ABOUT THE DOCUMENT

Karnataka Industrial Areas Development Board (KIADB) is a statutory body, to promote rapid and orderly establishment and development of industries and for providing industrial infrastructural facilities and other amenities in industrial areas in the State of Karnataka. Functions of the KIADB:  Acquire land and develop industrial areas in the state.  Provide basic infrastructure in the industrial areas.  Acquire land for Single Unit Complexes.  Acquire land for Government agencies for their schemes and infrastructure projects.

KIADB has so far developed 157 industrial areas in 29 districts in the state covering an extent of 55,957 acres and acquired land for nearly 426 Single Unit Complexes covering an extent of 52,904 acres ensuring balanced industrial development in all regions with well thought of infrastructures and unique features.

This Pre-Feasibility Report along with Form-I for proposed Kanagala industrial area has been prepared to obtain Terms of Reference (ToR) from MoEF&CC, New Delhi. The report is prepared in line with MoEF&CC guidelines vide no. J-11013/41/2006- IA.II (I). The data mentioned in this report are collected mainly from DPR prepared by KIADB’s consultant and the data collected during the site visit from various central and state departments.

Chapter-1 Executive Summary

Karnataka Industrial Areas Development Board (KIADB) is a statutory body, to promote rapid and orderly establishment and development of industries and for providing industrial infrastructural facilities and other amenities in industrial areas in the State of Karnataka. Functions of the KIADB:  Acquire land and develop industrial areas in the state.  Provide basic infrastructure in the industrial areas.  Acquire land for Single Unit Complexes.  Acquire land for Government agencies for their schemes and infrastructure projects.

In view of this, KIADB is identified the land in Kanagala village and proposed to develop an industrial area with a purpose to promote an orderly development of industries in the state.

This Pre-Feasibility Report along with Form-I for proposed Kanagala industrial area has been prepared to obtain Terms of Reference (ToR) from MoEF&CC, New Delhi.

Need and importance of project to region/country

Industries play an important role in the economic development of the state/region and ultimately contributes to nation. KIADB is involved in developing industrial estates to accommodate the interested entrepreneurs to develop the Kanagala industrial area at Kanagala village has been identified by KIADB is one of the potential area to cater the industrial needs. It is expected that the proposed industrial estate will have a positive impact in the following area:

 Will create more employment opportunities, and thereby, reduce the problem of unemployment in the country.  Will promote positive impacts on the socio-economic status of the surrounding areas.  Will contribute to the development of tertiary sectors like trade, transport, communication, banking insurance, etc.

Hence, it is important to establish an Kanagala industrial area to develop a nation/country.

Type of project

The proposed Kanagala industrial area will have cluster of different type of industries of an areas about 343 ha thus, it can be categorized under Category 'A' under Activity

7 (c) (Industrial estates/parks/complexes/areas) as per MoEF&CC notification dt.14th September 2006 which requires EC from MoEF&CC, New Delhi.

Site location

The proposed industrial area is planned to be located at Kanagala village, Hukkeri taluk, Belagavi district, Karnataka state. Kanagala lies to the north-west of Hukkeri and south of at a distance of about 23 km and 15 km respectively. The land has been acquired in 2016 by KIADB, for the purpose of developing industries.

The site is accessible by National Highway NH-4 (Thane – Chennai).

Site description

The project site of admeasuring about 343 hectares at Kanagala village, Hukkeri taluk, Belagavi district, Karnataka. The land has been acquired in 2016 by KIADB, Government of Karnataka to develop an industrial area.

The project site is fallow land and mainly covered with wild shrubs and bushes. The site is fairly plain with ground level varies between 730 to 800m above mean sea level.

Project description

The proposed industrial area is conceptualized as an eco-friendly green project and the building designs, landscaping etc. are planned accordingly the preparation of the site shall be done gradually during construction and disturbance to environment and biodiversity shall be kept to minimum. The proposed industries are likely to come up in the industrial area will be Cat. "A&B" projects.

Requirement of water and its source

The total drinking water and process water requirement is drawn from common storage tank of 18 MLD capacity from Kanagala industrial area. The source of water is from Vedaganga river which is flowing about 20 km from project site.

Requirement of energy and its source

The total power requirement of the proposed Kanagala industrial area is met from 110 kV substation, KPTCL/HESCOM which would be utilized for industrial and utilities etc.

Manpower requirement

The existing KIADB, , block manpower, will be continuing for the proposed Kanagala industrial area too. However, daily wages and contract labourer will be drawn from the nearby villages for operational and maintenance purposes of the industrial site. Resource optimization and re-use/recycling

Sewage

Sewage generation from the proposed development of Kanagala industrial area has been assumed as 90% of the domestic water demand. Sewage and industrial effluents will be collected through separate network of pipes planned along either sides of road. From the pipes sewage and industrial effluents will reach common effluent and sewage treatment plants at Kanagala industrial area for treatment and disposal.

Gaseous Emissions

Kanagala industrial area does result in conventional air pollutants like PM10, PM2.5, SO2, NOX & CO etc. However, the air pollutants are expected from the proposed DG sets which will be installed as per pollution control board norms. The process stacks if any envisaged by individual entrepreneurs will comply the pollution control board norms.

Solid Wastes

The solid waste generated in the proposed industrial area will be industrial and domestic waste. The industrial waste will be segregated as biodegradable and non bio degradable. The non biodegradable waste is hand over to authorized vendors and biodegradable waste will be sent to authorized land fill site. The domestic waste will be collected and sent to common MSW management facilities for treatment and disposal.

All industries coming up in the proposed industrial area will take care about safe storage and transportation of the produced solid and hazardous waste as per the statutory requirement and procedures.

Site analysis

The site is fallow land with mild undulation with wild shrubs and bushes. The main features of site including environmental considerations that make it suitable for this industrial area development are given below:

 Readily available fallow land without habitant  Suitable topography and geography and rail/road connectivity for construction of facilities  Less settlement of houses in the immediate vicinity. All the residential units are generally one or two storied and the density is less. The entire site is surrounded by farm lands and parts of hill lock  Availability of power & raw water sources at convenient distance  Suitable seismic zone  No reserve forests or forest land is identified within the vicinity of project site  The proposed area is not falling within the vicinity of any monument or in an archeologically sensitive area  No declared biodiversity parks/sanctuaries are there in the surroundings of the site

Topographic details

Detailed topographic survey of the proposed industrial area is being carried out. The gradient of site, slopes from north towards south. i.e. the south side is at 730m level where as the north 800m. The ground level varies between RL +730m to RL +800m with average RL of +70m. (source: Toposheet, Google map and survey map by KIADB)

Population

The state average population density as per 2011 census is 319 persons/km2 (61.33% rural population and 38.67% urban population). The population parameters of Belagavi district is given below.

Green belt

Plantation development shall be undertaken as a part of the construction phase. This will have significant positive impacts not only on ecology but also on air, noise level, soil, aesthetics and health of the region once the plants are grown-up to desired height and density. The periphery of the industrial area will be covered with 30 m wide green belt with native species plantation.

Rain water harvesting

All along the road network of Kanagala industrial area, storm water drains would be provided to collect water during rains. It is proposed to have rainwater harvesting structures for harvest the roof top rainwater and rain water of paved surface at respective buildings. Rainwater recharge structures will also be proposed to recharge the ground water levels.

Planning brief

The proposed industrial area is conceptualized as an eco-friendly green project and the building designs, landscaping etc. are planned accordingly the preparation of the site shall be done gradually during construction and disturbance to environment and biodiversity shall be kept to minimum.

Rehabilitation and resettlement

The Kanagala industrial area is already acquired and compensation to land loosers have been paid in 2016 by Government of Karnataka. There is no shifting of any families hence no rehabilitation or resettlement is envisaged.

Project Schedule

The proposed industrial area has been planned to be completed within the two years after obtaining Environmental Clearance from MoEF&CC, New Delhi.

Project cost

The estimated total capital cost of establishment of Kanagala industrial area is about Rs. 300 Crore.

Analysis of proposal (final recommendation)

Due to the development of Kanagala industrial area at Kanagala village and other surrounding villages would will not have any measurable impacts on the environment. All necessary pollution control measures will be adopted by the individual entrepreneurs.

The project will create more employment opportunities, and thereby, reduce the problem of unemployment and under-employment in the region, will promote positive impacts on the socio-economic status of the surrounding areas, will contribute to the development of tertiary sectors like trade, transport, communication, banking insurance, etc.

Chapter-2 Introduction

2.1 Identification of project and project proponent

The State Government considers industrial growth as a means to mitigate poverty and unemployment. Development of industry, trade and service sector promotes higher capital formation, improves per capita income level and absorbs surplus work force. To realize these benefits and expedite socio economic changes, the State accords top priority for industrial development. In the process, it is aimed at advancing the cause of inclusivity, balanced industrialization and creating employment opportunities across different classes and categories of populace. The State was the first to bring out an Industrial Policy and has brought subsequent policies with the sole objective of taking Karnataka to newer heights in respect of industrialization and to sustain growth over the years.

Further, to reinforce the industrial growth in the state, KIADB presently has acquired about 343 ha (848 acre) of land at Kanagala village, Hukkeri taluk, Belagavi district, Karnataka for the development of industrial area.

2.2 Brief description and nature of the project

The project envisaged is an industrial estate with a vision of providing “eco-friendly environment” for Cat. "A&B" projects.

The total area of the proposed Kanagala industrial area is about 343 ha (848 acre).

3.2 Site location

The proposed industrial area is planned to be located at Kanagala village, Hukkeri taluk, Belagavi district, Karnataka state. Kanagala lies to the north-west of Hukkeri and south of Nipani at a distance of about 23 km and 15 km respectively. The land has been acquired in 2016 by KIADB, Government of Karnataka for the purpose of developing industries.

The site is accessible by National Highway NH-4 (Thane – Chennai).

The latitude and longitude of the proposed industrial area are as follows:

The land admeasuring about 343 ha was acquired by KIADB, Government of Karnataka to establish an Kanagala industrial area which is having all infrastructural

facilities. Hence, the alternate sites were not considered. The proposed industrial area with environmental consideration are detailed in chapter 4 site analysis.

3.5 Magnitude of operation

It has been planned to establish an industrial area of Cat "A&B" projects. Hence, a heterogeneous industry cluster is expected.

3.6 Project description

The proposed industrial area is conceptualized as an eco-friendly green project and the building designs, landscaping etc. are planned accordingly the preparation of the site shall be done gradually during construction and disturbance to environment and biodiversity shall be kept to minimum. The industries are likely to come up in the Kanagala industrial areas are Cat. "A&B" projects.

General layout of the proposed industrial area will be developed and included in the EIA/EMP report.

Chapter-4 Site Analysis 4.1 Site analysis

Since, the above features are favorably disposed for the proposed industrial area, alternate sites have not been explored.

4.2 land use

The various land use/land cover for the proposed industrial area and study area of 10 km radius will be carried out after obtaining ToR from MoEF&CC. The macro land use studies based on the topo sheet reveals that area is fallow land with scattered vegetation. However, the details of land use and land cover studies will be given in the EIA/EMP report.

4.3 Topographic details

4.4 Existing infrastructure

The existing infrastructures like roads, rail connection details are covered in chapter-3. The construction of internal roads, drains are in progress.

4.5 Meteorological data

The Belagavi district's historical met. data collected such as climate, temperature, rainfall details are discussed below. (Source: CGWB)

(i) Climate

The climate of the district as a whole can be termed as semi-arid. The variation in the maximum temperature during the year ranges from 270C to 35.70 C and minimum from 13.90C to 20.60 C. The district experiences pleasant winters and hot dry summers. The hot season extends from March to May, during which the daily maximum temperature often shoots up to 35.7 0C. Agro-climatologically the district can be divided into three zones i.e. high rainfall “Hilly zone”, “Northern transitional zone” and “Northern dry zone” from southwest to northeast respectively.

(ii) Rainfall

The average rainfall in the district is 808 mm. The rainfall is high in the South- Western parts of the district in close proximity of the and decreases very rapidly towards east from 1,955 mm, at near Western ghats to 545 mm at Athani. About 68 percent of the annual rainfall is received during the monsoon months from June to September. The variation in the annual rainfall as a whole from year to year is not large.

(iii) Temperature

There are two meteorological observations in the district; 1. At the central Telegraph Office, Belgaum. 2. At (Airodrome) The data available at the CTO observation has been taken in general as representative of the climatic conditions in the district. There will be a steady increase in the temperature after February, April is generally the hottest month with the mean daily temperature, maximum at 35.7° C and mean daily minimum temperature at 19.5°. The summer season on the whole is milder than that of the neighboring district. But, temperature is highest during the summer season, the day temperature occasionally rises up to 41°C at Belgaum. With the early onset of the monsoon into the district, December will be generally the coldest month with the mean daily maximum temperature at 29.3° and the mean daily minimum temperature at 13.9°C. During the period from December to February, the minimum temperature on individual days varies from 9.0°C to 7.0°C.

The highest temperature recorded at Belagavi was 40.80°C on the 3rd May 1974. The lowest minimum was 6.7°C on the 11th February, 1901.

The seasonal meteorological data during study period will be carried out in detail and the same will be incorporated in the EIA/EMP report.

4.6 Population

The State average population density as per 2011 census is 319 persons/km2 (61.33% rural population and 38.67% urban population). The population parameters of Belagavi district is given in Table – 01.

4.7 Soil characteristics

The soils of Belgaum district can broadly be classified into red soils and black soils. These soils vary in depth and texture, depending on the parent rock type, physiographic settings and climatic conditions. By and large, black soils predominates the Deccan Trap terrain and the red soils are found in the southwestern and southeastern part of the district in gneissic terrain. These soils in turn can be grouped

into seven categories as given below, out of which the first five cover large tracks of land while the last two are local in nature.

1) Shallow black soils: These soils occur in the Deccan trap region and to some extent are also developed in schist, shale and limestone terrains. They are greyish to dark greyish-brown in colour, with clayey texture. These soils have poor to moderate infiltration characteristics.

2) Medium black soils: These soils are predominantly derived from Deccan traps and occupy large parts of the district. They are dark greyish-brown to very dark greyish- brown with clayey texture. These are derived from the weathered products of basalts and limestone and are darker in valleys than in high lands. Their texture varies from loam to clay, with low to moderate infiltration characteristics.

3) Deep to Very deep black soils: These soils occupy large tracts in Deccan trap terrain along the and also in the gneissic terrain. These soils are dark greyish-brown to very dark greyish-brown in colour and have clayey texture. These soils occur on plains or lands having gentle slopes. These soils exhibit wide cracks in summers. These are derived from a wide variety of parent rock types, like traps, schists, gneisses and sedimentary rocks. They are generally transported and therefore occur in valleys and depressions. Accumulation of lime, gypsum and soluble salts at varying depths in the soil profile often pose problems. They have poor infiltration characteristics.

4) Mixed red and black soils: These soils occur in the northern parts of the district. They are dark reddish-brown to dark greyish-brown in colour with silty-clay to clayey-loam textures. These soils are derived from gneisses, schists and sedimentary rocks. Red soils having high infiltration characteristics are confined to uplands, whereas, black soils of poor to medium infiltration characteristics occur in valleys and low lands.

5) Red loamy soils: These soils occur as small strips in the valleys adjacent to the Western Ghats. They are generally transported and are loamy to silty-loam in texture. They have moderate to good infiltration characteristics.

6) Lateritic soils: Lateritic soils are red in colour and occur as pockets. They occur at high-levels as insitu in Deccan Trap terrain and at low-levels as transported in Malnad region. They are derived from Deccan traps as well as sedimentary rocks, Dharwarian Schists and peninsular gneisses. These soils have good to moderate infiltration characteristics.

7) Alluvial soils: These soils are developed over the alluvium deposited by the Krishna River and its tributaries. They are very limited in extent and thickness and are local in nature. These soils have good infiltration characteristics and are composed of coarse sand, sandy-loam and loams.

4.8 Geology of the region and Kanagala industrial area

The district is underlain mainly by the gneisses, schist, limestone, sandstone, basalts, alluvium etc. of Archaean to Recent age. Deccan basalts cover an area of 7,650 Sq.Kms. in the northern part of the district and have a maximum thickness of around 256 m, which gradually thins out in the southern direction. Hard rock's occupy a major part of the district; majority of which are basaltic lava flows.

4.9 Geohydrology and groundwater conditions

Water table generally follows the topography of the area and is at greater depths in the water divides and topographic highs, but becomes shallower in the valleys and topographic lows and therefore, groundwater moves down and follows the gradient from the higher to lower elevations, that is, from recharge area to discharge area. Therefore, locally direction of flow from higher elevations is towards the rivers. The district is underlain by gneisses, schist, limestone, sandstone, basalts, alluvium etc. of Archaean to Recent age. Deccan basalts cover an area of 7,650 Sq. km. in the northern part of the district and have a maximum thickness of around 256 m, which gradually thins out in the southern direction. Hard rocks occupy a major part of the district; majority of which are basaltic lava flows. Most of these rocks have poor capacity of storing and transmitting water, except through favourable zones and at favourable locations. Aquifer systems encountered are therefore limited in nature. Ground water occurs both in weathered and fractured zones. Ground water occurs in all weathered formations of the district under phreatic conditions and in fractured and jointed formations under semi- confined conditions. Deccan basalts act as a multilayer aquifers having low to medium permeability. In Deccan basalts that comprise different flows, fractures and interstitial pore spaces of vesicular zones, are good repositories of ground water. Groundwater occurs under phreatic conditions in weathered zone of these basalts and under semi- confined to confined conditions in inter-trapeans and also in joints and fractures at deeper levels.

In limestone, solution cavities are considered to be more potential than weathered and fractured ones. In gneisses and schist, weathered zone varies from 7 to 12 m and water- bearing zones extend down to 80m. The aquifers occurring within the shallow depth range of 0 to 20 m bgl are mainly weathered and fractured formations. Groundwater occurs in these formations under phreatic conditions and the average thickness of these aquifers ranges from 5 to 15m. In general, 60% area of the district is having the

weathered thickness in the range of 5 to 10 m. About 25% of the district area has weathered thickness in the range of 10 to 15m and 15% in the range of 15 to 20m. In the major parts of the district, the decadal mean of depth to water level generally ranged between 5 to 20 m bgl. During pre-monsoon period i.e. May 2006, 8%, 28%, 37%, and 27% of the wells had depth to water level ranges between 0-2, 2-5, 5-10 and 10-20m bgl respectively. There was a rise of water level in 30%, 20% and 30% of the wells during post monsoon period i.e. November 2006 in the range of 0-2, 2-4 and more than 4m respectively. On the other hand 12%, 5% and 3% of the wells showed a fall in water levels in the ranges of 0-2, 2-4 and more than 4m respectively. Therefore, more than half of the district had depth to water level between 2-5m bgl during post-monsoon period i.e. November 2006 and the overall depth to water level in the district was between 0 to 10m bgl, except in a small strip towards southern part of taluk where it is more than 10m bgl. The long-term pre-monsoon water level trend (1996- 2005) shows a rise in 53% of the wells, while there is a fall in 47% of the wells. On the other hand during post-monsoon period, 68% of the wells show falling trend, while there is a rising trend in 32% of the wells. Over all the annualized trend shows a fall in 61% of the wells and rise in 39% of the wells. Based on the pumping test data of the dug wells, it is inferred that there is a progressive increase in the permeability exceeding >100m/ day in the water table phreatic zones of basaltic aquifers towards the east, even though the area falls in the northern dry and transitional zone having low to moderate rainfall. Similar is the case with other lithologic units. On the other hand in Khanapur taluk, though it falls in high rainfall hill zone agro-climatically, the permeability of the principle water table aquifers of schists and gneisses range from < 25 to 50m/day. Analyses of Pumping test data of exploratory borewells show that wells have yielded discharges in the range of 0.02 to 7.58 lps and the draw down ranged between 0.068 to 32.44 m. The transmissivity (T) computed was between 1 and 2,220 m2 /day.

4.10 Ecological features

Natural vegetation of Belagavi district - The total geographical area is 13433 sq. km. Belagavi district has the fifth place in forest area among the districts of the state. Forests are noticed mostly on the spurs of the Western ghats with a total of 190424 hectares of forest area in 1997-98. It has 14.16 percent of its total geographical area under forests. The forest area, found in the district, is divided into semi-ever green, moist deciduous and scrub and thorny forests. The Semi-evergreen forests are situated in the places where the rainfall is from 150 cm to 250 cm. It is noticed in an area of 62,321 hectares of Khanakumbi and part of Hemmadige area. The most deciduous forests are noticed in the rainfall area with 100 cm and more rainfall, which is noticed in an area of 38574 hectares near Nagaragalli, and around Khanapur. In this type of forests, rosewood, teakwood, honnematti, nandi etc., are commonly observed.

The ecological studies of Kanagala industrial area and its 10 km study area will be carried out in detail and the same will be incorporated in the EIA/EMP report. There is no reserve forest within the study area of 10 km radius.

4.11 Green belt

Plantation development shall be undertaken as a part of the construction phase. This will have significant positive impacts not only on ecology but also on air, noise level, soil, aesthetics and health of the region once the plants are grown-up to desired height and density. The periphery of the industrial area will be covered with 30 m wide green belt with native species plantation.

4.12 Rain water harvesting

All along the road network of Kanagala industrial area, storm water drains would be provided to collect water during rains. It is proposed to have rainwater harvesting structures for harvest the roof top rainwater and rain water of paved surface at respective buildings. Rainwater recharge structures will also be proposed to recharge the ground water levels.

4.13 Compliance of NGT order

The proposed industrial area will be leaving buffer zones from the water bodies and rajakaluves as mentioned in the NGT order dt. 4 May. 2016 if available.



Chapter-5 Planning Brief

5.1 Planning concept

The proposed industrial area is conceptualized as an eco-friendly green project and the building designs, landscaping etc. are planned accordingly the preparation of the site shall be done gradually during construction and disturbance to environment and bio- diversity shall be kept to minimum.

5.2 Population projection

The projected population is about 8967132 nos. in 2016. The details are given in Table 01.

5.3 Land use planning

The project site is admeasuring about 343 ha. The proposed industries are Cat. "A&B" projects. Green belt is about 30m all along the periphery project area is planned. Landscape area will be let as per the architectural norms for the industrial estate.

5.4 Assessment of infrastructure demand

The existing infrastructure, water and power requirement would be sufficient to establish the industrial area and the details are provided in chapter 3. Hence, assessment of infrastructure demand is not anticipated.



Chapter-6 Proposed Infrastructure

The proposed Kanagala industrial area consists of Cat. "A&B" projects. The infrastructure facilities like road connectivity, drinking water management, sewerage system, solid waste management and power requirement details are part of the project facilities and the industrial plots will have the above facilities as a common facilities to all the entrepreneurs. The following facilities are planned common service facilities for Kanagala industrial area.

(i) Fire protection, (ii) Security, (iii) Collection and disposal of waste, (iv) Medical care, (v) Common temporary storage for hazardous waste, (vi) Bank, post office etc, (vii) Weighbridge, (viii) Exhibition halls, (ix) Repair workshops etc.,



Chapter-7 Rehabilitation and Resettlement

The Kanagala industrial area is already acquired and compensation to land loosers have been paid in 2016 by KIADB, Government of Karnataka. There is no shifting of any families hence no rehabilitation or resettlement is envisaged.



Chapter-8 Project Schedule and Cost Project Schedule

The proposed industrial area has been planned to be completed within the two years after obtaining Environmental Clearance from MoEF&CC, New Delhi.

Project cost

The estimated total capital cost of establishment of Kanagala industrial area is about Rs. 300 Crore. A good fraction of this expenditure goes towards pollution control measures.



Chapter-9 Analysis of Proposal (Final Recommendation)

Due to the development of Kanagala industrial area at Kanagala village and other surrounding villages will not have any measurable impacts on the environment. All necessary pollution control measures will be adopted by the individual entrepreneurs.

The project will create more employment opportunities, and thereby, reduce the problem of unemployment and under-employment in the region, will promote positive impacts on the socio-economic status of the surrounding areas, will contribute to the development of tertiary sectors like trade, transport, communication, banking insurance, etc.


