Uttlesford District Questionnaire for County Council Local Bus Service Network Review Consultation September 2015

Background Essex County Council (ECC) is carrying out a thorough review of its financial support for local bus services across the County. The role of the County Council under the Transport Acts is to look at where market failure occurs in the local road passenger transport network, decide whether a service is needed, and if in the council’s opinion, it is, then to provide one.

Given increased pressure on Local Government grant funding from Central Government and increased calls on statutory services such as education and adult social care, the County Council needs a way to balance the differing potential transport needs of residents when allocating funding. It also needs to manage the network in the light of changes to the commercial bus network, travel demand and changing corporate priorities over time.

This consultation sets out a proposed revised policy for doing this and the proposed revisions to the existing network that will result. The policy is based on responses to previous consultations which asked about people’s priorities.

We will collate all the responses from the survey and summarise them as part of our report. We will not identify individual people, and your name will not be mentioned in any reports that we write for this purpose. You do not have to take part if you do not want to - this is a voluntary activity.

A supporting document explains in more detail the contract changes, how they will affect our customers and how demand responsive transport works. It also lists timetables where a change has been proposed. This document can be viewed at www.essex.gov.uk/busreview. Reference copies can also be found in libraries or at your local parish, town or district council.

The Proposed New Policy The Council’s proposed new policy approach to managing the supported local bus network is set out in the Local Bus Service Priority Policy 2015 to 2020 and the associated Appendices, which can be found on the Essex County Council website at: www.essex.gov.uk/busreview. A hard copy can be viewed at your local library, district council office or parish council office.

In summary existing services have been prioritised according to the priorities expressed by respondents to our three rounds of consultation carried out between 2013 and 2015, and the key corporate outcomes as set out below:

The Local Bus Service Assessment and Priority Evaluation The proposed new policy sets out the order of priority in which service categories would be provided. This is set out below. Priority 1 indicates the most important service category:

Within each category, services would be prioritised in accordance with its cost per passenger journey figure (annual net cost after all income is deducted, divided by number of passenger journeys carried out over a year, with priority given to the lower costing services). Currently provided services have been assessed according to this system and all new service requests will be considered in the same way. Where funding is insufficient to maintain all services categories, or services within categories services would be withdrawn in line with this priority system

Service 17/18: Chelmsford – Great Dunmow ECC contracted journeys The whole Monday to Saturday timetable. Proposal There will be a revised timetable, offering increased journey opportunities, the route and days of operation will change (the service will be revised to operate on Tuesdays, Thursdays and Saturdays only). Reasons The service will be extended in Dunmow to serve the Tesco store and in Chelmsford to serve the Sainsbury’s store. The service also provides a connection at Leaden Roding with service 59 to/from Harlow.

Proposal The service will be renumbered 60 with minor & route and timetable changes. Reasons This service is close to exceeding the maximum cost per passenger journey that ECC uses as a value for money measure. In order to increase passenger numbers service 59 and 60 (formerly 18) will provide an hourly service between Haverhill and Saffron Walden, and all services will go via Audley End station. Times have been moved to serve schools better.

Service 42a: Chelmsford to Stansted Airport ECC contracted journeys The whole Sunday and Public Holidays timetable. Proposal There will be minor timetable changes with the withdrawal of the early morning and late evening journeys to Stansted Airport. Late evening trips will terminate at Brromfield Hospital. Reasons These proposals are being made to make more efficient use of the resources involved.

If you have said that the proposal does not meet your needs, please explain why Service 59: Haverhill to Clavering ECC contracted journeys Enhancement of Monday to Saturday timetable. Proposal The daytime service will have minor timetable changes and no longer serve Clavering and Wicken Bonhunt, Monday to Friday. Reasons This service is close to exceeding the maximum cost per passenger journey. In order to build up passenger numbers the daytime services 59 and 60 (formerly 18) will provide an hourly service between Haverhill and Saffron Walden, and all daytime services will go via Audley End station. Times have been moved to serve schools better. Clavering and Wicken Bonhunt will be served by Demand Responsive Transport (DRT 1). Demand Responsive Transport increases transport opportunities and offers better value to money for the tax payer.

The evening and Saturday services will remain unchanged as they are in contract until 2017. They will be reviewed in 2016.

Service 301: Saffron Walden to Bishops Stortford ECC contracted journeys The whole Monday to Saturday timetable. Proposal This service will no longer go to Widdington which will instead be served by Demand Responsive Transport (DRT 1). Reasons This will further improve the reliability of service 301 and reflect feedback from previous consultations.

If you have said that the proposal does not meet your needs, please explain why Service 318: to Bishops Stortford ECC contracted journeys The whole Thursday timetable. Proposal There will be possible major timetable changes or the service may be withdrawn. Reasons This service is exceeding our maximum funding level. When tendered if this service comes in above £5 per passenger journey it may be withdrawn. Variations of up to an hour in the timetable will be allowed but the service must maintain around 3 hours in Bishops Stortford. Variations for a different day of the week will also be considered. These parishes are also served by Uttlesford Community Travel.

Service 322: Old Harlow to Saffron Walden ECC contracted journeys School day only service. Proposal This route will no longer serve Little or Great Hallingbury. Reasons No passengers currently use the service from these villages and this change will improve the running times of this service and reduce the cost to the council.

Proposal The service will be reduced to three days a week. Reasons Due to this service being close to exceeding the £5 maximum cost per passenger journey, the proposal has been made to operate this service three days a week to improve passenger numbers per journey. The service will run on Wednesdays, Fridays and Saturdays. No changes to the times the bus runs are proposed.

Service SB15: Great Canfield – Bishops Stortford ECC contracted journeys One return journey on Thursdays. Proposal There will be possible major timetable changes or the service may be withdrawn. Reasons This service is exceeding our maximum funding level. When tendered if this service comes in above £5 per passenger journey this may be withdrawn. Variation up to an hour in the timetable will be allowed but the service must maintain two to two and a half hours in Bishops Stortford. Variation to a different day of the week will also be considered. This parish is also served by Uttlesford Community Travel.
