REQUEST FOR EXPRESSION OF INTEREST FOR Conduct of Feasibility Study of Maridagao (Kadingilan) Irrigation Project

1. The National Irrigation Administration-Region 10, through the General Appropriations Act (GAA) 2020 intends to apply the sum Twenty-nine Million Seven Hundred Seventy Thousand pesos only (Php 29,770,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Maridagao (Kadingilan) Irrigation Project under contract ref. no.: CS-BUK-FS- 2020-MKIP. Bids received more than the ABC shall be automatically rejected at bid opening.

2. The National Irrigation Administration-Region 10 now calls for the submission of eligibility documents for Consultancy Services on the Conduct of Feasibility Study of Maridagao (Kadingilan) Irrigation Project located at , Bukidnon. Eligibility documents of interested consultants must be duly received by the BAC Secretariat thru email ([email protected]) or Hard Copy for Evaluation on or before December 16, 2020, 1:30 PM at The Conference Room, NIA-Regional Office X, Villarin St., Carmen, City. Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion.

The date of Eligibility Checking for prospective Bidders shall be on December 16, 2020, 2:00 PM at the Conference Room, NIA-Regional Office X, Villarin St., Carmen, Cagayan de Oro City. Prospective Bidders who submitted their Eligibility Documents can participate through video conferencing via Google Hang-out (link will be provided prior to scheduled date and time).

3. Interested bidders may obtain further information from National Irrigation Administration-Region 10 and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM, Monday to Friday.

4. A complete set of Bidding Documents may be acquired by interested bidders beginning December 9, 2020 from the address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty-Five Thousand Pesos only (Php 25,000.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

5. The BAC shall draw up the short list of consultants from those who have submitted Expression of Interest, including the eligibility documents, and have been determined as eligible in accordance with the provisions of IRR of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”, and its Implementing Rules and Regulations (IRR). The short list shall consist of three (3) prospective bidders who will be entitled to submit bids. The criteria and rating system for short listing are:

Criteria Weight a) Applicable Experience of the Consultant 50% b) Qualification of Personnel who may be assigned to the job, extent 30% and complexity of the undertaking c) Years of Experience 20%

To be eligible for inclusion in the short list, a consultant must obtain a minimum or passing total score of 70%.

6. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act.”

Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

The date of Pre-bidding Conference exclusively for shortlisted Bidders shall be on December 23, 2020 at 9:00 AM. Deadline of purchasing of bidding documents shall be on January 4, 2021 at 1:00 PM and the Deadline of Submission of Bids shall be on January 4, 2021 at 1:30 PM its Opening shall be on January 4, 2021 at 2:00 PM at The Conference Room, NIA-Regional Office X, Villarin St., Carmen, Cagayan de Oro City.

7. The Procuring Entity shall evaluate bids using the Quality-Cost Based Evaluation/Selection (QCBE/QCBS) procedure. The weights allocated for the Technical and Financial Proposals are 80% and 20%, respectively. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders.

8. The contract shall be completed within Three Hundred sixty (360) calendar days.

9. The National Irrigation Administration-Region 10 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 41 of RA 9184 and its IRR, without thereby incurring any liability to the affected bidder or bidders.
