Fiserv Forum, the ’ state-of-the-art downtown arena, will serve as an early voting site for the 2020 general elec- tion. From Oct. 20 through Nov. 1, the City of Milwaukee an- nounced recently that voters may cast their ballots in-person at Fiserv Forum for the Nov. 3 election. In addition to Fiserv Forum, the Milwaukee Brewers will open Miller Park for early drive through voting for the 2020 general elec- tion. Milwaukee’s NBA and MLB teams opening their facilities to the public will help meet the increased demand for early voting due to the COVID-19 pandemic. It was also easier to figure out who was friend, and who was enemy. I have fond, and sometimes horrific, memories of many of the ‘actors’ whose roles set the stage for our current stage play. Many are long since joined their ancestors, but they left indeli- ble marks on local history. Dahlk brings them to life, and for those of us who participated in that educational Black sojourn, recognize how even a tiny footprint in the sand can change the course of the mighty ocean. You can also trace today’s Black high school drop out rate to events and individuals who directly or indirectly influenced the early timeframe chronicled by Dahlk. You can assess the current state of race relations, the political pandemonium and even our economic plight to obscure events a half-century ago. Following the trail illuminated by Dahlk will lead you back to circumstances that sparked a call for a separate Black school dis- trict, the school choice program and even a current proposal by North Division high school alumni to convert the school into a community-controlled institution, meaning an autonomous board would run it. The 1960s was an era of dreams, while the 70s represented dreams deferred, and a period Black philosophical evolution. In the 1970s we battled for and against school desegregation, were stunned when Black board members justified one-way bus- ing, and were shocked when Federal Court Judge John Reynolds assigned a ‘special master’ to over the process. That’s right, a special ‘massa.’ In the 1980s we reversed course and fought for Black control of the schools, and questioned who really was leading our strug- gle. A bill for a separate school district was on the horizon as the school board proposed moving construction of a new North Di- vision to 8th and Center so White kids wouldn’t have to venture into the central city to attend a medical dental specialty (they would get off the #80 bus two blocks away). African American neighborhood students would not be allowed admission to the school they fought to be built. Some Black leaders began questioning whether sitting next to White children made Black kids smarter, or was the real agenda of the school board promulgated on the involuntary movement of Back students so as not to inconvenience Whites, and thereby avoid violent repercussion from the white community. Soon came the realization that desegregation brought with it skyrocketing Black suspension rates (several Black children were suspended for carrying Afro picks to school—White teach- ers thought they were weapons) hostile teachers, who went on strike to avoid being reassigned, and baseball bat carrying White supremists who threatened to beat up minority students who ven- tured from under the shadows of southside schools. Desegregation did little to close the achievement gap. School desegregation grabbed the headlines, but the battle- grounds of the 1970s morphed into civil war, not just between north (side) and south (side), but also over the direction of the civil rights movement, miscegenation versus Black empower- ment, communal integration versus equality of opportunity. When the smoke cleared, neither side was truly victorious for, as much as things changed, the more things remained the same. Today, Milwaukee is still among the most segregated cities in the land. Black high school drop and achievement rates are in many cases worse than in 1960, and the Black poverty rate, at 40% in 1965, was 42% and climbing after Barack Obama left office. MUSIC and Triple O, which fought each other over the direc- tion of school desegregation, are no more.
