printed materials from the school/teachers.

Recommendation:

It concludes that most of the learners/students showed their interest to continue studies despite the new normal situation with the guidance of their parents specially mothers through the use of Blended Learning Modality most particularly Face to Face and Modular since much of them answered that they lack of knowledge on how to follow and organize online classes. Subsequently, same with the Parents' Survey Result, Online Learning Mode is still applicable since 53.23% answered positively for the availability of internet connection on the different forms. The recommendation is to possibly use Blended Learning Modality that mostly focused on the Online Classes and modular for the 46.74% who have no internet connection and 18.06% that also don't have gadget to use.

Recommendation:

Generally, it implies that most of the parents like to continue education with the help of the family members specially mothers through the use of Blended Learning Modality particularly the Modular and Face to Face. However, Online Learning is also possible since 60.19% of the parents answered positively on the availability of the internet connection in a different ways and since most of them acquired smartphones or android phones to use. It is therefore recommended that blended learning modality is possible but with much concentration on using online classes and modules for the 39.61% who have no internet connection as well as gadgets to use.
