1 Dear UUJusticePA Members and Supporters

Thank you. On behalf of the Board of Trustees, I offer gratitude and thanks for your continued support of our justice advocacy work in PA, especially during the challenge of the pandemic. It is only through your financial support, as well as your postcards, phone calls and other outreach to legislators that our UU values are given voice when statewide legislation is considered.

Board Leadership. We are a Board of activist members who work to increase member enrollment, raise money and build strong, active relationships with social justice leaders in our congregations. The Board’s role is to support member congregations in their local justice work and coordinate statewide efforts to advance policy that supports our UU values.

Our goals are to expand progressive voting in PA, advocate for just policies, and encourage members to be active in government by running for office and serving in policy-development roles. We are committed to increasing our member enrollment and supporting members in their activism that is so much a part of being a UU.

Justice teams. Our six justice teams continue to be the backbone of the organization. A huge thank you to justice team co-leaders and to all who attend monthly Zoom video calls where actions are created to respond to legislative developments. The justice teams work effectively across their issue silos when immediate action is required.

Staff. Thanks to our Director Rev. Joan Sabatino, Caron Carnahan CLM, our Congregation Liaison Coordinator, and Ruth Thomas, our Acting Administrator, for the operational changes they have implemented to improve our connection to our members and UU Congregations. These improvements have enhanced our profile in Harrisburg. We deeply appreciate them.

Thank you again for your continued support and for joining our second virtual UUJusticePA Annual Meeting. I hope we will use the challenge of the pandemic to join together to advance policies and initiatives that reflect UU values of justice and equity. Harrisburg needs our moral leadership and advocacy.

2 Director’s Annual Report April 2021

While preparing for the Annual Meeting last year, we switched to a virtual event. I sure didn't expect to be all- virtual a year later. Most of us are tired of Zoom and looking forward to in-person events. But we are also more aware of the cost reduction in no travel and no food for weekend events, and soon we will learn how to produce a hybrid (some in-person and some virtual) event. It is a good thing we are all still young enough to take on tech challenges and wise enough to be flexible. At least that’s how I’m feeling these days.

We will show many of our 2020 accomplishments visually throughout the Annual Meeting. Please refer to the 2021-2024 Strategic Plan as I highlight here some of the high points of our 2020 efforts:

• Our Data Management System has been upgraded from Salsa Classic to Salsa Engage. Your staff has already experienced the user-friendly approach and benefits of Salsa Engage. Of particular interest will be the statistical reports we will be able to show the Board and supporters at next year's annual meeting

• Our website facelift is so close to being complete. Some web highlights will be shown visually during the Annual Meeting. The goal is to be live by the end of April.

• We’ve enhanced our staff. Serving as Director of a state-wide advocacy network is not a one-person job. My priority is to maintain a visual, consistent presence in Harrisburg. With an acting administrator and a congregational liaison coordinator, we have created an essential overlap of tasks and redundancy of skills. A stronger, healthier infrastructure will mean greater productivity, connections, and presence.

• ALL UUJusticePA Calls continued throughout 2020. An opportunity to see and hear what other teams are doing, share possibilities for collaboration, and receive information about efforts greater than single issues.

• Virtual Interest Series – we heard calls for more programming from UUJusticePA. We have sponsored several Virtual Interest Series with individuals, teams, and congregations. Interests have been focused primarily on good government and economic justice. But I am open to all possibilities as long as the program is top-notch, compelling, informative, and engaging. Yes, my standards are high. I’ve said several times that I want people across PA to say, “I always attend the special interest series UUJusticePA offers. They are always so informative, interesting, and engaging.”

• And we cannot forget our efforts with UUtheVotePA. With the help from the UUA, we hired Rev. Cathy Rion Starr as our Organizer and made calls, sent texts, and mailed postcards & letters across PA and also in Georgia and Texas. There is no doubt that PA helped boost the Biden/Harris ticket over the top. And there is no doubt UUs were part of that effort. We need to be proud and also be strategic as we move toward future elections.

Our state is still a swing election state. Elections and legislative efforts for justice will continue to be difficult and will take time and strategy to overcome.

We have had some success this year energizing our teams with new members and we hope to continue this effort. The old adage the political organizing is about organizing people and organizing money. And UUJusticePA will continue to do the work.

4 UUJusticePA Annual Meeting Congregation Liaison Coordinator Report April 20, 2021

I was hired by UUJusticePA as Congregation Liaison Coordinator in October of 2020. I currently serve as Ginger Hill UU Congregation’s Commissioned Lay Minister and President of the UUs of Greater Pittsburgh cluster of congregations. I became familiar with UUJusticePA through UUtheVotePA, when I served as a regional lead coordinator during the 2020 Presidential election season. As UUtheVote was our top priority through October and the beginning of November, I spent time in trainings (Zoom hosting and navigation; Google/gmail usage; and an introduction to the Salsa database), and prepping for Advocacy Day. Other activities:

• Began to familiarize myself with the structure and function of UUJusticePA. • Began general administrative work including researching congregational websites, membership info, and current social justice interest areas. • Set up and organized existing congregational liaison lists. • Created congregational filing system and liaison interview letters. • With help from Joan and Ruth T, retrieved existing liaison email addresses. • Conversed with Joan about a variety of issues around the role of the liaisons. • Prepped for and attended Advocacy Day giving a report on UUtheVotePA western partner PA United. • Set goals of recruiting liaisons for each congregation and having at least one congregation member on each of the six Justice Teams.

Congregational outreach began in earnest in January. Introductory letters to congregations were sent and one-on-one conversations with existing liaisons began. To date, within 35 congregations we have a total of 45 UUJusticePA liaisons. Our first quarterly liaison meeting, which kicked off the UUJusticePA membership drive, was held in February, and was well attended. A second liaison meeting was held in March for those who were not able to attend in February. Rev. Joan and I have been invited to promote UUJusticePA at several congregational social justice team meetings, forums, and from the pulpit. To date, 2 of our congregations have met the goal of having at least 1 member on each of the 6 Justice teams.

8 Annual Report of the Criminal Justice Reform Team of UUJustice PA 2021 Co-chairs: Margaret Carrow (UC Harrisburg) and Martha Copithorne (First Unitarian Church of (retiring)). New in April 2021, tri-chairs: Margaret Carrow (UC Harrisburg), Travis Ferrell (Unitarian Universalist Church of Cumberland Valley) and Michelle Capobianco (Unitarian Universalist Church of Lancaster). We continue to have guest speakers at our monthly meetings from partner organizations. Since our last annual report we welcomed Janet Irons and Mark Fraley, both of the Centre County Pennsylvania Prison Society; and Yusef Jones, social justice advocate from the Philadelphia area. Due to the pandemic and State Capitol closure since March 2020 our team has not organized as many UU’s to attend rallies in person. But we continue to support our partner organizations such as CADBI (Coalition Against Death by Incarceration) seeking opportunities for parole for those sentenced to Life Without Parole (SB942 and HB135); supporting commutation hearings; covid-19 release efforts and reforming parole and probation. We have been supporting the ending of cash bail, ending solitary confinement and police reform in Pennsylvania. We cannot report any success on our extensive legislative agenda (18 bills) due to the pandemic. All the bills will have to resubmitted and renumbered for the new legislative session in 2021. We supported UU the Vote trainings and phone banking. CJR team members volunteered the October meeting time for UU the Vote activities. Team members who maintain relationships with those inside and with returning citizens enhance our understanding of the issues and enrich our discussions. In addition, members organize and present virtual programming in their congregations to build support for criminal justice reform. Team members have volunteered to be liaison’s and provide reports on our partner organizations. Often these activities are reported to the team via written check-ins which are sent out prior to each meeting and then incorporated in the minutes. Our broader mission is also reflected in our active support of anti-racism training in our congregations and the efforts of the Poor Peoples Campaign. Mass incarceration is fueled and sustained by racism and poverty.

9 Economic Justice Annual Report Part One Raise the Wage The Raise the Wage EJT initiative worked with a collaborative group led by We the People/Keystone Progress/Pa Budget and Policy. In the fall, Senator Art Haywood took over leadership of a twice monthly ZOOM group, which we are still participating in. We first selected target counties and urged UUs in those locals to call legislators. We followed up with emails. We are posting flyers in our online churches. We are starting to set up meetings with legislators. Efforts are being made to raise the minimum wage to $15 per hour. There are several routes to arrive at a living wage, and we have flexibility in following what the Raise the Wage coalition feels has the best chance of passing.

Candidate Survey We undertook the task of interviewing all candidates running for the PA legislature in 2020 to learn their positions on minimum wage, affordable health care and fair funding of education. Over a two month period 18 volunteers reached out to over 100 candidates but were able to follow through with 22 interviews, a sign of the reluctance of candidates to be pinned down by a religious group about their exact stance on particular issues. The majority of the responses were from Democratic candidates who were favorable to the values of UU principles. We believe that giving voters a clear understanding of the candidates’ stances on issues is necessary to elect a legislature that represents the values of the voters.

10 Economic Justice Annual Report Part Two

We have incorporated education funding as the third leg of our economic justice platform. In the late 70’s the state provided 54% of school funding…today that number has dropped to 38%. In 2006, thePA Legislature commissioned an outside educational research firm to perform a cost analysis study of PA schools. The result: 95% of PA public schools are underfunded by $4.4 bil – in 2007 dollars. Pennsylvania ranks 46th in the country in the state’s share of funding for public schools resulting in severe achievement gaps. The “educational disparity in PA school districts is as shocking as it is irrefutable.” School districts with the highest poverty rates receive one-third fewer state and local tax dollars per pupil than the most affluent districts. Students in poverty and students of color are getting less than they need. Small increases from the Fair Funding Act will not fix state underfunding.

On top of inadequate funding, local school districts are obligated to turn over tuition money to PA Cyber charter schools. Cyber/charters will receive over $1 bil in taxpayer money this year with little oversight. In fact, there are 14 PA charter/cyber schools and they have spent $12.7 mil taxpayer dollars on advertising and the largest cyber charter company has been using tax payer funded tuition to purchase properties in Pittsburgh.

Finally, we are supporting the PA School Funding Lawsuit which is scheduled to go to trial in PA Commonwealth Court in September. Thesuit was filed on behalf of 6 PA school districts, parents, the Association of Rural and Small SD, and other statewide organizations alleging that the state’s school funding system violates the PA constitution resulting in significant underfunding and gross disparities in allocations that penalize students in low-wealth districts.

Research shows that education funding has a positive impact on student achievement and career readiness. We believe that education is one of the wisest investments of our tax dollars and the EJ team willurge lawmakers to uphold our state constitution and look for new ways to both fairly and adequately fund education in PA.

12 Good Government Team Annual Report - 2021

The goal of the Good Government Justice Team is to restore and maintain a representative democracy with economic, environmental and social justice 4 all in Pennsylvania. Our 5 focus areas are redistricting reform, increasing voting rights and participation, minimizing the role of money in politics, securing the vote and restoring ethics in government.

We continue to have a virtual zoom team meeting every other month in 2021 on the 1st Tuesday in February, April, June, August, October and December with updates on legislation related to our 5 focus areas. We invite our allies, like FairDistrictsPA, Common Cause PA, League of Women Voters PA, PA Budget and Policy Center, March on Harrisburg, PA United to Amend and others to give us updates on their work.

We also publish a twice a month Good Government PA Update on our 5 focus areas and a twice a month PA Good Government Events Calendar which lists virtual events related to our focus areas.

13 GUN VIOLENCE PREVENTION ANNUAL REPORT

"With the constant drumbeat of gun violence in the news, with more guns sold, with mass shootings and deaths rising at alarming rates, Gun Violence needs to be declared a National Health Crisis by the press, by local, state and the federal government, and recognized as such by all Americans."

A. Gun Violence Policy Priorities for the year: Our priorities are strongly influenced by the joining of CeaseFire PA's 'Common Agenda' coalition. This is the effort to combine into a loose coalition many GVP groups across the Commonwealth with leaders and organizations that wish to join the group with a 'Common Agenda' of goals, so that we all have the same message: 1. Universal Background Checks 2. ERPO- Extreme Risk Protection Orders-takes guns away from dangerous people 3. Lost and Stolen Gun Reporting-cuts down on illegal guns We have added a 4th to our list not on the Common Agenda- 4. Gun Safety Training- required to own a gun

14 UU Justice PA Reproductive Justice Team 2020 Annual Report

2020 Highlights The pandemic shutdown in March impacted the PA legislature which meant no lobbying in person and only calls or emails to legislators. The RJ team continued with monthly Zoom meetings and the team co-chairs continued participating in regular Zoom meetings with the PA Campaign for Women's Health and virtual attendance at legislative committee meetings.

Most of the bills we supported were not voted on so they died at the end of the session. We are hopeful bills like the Family Care Act and the Sex Education Bill will return. Fortunately, the most egregious reproductive healthcare bills passed by the PA Republican majority were vetoed by Governor Wolf.

The current PA legislature is particularly anti-choice and feels emboldened by the conservative majority on the US Supreme Court. States across the country, including PA, have proposed hundreds of bills since January rolling back reproductive rights. The PA legislature seems to be more concerned about restricting abortion than caring for pregnant people and their families as described in this recent op-ed PA Lawmakers are Pushing Bills that Would Increase Maternal Mortality. Predicting this outcome, many RJ team members were heavily involved in the 2020 election.

2021 Goals We continue to focus on issues like the high maternal mortality rate, racial inequities in healthcare, lack of evidence-based sex education, the low minimum wage, lack of paid family leave, and taxpayer funding of “crisis pregnancy centers.” Goals for 2021 include promoting passage of a family care act, bills that support incarcerated women, reviving the sex education bill, increasing the minimum wage, and workplace accommodations for pregnant people and nursing mothers. We continue to work against the passage of bills that restrict abortion, force healthcare providers to bury and parents and obtain death certificates for miscarried or aborted fetuses, and other Republican efforts that propose to support rights of the “unborn child” to the detriment of women and families.

March 19, 2021 Dear Pennsylvania Legislator: The tragic events of January 6, 2021, when our nation’s Capital Building was ransacked by violent insurgents at the behest of the former Republican President, Donald Trump, will never be forgotten. Reasonable minds could not differ that the events of that day exposed the danger to a free society posed by those who would use their freedoms to destroy it. While the culpability of Mr. Trump in inciting the January 6, 2021 violation of liberty and democracy is well documented, his ruthless actions were not the sole inspiration for the rioters. The Republican Party, including many of its state and federal elected representatives, bear responsibility for this national disaster. For the GOP, including the addressees of this letter, directly contributed to causing the riot. The death of innocent people, including law enforcement officers, and the lessons to be drawn from the irresponsible and ruthless behavior that led to one of the worst national tragedies in our country’s history, impel the undersigned respectfully to urge you immediately to acknowledge that the 2020 elections, both here in Pennsylvania and nationwide, were fair and lawful, and that President Biden and Vice-President Harris were the lawful winners of that election. We further urge you to retract the letter dated December 4, 2020 (the “Insurrection Letter”) addressed to the Pennsylvania Congressional Caucus, in which you urged our state’s federal senators and representatives “to object, and vote to sustain such objection, to the Electoral College votes received from the Commonwealth of Pennsylvania during the Joint Session of Congress on January 6, 2021.” The Insurrection Letter alleged four reasons for refusing to certify the results of the election, all of which were and are without merit and arguments were rejected by courts and judges. All of the actions that were complained of in the Insurrection Letter were designed to ensure that all persons who were eligible to vote in the November, 2020 election were enabled to do so, and that their votes would be counted. The transparent goal of the Insurrection Letter was to suppress thousands of lawful votes, for reasons known only to the addressees of this letter. In addition, Article VI, section 3 of the Pennsylvania Constitution requires all legislators, judicial and county officers to declare the following Oath of office: “I do solemnly swear (or affirm) that I will support, obey and defend the Constitution of the and the Constitution of this Commonwealth and that I will discharge the duties of my office with fidelity.” 22 By seeking to overturn the results of a fair and lawful election, the addressees of this letter violated their oath, and the duty of faith set forth therein. The Undersigned respectfully urge the addressees of this letter to put principles before power, to respect the rule of law, and to support our country’s democracy, in the manner set forth hereinabove. Dear Mr. Walker,

In response to WITF’s January 25, 2021 article, “WITF is connecting these lawmakers to their actions on the election-fraud lie. Here’s why” the Board of Trustees and Staff of Unitarian Universalist Justice PA (UUJusticePA) wrote the attached letter to each of the PA General Assembly Legislators mentioned in the article.

On Friday, March 19, our staff sent an electronic copy of the attached letter to each of the legislators listed by WITF. On Tuesday, March 23 & Wednesday, March 24, I personally hand-delivered a copy of the attached letter to each of these legislator’s offices.

We were appalled these legislators refused to certify the November 2020 US Presidential and Vice-Presidential Election. We were further incensed by what we are calling the December 6, 2020 “insurrection letter” these same individuals signed and sent to the PA Congressional Caucus asking them to do the same.

As our letter states, we believe these actions were a violation of their oath of office. As I delivered our letter, I left the message, “we will keep coming back to your office until you 1) rescind the Dec 6 “insurrection letter,” and 2) publicly state that PA November 2020 elections were fair and just.” As citizens, it is our responsibility to hold these elected officials accountable for their actions. We plan to send letters to local newspapers across the state as well.
