Adoption of the Accounts Moved by Dave Mackay, Seconded by Cathy Regier 2015-2372 "Be it resolved thatthe Council of the Township of Whitewater Region approve the attached schedule of General Purpose Accounts in the amount of $415,447.80 and Water Fund 51 5 Accounts in the amount of $12,668.07 for the period May 1 to May 31 \ 2015 and that the above accounts be paid. Carried by Hal Johnson 2 .. Mayor Johnson requested that there be something done to correct the issues with the flag that keeps getting tangled in the power lines at the Forester's Falls Library. Doug Schultz advised that he will look into fixing the problem . 7. Delegations - 1. Presentation to Donald Rathwell Mr. Don Rathwell was presented with the Senior of the Year Award as voted on by Council for his many years of service on the local council as well as all of the volunteer work that Mr. Rathwell has conducted over the years to benefit our region. 2. Presentation to Fire Chief Heubner - Fire Safety Council Peter O'Gorman attended the meeting to present Fire Chief Wayne Heubner with a $5,000 grant from Project Assist in order to facilitate the purchase of educational materials in an effort to support a safer Whitewater Region and to enhance our training efforts. 3. Steve Boland, Director of Public Works & Engineering, Paul Moreau, Director of Development & Property, Renfrew County - Updates Mr. Steve Boland and Mr. Paul Moreau attended the meeting to provide updates on capital works projects in our area which include the rehabilitation of Beachburg Rd . which should be completed by wintertime. The County has structured the timing around the llCF Kayaking Championship and therefore, the project has a later start date. The total cost of the project which includes shave and pave, curb improvement, catch basin and culvert work from the bridge to Jamieson subdivision. The total cost of the project is an estimated $320,000. Another topic of discussion was active transportation. Mr. Moreau discussed with Council the strategy for active transportation on County roads and discussed the "Share the Road" initiative. The County is in the process of developing a long term plan for active transportation and is urging Whitewater Region to consider active transportation when redoing our roadways. Mr. Moreau pointed out our Region has the highest number of cyclists in the County. There are many eco-tourism benefits behind active transportation and bringing people into our region has an economic benefit for all. The County is looking to be competitive with other municipalities in Eastern Ontario and attracting tourists to Renfrew County. Mr. Boland and Mr. Moreau stated that in August, Renfrew County will draft a new trail initiative that will include the County forests, CP Rail , KP Rail and CN Rail trails to be included with the active transportation initiative. In conclusion, Mr. Boland and Mr. Moreau wanted Council to know that they are always available for assistance or to answer questions. Reach out anytime. 8. Departmental Reports - Treasurer, Public Works, Building Dept., Environmental Services, Fire Dept. & Reeve WHITEWATER REGION DEPARTMENT REPORT DEPARMENT:TREASURER MONTHLY ACTIVITY: May 2015 2015 BUDGET During this year's budget process, certain purchaseslfunding was brought forward to the table for discussion near the end of May. In an effort to reduce some of this last minute rush and as a method of trying to pass the budget earlier in the year, I propose that budget capital projects and funding requests be brought to council's attention near the end of November 2015 by all departments, boards and recreation associations. This should allow time for review and discussion and enable the budget deliberations to start earlier. (Resolution attached for consideration) 2015 CAPITAL PROJECTS Work has begun in the preparation for the capital projects that were passed in th~ budget for each department. The ladder on the administration building has been installed. 2014 FINANCIAL INFORMATION RETURN The important factors regarding the FIR to name a few; It is an annual municipal Financial Reporting to the Ministry of Municipal Affairs & Housing • The FIR is used for grant Policy and Allocations • Municipal borrowing capacity • The information provided in all schedules should be derived and be able to trace back from the audited financial statements. I have provided you a copy of one of the most important FIR schedules that we pay close attention to. That is schedule 81. This schedule indicates what the Township's borrowing capacity is for the 2015 year. Taking into consideration our current debt (principal and interest) in 2014, we have a $1 ,322,657.00 wiaale room to service debt.
