On July 1st, 2011 the members of the African Union asserted their sov- ereignty by declaring that they will not cooperate with the execution of an International Criminal Court arrest warrant upon Colonel Gaddafi . It is now important that African states further resolve to establish the United States of Africa using a draft Articles of Confederation that, among other things, recognizes the sovereignty of each state and creates a system of sound money redeemable in gold for use in the settlement of trade. The Articles of Confederation of the United States of Africa can be ad- opted in draft form with the establishing of a Gold Dinar effective immedi- ately. If the African states reject fiat currencies other states will soon follow. Without being able to print money that is accepted internationally, funding for the U.S./NATO wars worldwide will end and their surrogate forces in Libya will be left unprotected and defeated by the Libyan government.

I have been active against every U.S. war since 1973 following the Christ- mas bombing of Hanoi and had bills in the House and Senate of the State of Washington in March of 2003 that may have stopped the attack on Iraq. I firmly believe that African Union can stop the aggression in Libya and bring about world peace and a profound international reorganization. This is a low risk proposition for the members of the African Union. By stopping the acceptance of the fiat dollar the United States will not be able to simply print money and continue to attack and destabilize Africa. Dr. Ron Paul, a firm advocate of sound money, has announced that he is focus- ing all of his effort on becoming the next President of the United States. If the AU takes the lead, President Paul will be there to pick up the pieces. Sound Money will shift the wealth of nations dramatically in Africa's favor. Chairperson Dr. Jean Ping and members of the AU are urgently requested to convene and hear Libyan Secretary General of the General People's Con- gress Mohamed Abu Al-Quasim al-Zwai. It is in the interest of a united and strong Africa that Mr. al-Zwai be recognized as the only politically legitimate head of the sovereign Libyan State and its masses and be allowed to present this plea for a sound money solution to the African Union at the earliest possible opportunity.
