NATURAL GAS EXPANSION WILL AID ECONOMIC DEVELOPMENT IN 23 COMMUNITIES

Twenty-three Manitoba communities will have the opportunity to adopt natural gas as an alternative source of energy through a $22 million expansion program announced today by the federal and provincial governments under the Canada-Manitoba Infrastructure Works program.

The initiative has received approval in principle and could extend natural gas service to more than 1,000 businesses, 140 public buildings and 6,000 private homes representing a rural population of at least 19,000 people.

"This proposal will assist rural communities in improving their competitiveness and attracting more investment and jobs. It is a win-win-win situation for business, homeowners and the environment made possible through partnerships created by the Canada-Manitoba Infrastructure Works Program," commented Western Diversification Minister Lloyd Axworthy.

"The project will support long-term economic growth in rural Manitoba by offering savings in energy costs and an additional fuel option for business development," said Rural Development Minister Len Derkach.

The $22 million of government funding for the initiative will be cost-shared by the federal government, the Manitoba government and municipalities adopting the natural gas service. Government funding will leverage more than $9 million of additional investment from Centra.

The initiative will create direct employment in both the short term and the long term. In addition to hundreds of temporary jobs during the construction phase, Centra will create permanent technical and professional jobs in rural areas.

The 23 communities targeted for the initiative were selected by Centra Gas on the basis of feasibility studies. A 60 per cent sign-up must be achieved in these communities before individual projects can proceed. Centra will continue to discuss natural gas expansion with other communities.

Communities targeted for the initiative are: Benito, Boissevain, Bowsman, Deloraine, Dufrost, Elkhorn, , La Broquerie, Melita, , Neubergthal, Oakville, Rosenfeld, Rosenort, Schanzenfeld, Sommerfeld, Souris, Starbuck, St. Malo, Swan River, and Wawanesa.

Town council meetings to discuss details on the program will be conducted by Centra over the next month. Construction could begin as early as June.

XENASTON BOULEVARD (ROUTE 90) $38.9 million A total of $38.9 million will be spent on a two-stage project to improve traffic flow on Winnipeg's major north-south transportation route. The project will strengthen Winnipeg's position as a transportation hub by improving connections for road, rail and air shipments. The improvements will also enhance road and rail safety, reduce noise and vibration, and reduce transport costs for public and private companies. When completed, truckers and motorists will have uninterrupted four-lane access from Highway 75 south of Winnipeg, all the way to Winnipeg International Airport. Better access to the airport will support the growth of air cargo business, an important source of new employment in Winnipeg. The four-lane route will also provide better access to the CN intermodal unit on Kenaston south of Wilkes.

PHASE ONE: Twinning and road improvements between Wilkes Avenue and McGillivray Boulevard Two additional lanes of concrete pavement will be constructed to form a four-lane divided roadway. Other improvements include a land drainage system, concrete pavement repairs and asphalt overlay of the existing roadway.

PHASE TWO: New underpass and improvements between CNR Rivers (Mainline) Subdivision and Kenaston Boulevard An underpass will be constructed beneath the railway tracks crossing Kenaston at Taylor Avenue. WINNIPEG SEWER PROJECTS $20.0 million A total of $20.0 million will be spent on four sewer improvement projects aimed at reducing the risk of sewer back-up and flooding. The upgrading will support future efforts to reduce combined sewer overflows to the Red River. WINNIPEG COMMUNITY SERVICES INFRASTRUCTURE PROGRAM $10 million This program is designed to renew deteriorating streets, sidewalks and alleys while providing employment and job skills training for social assistance recipients. About 190 people, or 75 per cent of those employed, will be trainees selected from the municipal assistance caseload. The balance of the work will be shared by private companies and City of Winnipeg -forces. The program is expected to save $4.4 million in social assistance over the two years of the project. DOWNTOWN ASS INIBOINE RIVER WALKWAY $2.3 million The Assiniboine River walkway will be extended past the south grounds of the Legislative Building to provide more usable green space in downtown Winnipeg. GLENLAWN COLLEGIATE COMMUNITY ATHLETICS AND PERFORMING ARTS FACILITY $1.1 million South Winnipeg will gain a new community arts and athletics facility through construction of a 30,000-square-foot addition to Glenlawn Collegiate and renovations to 7,500 square feet of the existing building. The facility will provide continuing education and distance education programs in computer technology, industrial technology and other academic studies, and will accommodate community groups related to the creative arts, athletics, recreation and technology.
