January traffic was below the low forecast. The average daily traffic from February 2014 to January 2015 was 1.6% higher than the average from February 2013 to January 2014. That is the first indicator of the annual traffic growth. The trend shows a continuous modest recovery in traffic that dates back to April 2013.

There were 0.2% fewer flights in January 2015 compared with January 2014 due to a slow first week and declining traffic to Russia during the month.

With an increase of 7.4%, the low-cost segment was the only driver of growth in January 2015 (vs. January 2014). The charter segment decreased by 17.3% and was followed by Business Aviation (down 5.6%), Traditional Scheduled and All-Cargo, both segments were down 1.5% on January last year.

Turkey and UK were the major contributors to local traffic1 on the European network in January 2015 (vs. January 2014), each adding 98 daily flights and 88 daily flights respectively. Portugal, Spain and Greece added altogether 160 daily flights and completed the top five contributors. The three other countries adding more than 25 daily flights to the network were Poland (adding 42 flights), Romania (adding 36 flights) and Belgium/ (adding 31 flights) compared with January 2014. At the other end of the scale, Ukraine remained severely impacted by the closure of its airspace and saw an overall flights decrease of 77% (28,400 fewer flights than in January last year) that is a fall of 37% in its local traffic and a fall of 98% in the country’s overflights compared to January 2014. The other countries removing daily flights from the network in January were Norway (down 108 daily flights), France (down 46 daily flights), Sweden (down 45 daily flights), Austria (down 35 daily flights) and Denmark (down 24 daily flights).

Re-routings resulting from the situation in Ukraine led to ongoing increases of overflights for Bulgaria (+54%), Romania (+28%), Turkey (+25%) and Hungary (+20%) and decreases of overflights for Moldova (-70%), Armenia (-33%) and Azerbaijan (-7.4%). The closure of the Libyan airspace had a negative impact on overflights for Malta (-23%) and a positive one for Greece (+18%), with Greece additionally affected by traffic avoiding Syria.

Six of the top 10 airports recorded positive traffic growth compared to January 2014. Overall, the largest traffic increases in December 2014 were at Athens, /City, Istanbul/Sabiha Gokcen, London/Stansted, Lisbon and Birmingham airports. The traffic increased significantly at London/City mainly because of Flybe started to operate there. The largest decreases in traffic were at Bergen/Flesland, Oslo/Gardermoen, /Blagnac Lyon/St Exupery and Vienna airports.

Five of the top 10 aircraft operators had more traffic compared to January 2014. Overall, the operators with the highest traffic growth were Aegean Airlines, Germanwings, Etihad, CityFlyer Express, Wizz Air and . Ukraine International, and HOP recorded the highest traffic reduction compared to January 2014.

The transfer of certain Lufthansa flights to Germanwings accounted for some of the variation in traffic in these carriers. Ukraine International continues to be affected by the Ukrainian crisis. Pegasus continued to record an increase in flights compared to January 2014 following an increase in fleet size.

The large traffic changes in the Italian ACCs are due to resectorisation in June and November 2014. As noted page 2, traffic avoiding the Ukraine airspace continues to increase traffic flows in Sofia and Bucharest ACCs, but with a significant traffic decline continuing in Chisinau and Yerevan ACCs. Skopje ACCs traffic increase continued in January following the re-opening of the Kosovo KFOR sector in April 2014 and an increase in traffic to Skopje airport. Increased traffic in Athens and Makedonia ACCs is due to traffic avoiding Libya and Syria. Malta ACC continues to be affected by the changes in Libyan airspace availability.

Nicosia ACCs average en-route delay per flight increased from 0.21 min/flt in December 2014 to 1.21 min/flt in January 2015, but remains well below January 2014 (2.78 min/flt).

Lisbon ACCs average en-route delay per flight fell from 0.77 min/flt in December 2014 to 0.18 min/flt in January.

ALL AIR TRANSPORT DELAYS (Source: CODA) This section presents the all air transport delay situation as seen from the airlines by using the data collected by Central Office for Delay Analysis (CODA) from the airlines. Data coverage is 61% of the commercial flights in the ECAC region for December 2014. ATFM delays reported by airlines may be lower than the NM calculated ATFM delays due to difference in methods: ATFM delays of NM are the (flight) planned “delays”; the airlines report the “actual” experienced ATFM delay on departure. For instance, a flight with an ATFM delay may also have a handling delay absorbed within the ATFM delay. For the airline, a part of this delay is the ATFM delay and the rest is the handling delay.

8. SIGNIFICANT EVENTS AND ISSUES

PLANNED EVENTS

ACCs

Six ACCs carried out either airspace improvement or ATM system upgrade project during the month of January. All of the events were categorised as special, planned events with potential impact on the overall network performance. The network performance was affected as follows:

Langen ACC Implementation of stripless system (PSS) on sector families EBG06 went through the transition phases 1 and 2. The end of the project lifecycle was planned for 23 January. Capacity reductions of at least 20% had been estimated for phase 1, and of at least 10% for phase 2. The implementation of PSS on these sector families generated 2,488 minutes of delay, which represented 60.7% of total delay (4,098 min) generated by Langen ACC during January. Some 17.5% of PSS delays were generated after the back-to- normal date, 24 January.

Munich, Brest, L’viv, Zurich, and ACCs performed training for operational staff for their respective projects. No ATFM delay was expected to be generated by training activities of any of the mentioned projects. None of these ACCs generated ATFM delays as a result of the training activities.

Special events World Economic Forum in Davos between 21 and 24 January, with 706 mins of ATFM delay generated at Zurich airport on 24 January.

Local plans A number of airports undertook infrastructure and technical system improvement work during January. These improvements had at most a minor impact on local airport operations.

Completed • Venice airport implemented full A-CDM operations on 20 January.

On-going • Manoeuvring area (runway, taxiways and/or apron) improvements at Barcelona/El Prat, Bari/Palese, Bergamo/Orio Alserio, Bologna, Dublin, Frankfurt/Main, Gran Canarias, Katowice/Pyrzowice, Krakow/Balice, Lisbon, Manchester, Oslo/Gardermoen, Palma De Mallorca, Paris/Ch. De Gaulle, Rome/Fiumicino and Warsaw/Chopin airports. • Terminal building(s) improvements at Bergen//Flesland, Budapest/Ferihegy, Gran Canarias, Katowice/Pyrzowice, Krakow/Balice, Munich, Nuremberg, Oslo/Gardermoen and Warsaw/Chopin airports. • ILS maintenance at Dusseldorf, Palma de Mallorca and Valencia airport. • Construction of a new runway at Katowice/Pyrzowice airport. • PBN implementation (RNP APCH based on GNSS approach) at Belgrade/Nikola Tesla airport.

DISRUPTIONS

Technical • Brest ACC experienced frequency problems on 2 January (total ATFM delay: 397 mins). • ILS failure at Zurich airport on 6 January during low visibility resulting in a further capacity reduction between 0842UTC and 1130UTC. All ATFM measures were terminated at 1200UTC (total ATFM delay: 2,285 mins). • Frequency problems on 19 January at Langen ACC (total ATFM delay: 336 mins). • Marseille Provence and Avignon airports moved to new ATC facilities (approach room) between 20 and 27 January with ATFM measures generating a total ATFM delay of 1,170 mins. • Limited working positions at Amsterdam/Schiphol airport on 26 January (total ATFM delay: 2,640 mins).

Industrial action • Industrial action took place in Italy on the 16 January with 6,009 mins of airport ATFM delay and 423 mins of en- route ATFM delay.

Other • Work in progress on taxiways on the 3, 26 and 30 January at Lisbon airport (total ATFM delay: 586 mins). • Runway 27 was unavailable at Paris/ on 9 January due to security incident (total ATFM delay: 2,768 minutes). • Work in progress on taxiways at Rome/Fiumicino generated delays during the second half of the month (total ATFM delay: 3,885 mins) • Evacuation of Montpellier tower on 13 January (total ATFM delay: 312 mins). • De-icing problems at Frankfurt/Main airport on 24 January which resulted in a lack of apron space (total ATFM delay: 5,196 mins). • Accident at Geneva airport on 30 January (total ATFM delay: 860 mins). • Amsterdam/Schiphol generated 3,362 mins of delay on 30 January due to snow clearance.
