UW Bothell/Cascadia College Phase 4 STEM Building: Stage 2 Approval

RECOMMENDED ACTION

It is the recommendation of the administration and the Finance and Asset Management Committee that the Board of Regents approve:

1) The project budget of $79.438 million; and,

2) Delegate authority to President or her designee to execute contract amendments for construction contracts.

BACKGROUND

University of Bothell and Cascadia College have each been planning new academic STEM facilities since 2014, and in previous sessions the state legislature funded design for separate projects. In preparation for the 2019-21 biennium, the two institutions agreed to combine funding requests and leverage the two smaller projects into a single shared STEM building that would support the objectives of both institutions more cost effectively and build upon successful campus collaborations. A Memorandum of Understanding was developed between UW Bothell and Cascadia to articulate the joint planning process, the vision, goals, and parameters for utilizing space and managing the building. In May 2019, the legislature appropriated full construction funding for the new combined STEM facility.

In March 2019, the Board granted Stage 1 approval for the combined project based on positive feedback from legislators. This approval authorized a pre- construction budget of $6M, approved the site for the new building, and delegated authority to award the design build contract for a $79.438 million total project. The University along with representatives from UW Bothell and Cascadia College selected a design-build team and has completed the project definition phase which confirmed the program and performance requirements, project budget, site, and overall square footage. Stage 2 approval authorizes the full project budget and execution of the contract amendments. This project is 100 percent state funded and all funding has been appropriated.

Objectives • Maximize space for instruction and research in a manner consistent with program goals and institutional standards and values. • Create learning environments that support collaboration, active learning, and faculty innovation while building community across students and faculty. • Design a physical environment that promotes interactions between UW Bothell and Cascadia College faculty, staff, and students. • Display the campus' commitment to environmental and economic sustainability, including by seeking to minimize building life-cycle cost and carbon footprint. • Redistribute STEM facilities across the campus as appropriate to improve operational efficacy, student access and relationships.

Description The project will build a new, approximately 75,000-80,000 gross square feet, STEM academic facility that will provide a learning environment to inspire students and support faculty collaboration between UW Bothell and Cascadia College. As outlined in the Memorandum of Understanding half of the dedicated space within the building shall be allocated to UW Bothell and half shall be allocated to Cascadia with shared space designed for use by both Cascadia and UW Bothell. The two institutions further envision managing the joint STEM building in an integrated, fluid, and sustainable manner such that it serves as a national model.

In order to provide a balanced comparison the benchmark projects were evaluated and adjusted to current market conditions to account for cost escalation, regional adjustments, new building and energy codes, and changes in LEED requirements.

** Building maintenance and custodial services are provided by UW Bothell in accordance with the service levels specified in the Master Services Agreement between UW Bothell and Cascadia College. The entire cost of STEM 4 maintenance and custodial services shall be borne by UW Bothell as the Legislature has appropriated all maintenance and operations funding for STEM 4 to UW Bothell.

UW Bothell | Cascadia College STEM 4 Building Project Background

Project Background The project received Stage 1 approval from the Board of Regents in March 2019, and the process to select the design-build contractor and architect commenced the following month. Following a two- part selection process, the selection committee, made up of representatives from both institutions, selected Lease Crutcher Lewis & Mithun as the design-build team. As part of the Project Definition phase, the design-build team evaluated site development, functional and technical requirements, and programming needs to balance project scope and budget in order to provide a foundation for the design and construction of the new building.

The $79.438 million budget and corresponding scope maximizes space for instruction and research that supports collaboration across students and faculty from both institutions while providing the best investment value from the combined funding from the State.

Initial building siting and engagement with the campus

Project Schedule The design started in January 2020 once the design build team was selected. Construction will begin in August 2021 with substantial completion in June 2023. The time required to separately select the contractor and architect along with a new entitlement process at the City of Bothell has shifted the project completion date by 12 months.
